Google Plus Pilot Project Summary:
For the past three decades, protracted armed conflict in Somalia along with drought and famine, has resulted in mass displacement and a crippled health system. In urban Mogadishu, home to more than 369,000 internally displaced Somalis, only a small percentage of women and children present at a facility for immunization and family planning services. Those that do arrive may not receive the health benefit of the service if they are required to return for follow-up visits. As a result, women and children are at increased risk of sickness or death from vaccine-preventable diseases and unintended pregnancies.

The integration of Google Plus Code technology into IRC’s existing mobile technology has the potential to improve the uptake of critical inventions that require timely care-seeking and/or multiple contacts with health providers to get the full benefit of the service. Geo-coding will facilitate the creation of color-coded maps that estimate equity and uptake of services across the project sites, which in turn will enable smarter service planning. Auto-generated lists from IRC’s mReach technology, coupled with game-changing location data from geocodes, will enable community health workers to more efficiently track women and children who are due for or have defaulted from services.

Summary of Responsibilities:
Under the direct supervision of the Senior Health and Nutrition Coordinator (SHNC) the Plus Code Pilot Project Manager shall be responsible for direct implementation of the project aimed at increasing quality and coverage of integrated maternal neonatal and child health (MNCH) care services in the Google + project areas. S/HE is responsible for accurate planning, implementation, management, monitoring, results reporting, and performance improvement of the project activities. The Plus Code Pilot field Manager will also participate in assessing staff capacity needs at the health facility level, and coordinate all planned project training. Using existing health facility tools and mhealth application (Commcare) S/HE will ensure that Health facilities staff /CHWs collect accurate data that informs programming as reported in the relevant registers, cards, summary forms and reflected in the HMIS and project reports.

Key Responsibilities

Participate in the development of program work plans and reviewing them on a monthly basis with the supervisor
Track project activities and results against established performance and output indicators.
Plan and complete work assignments with a high degree of initiative, good judgment, analytical skill, and integrity.
Take prompt initiative to communicate recommendations to the supervisor and facility In charges on methods to increase immunization coverage/ birth spacing activities
Ensure that vaccine stocks are monitored through accurate forecasting, quantification and reporting.
Ensure that the cold chain system is monitored appropriately.
In close collaboration with the health facility In – charges, support health workers to provide quality maternal neonatal and child health services at both static and outreach sites
Identify gaps in the MNCH care interventions in the community /health facilities and take the necessary steps to address those gaps.
Support the health team to effectively implement facility and community interventions related to the project while ensuring quality deliverables.
Improve and target outreach locations based on mHealth platform to areas with high immunization defaulters.
Monitor and supervise the sensitization of CHWs on immunization and birth spacing basics given their greater involvement in the EPI/ birth spacing promotion, defaulter tracing and caregiver / clients counseling.
Effectively and efficiently manage the budget ensuring expenses are appropriate and incurred according to schedule.
Participate in the reviews and tracking of program budgets.
Ensure and maintain accurate use of budget lines according to donor regulations.
Carry out any other activities deemed appropriately by the supervisor.
Reporting and Coordination

Ensure coordination with relevant stakeholders including the Ministry of Health (MoH) in all project activities.
Document lessons learnt and actions throughout the project
Assist in the development of publications and communication materials wherever possible
Provide regular feedback to the supervisor and the facility In-charges on the progress of the project implementation.
Collaborate with the Community Engagement Manager and facility In-charges to convene monthly review meetings at health facility level.
With support from M&E officer, maintain a good record keeping system and undertake continuous monitoring and regular evaluation of the project activities.
Represent IRC Somalia in health related forums as the need may arise
Required qualifications and experience

Medical Degree holder or Bachelors of Science in Nursing/ Diploma in Registered Nursing
Additional training in maternal, child health and family planning (FP) is required
Three years working experience in maternal and child health programs
Good experience in monitoring and evaluation of programs including report writing and communication skills.
A good command of both written and spoken English
Understanding of Somalia context preferred
