Reporting to:The position reports to the Logistic and Procurement Coordinator and works closely with Area Operation manager from whom S/he receives technical support as well as Head Of Procurement and Logistics.
Direct reports:No Supervisory Role

Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to enhance the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. There are 5 main program offices in Somali region, one in Yemen, one in Ethiopia and one in Kenya within the Regional Office in Nairobi. There are also nonoperational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there is over 300 DRC staff in the region.
Overall purpose of the role:
The Logistics Officer is responsible for the managing of the Logistical functions including, fleet, warehousing, asset verification and reporting by ensuring procedures and compliance issues are followed. These include Fleet Management, Stock Management, and Inventory Management activities in Mogadishu,Baidao, Beletweine,Kismayo and Guriel Offices.
Â Responsible full adherence of DRC/DDG Fleet management policy and procedures at all times
Â Ensure DRC fleet management procedures are 100% followed and all required reporting forms, such as fuel monitoring, vehicle repair and maintenance, maintenance check list, vehicle in use forms are properly used on daily basis
Â Ensure weekly and monthly logistics report (such as fleet and fuel management reports, inventory updates, warehouse reports etc.) are prepared and submitted to the Logistics and Procurement Coordinator
Â Responsible in ensuring that both DRC/DDG owned vehicles and rental vehicle are insured by local insurance company
Â Carry out periodic vehicle quality inspection for all DRC/DDG vehicles as well as rented vehicles
Â Ensure that both DRC/DDG owned vehicles and rented vehicles have safety kits such as first aid kit and fire extinguisher and etc
Â Train drivers on DRC/DDG driving rules and regulations including anti-bribery and safe driving rules
Â Supervise the DRC/DDG driver to ensure daily smooth running of the logistics function of the Mogadishu office
: Ensure that all inventory/Asset items purchased are properly recorded upon their arrive on the DRC/DDG related asset record keeping tools
: Carry out close and regular inspection of Project items and materials delivered to the stores, to ensure that they are at the right quantity and quality and monthly stock updates is circulated throughout the staff.
: Ensure that all DRC/DDG asset/inventory in the store of all areas are recorded on the registers and verified in monthly basis
: Assist proper scientific method of storage as per DRC guidelines have been followed.
: Follow up program team that all sectors procurement plans and order project asset on the right time
: Oversea that logistics conduct periodic stock checks and prepare periodic stock reports where defects and loses and captured and shared with the relevant authorities.
: Reads and has a clear understanding of the DRC Asset Management Manual and all related procedures; and capacitate the logistics on prober handling DRC assets and inventory.
: Warehouse officer is in charge of inventory in a warehouse or similar space in the office compound.
: He is responsible inventory or warehouse recording new stock as it comes in, and move stock onto trucks or store shelves as needed
: Extract individual project asset from general inventory list and conduct asset verification activities for every ended project.
: To create separate asset/inventory list for every project upon the project closure and produce verified and final asset/inventory list for every closed project
: Prepare separate asset/inventory disposal certificate and donation forms for all projects closed 2014 to 2017 and submit to the Logistic and Procurement Coordinator and Area Operation Manager to seek management decision on the asset disposal
: Create area office level inventory/asset list for every sub-office and individual project asset lists for every project
: Pay visit to area sub-office of Kismayo, Beledweyn, Baidoa and Guricel to maintain updated inventory/asset records
: Devote time in the process of Asset/Inventory DRC/DDG old disposal activities
: Oversee and ensure that asset register and asset movement documentation (asset loan and asset transfer) and records are filed appropriately and available in the area office.
: Ensure that the logistics keep proper filling and update of the inventory spread sheet so that it can be shared with donors and stakeholders.
: Ensure that DRC/DDG asset is properly and uniformly tagged and coded and
: Ensure asset Identification Card and Transfer forms are timely filled and signed by all respective staff
|Experience and technical competencies:
· Excellent communication skills
· Experience in working in NGOs
· Proven commitment to accountability practices.
· Proven ability to priorities tasks, meet deadlines and work with limited supervision
· Fluent in written and spoken English
· Minimum of 3 years’ experience in a similar position with an international organization preferably in Somalia context.
· Knowledge of computers: word processing, database management packages
· Degree in Business Administration or Purchasing and Supplies.
· Diploma Level preferable from Chartered Institute of Purchasing and Supply with at least 3-years work experience in relevant field will be considered
