COMPREHENSIVE CAREGIVER SUPPORT (CCS) PROJECT

Health Poverty Action (HPA) in partnership with Caritas Switzerland (CACH) is implementing a Comprehensive Caregiver Support (CCR) project in Sahil region of Somaliland. The project aims to reduce morbidity and mortality in children through improved and comprehensive management of severe acute malnutrition in the region. The project expects to achieve the following three key objectives:

  • Children under five received improved and sustained comprehensive health services and care for the treatment of severe acute malnutrition.
  • Increased knowledge of nutrition, sanitation & hygiene related good practices among caregivers and health personnel by improving access to appropriate treatment for children with severe acute malnutrition.
  • Advocacy and dissemination of project results lead to good practice replication and up-scaling in other Stabilisation Centres in Somaliland

To contribute in achieving the above objectives, HPA is inviting applications from qualified female and male candidates for the following three positions. The last date for receiving application (resume/CV) is 25th April 2018.

Position number 1: (Job reference: Project Officer CCS)

Job title: Project Officer

Number of position: One

Contract period: 11 months (starting from 1st May 2018)

Brief description about the position:

We are looking for a candidate for the position of the Project Officer who could plan, coordinate, supervise and report the project activities from initiation to completion. The successful candidate for this position would be a part of HPA’s highly committed and professional team where team work, innovation and opportunity to serve the people in need are encouraged, recognised and rewarded. We expect you to achieve the following activities / tasks

  • Work closely with Health and Nutrition Programme Managers to achieve project objectives and targets
  • Develop a detail project implementation plan based on the agreed project work plan and available budget and effectively coordinate with Programme Managers for guidance and support in implementation, monitoring and reporting.
  • Monitor and supervise the work of community mobilizers including providing job orientation, support in field activity supervision, timely collection of reports, and assess their job performance on regular intervals.
  • Participate in project baseline information, midterm assessment and final evaluations and maintain indicator wise records and tally sheets to measure progresses against the baseline data on monthly basis.
  • Conduct regular weekly visit to the Stabilization Centre (SC) in Berbera Hospital and supervise activities in collaboration with the hospital authority and SC project staff to gather information from referral records, admission records, commodities and supply records, awareness activities reports and report to the Nutrition Programme Manager.
  • Prepare and update daily record of referral cases, admissions, discharges in a computerised record management system
  • Conduct field visit to interview and report improved practices health, hygiene, nutrition and sanitation practices of caregivers
  • Involve in development of training / education curriculum for Caregivers in consultation with technical resource persons within HPA and MOH.
  • Plan and implement training, counselling, education activities for Caregivers and health workers in Stabilization centre.
  • Ensure that nutrition food component (cooking, cleaning, hygiene, etc) of the project is efficiently managed and are benefiting the Caregivers.
  • Supervise and report the work of Counsellors, Community mobilizers and cooking and cleaning staff to improve their work efficiency.

Your qualification and experiences:

  • Bachelor degree in Public Health or Nutrition with at least 3 years of post-qualification work experience in Health, Nutrition, Food Security and related projects in Somaliland
  • At least 2 years of experience in designing project implementation, supervision, monitoring and reporting
  • Proven experience in basic accounting, procurement, and supply
  • Good knowledge of structures and work of Ministry of Health Development at regional and local levels.
  • Full proficiency of working on Microsoft Office Word, Excel, and Powerpoint packages
  • High proficiency in writing, speaking and presentation in English and Somali languages

Brief description about the position:

The role of the Nutrition Counsellor is to support the delivery of a comprehensive, high quality nutrition and health education programme for Caregivers of Severe Malnourished Children in Berbera Stabilization Centre in Sahil. The Counsellor provides guidance, training and technical assistance to program staff at the Stabilization Centre and Caregivers (mainly mothers) to ensure that their knowledge and practice in family health, child care, child nutrition and hygiene are improved. The Counsellor plans and reviews services of the Comprehensive Caretaker supports including children’s needs, food preparation and service, and provides nutrition education activities to the parents, staff and young children. It is the also the responsibility of the Counsellor to prepare training curriculum, organize and impart trainings to Caretakers and participate in joint monitoring and supervision visits and carrying out of any recommendations. The Counsellor is responsible to the program manager and close work with Project officer and staff for fulfilling the terms of the contract.

We expect you to achieve the following activities / tasks

This full time position is based at the Stabilization Centre in Berbera Hospital in Sahil. The position is required to work closely with health staff and support staff working in the Stabilisation centre. The specific tasks for this position are mentioned below

  • Reviews nutritional assessment data for each child and makes recommendations for correcting children’s nutritional status, as needed.
  • Counsels or provide for counselling of the parents of children (Caregivers) whose nutritional status needs improvement.
  • Obtains information about major community nutritional issues, that effect the children and families served, through the interviews and discussion with Caregivers at the Centre. Provide recommendations to the project to plan remedies to identified problems.
  • Reviews, monitors and provides technical assistance on the implementation of the Comprehensive Caretaker Support project including: food purchasing, preparation, and storage, kitchen sanitation and cleanliness, food handling and dish washing procedures.
  • Monitors to ensure that meals and snacks are prepared in such a way that a minimum of nutrients are lost from foods, that foods taste good and look appealing.
  • Teach Caregivers to plan meals far enough ahead to reduce the need for food substitution, when substitutions are necessary recommends foods of equivalent nutritional value. With specific emphasis on technical assistance to Caregiver on the feeding of infants and young children.
  • Determines the training needs of staff, parents and children and develops and/or delivers nutrition education including development of appropriate resources
  • Prepare and conduct education classrooms to Caregivers on family health, nutrition, sanitation, hygiene, family counselling, and ensure that foods (nutrition) are an integral part of the total education program for Caregivers
  • Prepare daily and weekly Comprehensive Caregiver Support report for the Stabilization Centre and submits to the project officer and the Nutrition Programme Manager
  • Support in development of skill, knowledge of another Counsellor on Nutrition and Counselling
  • Other tasks as and when arise during the implementation of the project

Your qualification and experiences:

The Counsellor must:

  • Hold a Bachelor’s degree in Public Health or Nutrition (Master Degree is preferred) from an approved program in public health or nutrition.
  • The Counsellor must have at least 3 years of experience in community nutrition including services to children under five. Experience in menu-planning and food preparation, including the quantity, quality, and variety of food to be purchased and prepared is also required.
  • The Counsellor must have experience to interpret nutrition assessment data, provide nutrition counselling to Caregivers, and in other ways promote good nutrition habits in children and Caregivers / families.
  • Experience to assist staff in feeding infants and dealing with children with feeding problems or special nutritional needs is also required.
  • It is required that a Counsellor is proficient in English and Somali language.

Position number 2: (Job reference: Community Mobilizer CCS)

Brief description about the position:

HPA is willing to recruit two (2) Community Mobilisers (CMs) to support health, nutrition, hygiene and sanitation related services within selected communities in Sahil. The community mobilisers represent a central element when it comes to prevention of (severe) acute malnutrition and promote exclusive and complementary breastfeeding practices for children in the communities. CMs will work with mobile clinics and health posts, promote best child feeding practices and can refer and link severe cases of malnutrition to the SC in Berbera. The CMs also provide a crucial linkage between the beneficiaries and the SC in Berbera in terms of follow-up treatment after discharge of the SC, as well as monitoring of health and nutrition related needs of the communities living in Sahil region.

We expect you to achieve the following activities / tasks

  • Directly reporting to nutrition officer, with ultimate responsibly to the Nutrition Programme Manager, and working closely with other nutrition and health colleagues in Sahil region;
  • Support in the implementation, supervision and coordination of all the nutrition and community outreach activities in designated region and project locations.
  • Responsible for planning and coordination of the nutrition activities (Screening, referral, caregiver education and support) at field level and with CNWs, CHWs, MCH Staff and target communities
  • Conducting orientation, field supportive supervisions and reporting to Project Officer and Nutrition Programme Manager
  • Preparing field trip reports, supervision reports and take part actively in the preparation of weekly and monthly reports and other nutrition reports as required by the project
  • In coordination with the Project Officer, plan and supervise regularly the nutrition activities conducted at both fixed and outreach sites and according to SPHERE standards and National guidelines.
  • Coordinate community mobilization, sensitization and assist in selection and training of CNWs at the MCH and outreach sites including Caregivers and mothers
  • Ensure that both food and non-food supplies (Caregiver kits) needed by programs under his/her supervision are properly managed and stock balances reported on timely basis
  • Closely supervise CNWs in the target project locations to ensure proper screening, active case finding, follow up and mobilization for project beneficiaries
  • Carry out follow up in the OTP/SFP/SCs with CNWs where possible, while undertaking periodical meetings with the CHWs/CNWs for defaulter tracing and improved service utilization rates.
  • Constantly monitor the nutrition needs in the project area and propose appropriate action in collaboration with the Project officer and Nutrition Programme Manager
  • Participate in the writing of timely and accurate monthly reports in collaboration with Project officer
  • Carry out any other activity assigned by the Nutrition Programme Manager in the region

Your qualification and experiences:

  • At least one year training in Nutrition / midwifery / health / community mobilization
  • At least 2 years of work experience in community mobilization, support in health and nutrition activities
  • Good knowledge of Somali, English proficiency is an advantage
