Background
UN field personnel in Somalia are deployed in areas where national medical facilities are often nonexistent or substandard or inaccessible. UN field personnel in Somalia are exposed to various health and security hazards that may result in disease; psychological trauma and life threatening injuries. Dedicated, effective primary health, occupational health and emergency medical services may mitigate negative outcomes of trauma, injuries and health complications providing better chances for saving lives as well as for faster and better recovery.

The objective of the United Nations (UN) Clinic is to provide primary clinical care and occupational health services to all locally and internationally recruited personnel of the UN Common System and their recognized dependents in countries where the locally available medical facilities are considered inadequate as determined by the UN Medical Services Division (UNMSD).

Under the overall management of the UNDP Deputy Country Director, Operations, and the technical supervision of Medical Services Division, healthcare services provision will result in optimizing the health and well-being of UN field personnel and their eligible dependents in Somalia.

UN Clinics in Somalia are presently administered as follows (UN Clinics administered by UNDP, administered by UNDSS MERT as well as UN Clinics administered by UNSOS):

  • Somaliland: UN Clinic administered by UNDP + UNDSS MERT;
  • Puntland: UN Clinics administered by UNDP + UNDSS MERT+ UNSOS Medical team;
  • Southern States of Somalia: UN Clinics administered by UNDP + UNDSS MERT+ UNSOS Medical team.

Harmonization of the healthcare delivery provided by the UN Clinics administered by UNDP, UNDSS MERT and UNSOS Medical team will streamline the medical care in Somalia. The harmonized system will maximize the use of the manpower and standardized available resources to provide high standard of medical care to UN Staff and their eligible dependents.

It is vital that the available medical facilities are used to the maximum of their capacity at the lowest possible cost.

Duties and Responsibilities
A successful candidate should have prior experience of similar projects of cost-cutting measures of medical facilities as well as previous experience in assessing UN owned medical facilities, i.e.  UNDP and DPKO/DPI.  The consultants’ efforts should focus on finding areas of the operation of the medical facilities where cost optimization will not lead to deterioration to the quality of the health services being offered. They should assess the facilities and equipment, coverage of beneficiaries per region and sources of financing vs the long-term strategy and financial sustainability. The consultant will have to interview a number of stakeholders, including but not limited to, UN Physician, DSS and UNSOS focal points, prior to making the final recommendations and suggesting viable options. The consultant should also assess the administrative costs of the medical facilities.  The consulting will preferably be knowledgeable and familiar with the scope of services provided by the UN Clinics administered by UNDP, DPKO/DPI.

  • Get acquainted with introductory information about the UN medical facilities in Somalia that will be provided by UN Doctor, DSS and UNSOS focal points, including but not limited to locations, facilities, number of staff covered, sources of financing annual budget etc.;
  • Visit medical facilities under UN Management, list of which will be agreed separately with the UN, and interview UN Doctor, DSS and UNSOS focal points;
  • Provide a preliminary report with suggested options for long-term development including financial sustainability of medical facilities in different locations in Somalia and submit it for UNDP/UN review and comments;
  • Provide final report incorporating UNDP/UN comments and revisions;
  • Prepare a health support plan for the duty station based on the available UN owned facilities and local medical facilities available.

Required Skills and Experience
Education:

  •  Degree in Medicine in combination with hospital management/administration work experience (e.g. managing a hospital);
  • Degree in Public Health in combination with hospital management/ administration work experience (e.g. managing a hospital).

Experience:       

  • At least 5 years of relevant experience in providing financial management and accounting advisory services, managing staff and operational systems in a Hospital;
  • Relevant experience in the UN Common System is a strong advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems and ERP financials.

Language Requirements:            

  • Fluency in written and spoken English is required.

Scope of Price Proposal and Schedule of Payments:

  • Lump Sum Amount – a one off payment based on the offer that the consultant makes.

Criteria for Selection of the Best Offer:

Combined Scoring method – where the Technical will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%.

Technical Evaluation Criteria:

Education Background: 10 points max:

  • 5 points – Degree in Medicine in combination with hospital management/administration work experience (e.g. managing a hospital).
  • 5 points – Degree in Public Health in combination with hospital management/ administration work experience (e.g. managing a hospital).

Relevant Professional Experience: 20 points max%

  • 10 points – At least 5 – 10 years of relevant experience in providing financial management and accounting advisory services, managing staff and operational systems in a Hospital;
  • 20 points – Over 10 years of relevant experience in providing financial management and accounting advisory services, managing staff and operational systems in a Hospital;

Language Skills: 5%

Methodology, Approach and Work Plan: 35%
