How can you make a difference?
Under the general guidance of the Chief, Child protection Section, responsible for the development, planning, implementation, monitoring and evaluation of the overall child protection in emergency of the country programme in accordance with UNICEF Core Commitments for Children (CCCs) for Humanitarian Action.
Programme Planning, Development and Management.
Enhance effective sectoral or inter-sectoral planning, development and management by guiding, coordinating and supporting the timely completion of the Child Protection in Emergency of the Child Protection programme of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis, and the timely preparation or finalization of sectoral input. Provide substantive advice, recommendations and input in the formulation of country programme documents and plans of actions relating to Child Protection programme.
In consultation with other Child Protection partners, and government if appropriate, provide leadership for the establishment of child protection coordination structures for the response to the emergency, including identification of a CP coordinator.
Support conduct of a rapid child protection assessment, together with partners in the child protection sub-cluster and/or protection cluster using agreed inter-agency assessment tools. Where the cluster system is not activated, UNICEF should lead this assessment.
Support strategies and mechanisms to scale up the child protection response to the emergency, including addressing as relevant: family separation, gender-based violence, child recruitment and use by armed forces or armed groups, trafficking, the mental health and well-being of children and their families, mine action, arbitrary/illegal arrest and detention of children, other protection concerns for children etc.
Provide technical support and assistance to UNICEF child protection staff and partners, including government and NGOs, to scale up the child protection components of emergency response programmes, including development or amendment of projects and partnerships.
Takes primary responsibility for the development of the component
Sectoral Work Plan Development, Implementation, and Monitoring.
Under the guidance of the Chief |Child Protection, supports the development of the Child Protection work plan and technical decisions as well as for programme management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined programme strategies and approaches, in accordance with Core Commitments for Children (CCC) and Inter-Agency Standing Committee (IASC) guidelines.
Manage procurement and distribution of supplies related to child protection interventions.
Monitor the trends and emerging evidence of child protection concerns and the response by Government, and analyze this information to advise on the child protection response.
Programme Delivery, Evaluation and Reporting.
Ensure programme, sectoral or inter-sectoral, efficiency and delivery through a rigorous and transparent approach to evaluation. Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual Child Protection sector status reports.
Promote knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country.
Communication, Collaboration, Networking and Partnership.
Identify opportunities to work with other sectors (Education, Nutrition, WASH, Health, Food Security and the wider Protection Cluster members) to strengthen overall protection for children and women by integrating protection activities within their emergency response programmes.
Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve Child Protection programme requirements and objectives. Conduct field visits to monitor programmes and collect information. Conduct periodic programme reviews with Government counterparts and other partners.
Collaborate with Communication and Programme Communication groups to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts.
Represent UNICEF Child Protection in humanitarian-related meetings, as required, as well in meetings related to the Country Taskforce on Grave violations against children and technical Human Rights Due Diligence Policy (HRDDP).
Raise awareness on child protection concerns and UNICEF’s response thereto through relevant humanitarian, media and communication outlets, as appropriate.
Provide inputs on child protection concerns and UNICEF’s response thereto in all UNICEF, inter-agency and government planning and reporting processes.
Interact with Government, UN in Somalia (UNSOM), African Union Mission in Somalia (AMISOM) and other partners, NGOs, UN and bilateral agencies in children protection in emergency. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve Child Protection programme goals.
Manage the financial and supply components of the programme, including monitoring of cash assistance to government/national partners; development and monitoring of programme cooperation agreements (PCAs); conformity to donor conditions against grants, including reporting.
Increase access to financial resources available for the child protection emergency response through established humanitarian funding mechanisms, and by pursuing new opportunities, as required.
Support the CP Chief with oversight and management of funds for the CP emergency response.
Qualification of Successful Candidate
Education:Advanced university degree in social work, international relations, law, child psychology, or relevant field. Knowledge of UNICEF’s core commitments to children in humanitarian action as well as the humanitarian cluster approach, particularly the child protection working group (sub-cluster), gender-based violence area of responsibility, and protection cluster.
Work Experience:Eight years progressively responsible professional work experience at the national and international levels in child protection in Emergency related programme planning, management, monitoring, and evaluation, in a related field.
Language Proficiency:Fluency in English is required. Knowledge of the local working language of the duty station is an asset.
