Supervisors  SOSCENSA’s Executive Director and Board of Directors (BOD) 
Reporting to  SOSCENSA Executive Director 
Key relationships:  

  1. a. Internal: SOSCENSA’s Board of Directors, Executive Director, Admin and Communication Officer, Empowerment Officer, Advocacy and Lobbying Officer, SOSCENSA constituents and other two NSA Platforms (PUNSAA and SONSAF). 
  2. b. External: Safer-world Somalia Program Team and other partnership agencies.   


Somalia South/Central Non-State Actors (SOSCENSA) platform was founded in 2008 by a group of NSA organizations from business groups, professional associations, religious leaders and civil society organizations. The Platform is aiming to enable Somali citizens to participate in decision-making process on humanitarian assistance, peace, security and development and to contribute to the development of a peaceful, secure and prosperous Somalia by ensuring that the Somali non-state actors voices and stances are articulated and taken into account in the development and implementation of national and international policies in the Somali regions.  

The main focus of the Finance Officer (FO) is to play a central role upon implementation of Safer-world’s Somalia Non-State Actors project financial approaches on helping Somali citizens by contributing to more inclusive, transparent and accountable governance, improved service delivery and better state-society relations. The employee shall perform the duties and functions of the position as referred below and will work in close cooperation with the Executive Director to whom she/he will report and be accountable. 


The “FO” will support SOSCENSA, its member organizations and other NSAs in Somalia for the implementation of broad-based consultation meetings among NSAs members and wider communities and ensuring that their priorities and recommendations influence the relevant domestic policy and international dialogue processes on the reconciliations in Somalia. 

Specifically, the Finance Officer will deliver the following results:  

  1. To develop financial policies to insure operational finance for the SOSCENSA platform in collaboration with the secretariat, BOD members, SOSCENSA’s constituencies, Somali partners, Safer-world and other International agencies, including financial reporting system and all other financial operations of the platform for the purpose of internal and external methods.
  2. Keep financial records and perform financial procedures (receipts, payments, petty cash, payroll), including all records SOSCENSA.  Keep detailed records in timely and accurate manner Keep financial records by ensuring that all expenses are reviewed and recorded in the accounting system on timely basis. 
  3. Maintain strong control environment: performing bank reconciliations and other control accounts, understand key controls required  
  4. Maintain Quickbooks ledger accounting system, work to improve system, ensure good housekeeping Agreed 
  5. Focus on continuous improvement in reporting and highlighting variances from planned expenditure Agreed 
  6. Assist the organisation and management of internal and external audits 
  7. To manage the preparation of SOSCENSA’s budgets and cash flow in line with SOSCENSA’s financial procedures  
  8. Liaising with programme staff to forecast expenditure against budget/cash flow and request funds from donors and other sources of income. 
  9. Show attention to detail in all records and promote this approach with colleagues 
  10. Manage SOSCENSA’s activity, building knowledge and understanding, promoting improvements to reporting. 
  11. Submit to relevant donors and SOSCENSA’s management 
  12. To identify financial capacity building needs of the platform staff members with other partner organizations staff and develop strategies for addressing these. 
  13. To develop budgets for the platform operations and activates in collaboration with the SOSCENSA’s secretariat and under guidance of the Board of Directors (BOD) members. 
  14. To prepare Cash Disbursement Voucher and Cash Receipt for all cash received or disbursed by the SOSCENSA platform. 
  15. To prepare and verify all supporting Documents of the Payment Vouchers. 
  16. To make sure the Requisition Form, Purchase Order and Receiving Report are reconciling with SOSCENSA financial policy and procedures as well as General Accounting Principles (GAP) of the platform and other related partner. 
  17. To ensure that all the Money is disbursed in accordance with the approved budget line items. 
  18. Administer employee files and records in order to ensure accurate payment of benefits and allowances 
  19. To keep all blank Cash Disbursement Vouchers, Cash Receipts, Purchase Orders and other related documents of the platform. 
  20. To make sure that all Cash received is deposited to SOSCENSA platform respective safe or cash facilitator or Bank account.  
  21. Prepare monthly Bank and Cash Book reconciliation analysis as well as to record all cash transactions in the Cash Book and Ledgers or Registers. 
  22. To prepare Monthly, Yearly or as may require the financial reports of the platform and also to prepare integrated financial reports of the SOSCENSA platform and submit them to the Executive Director of the platform and Saferworld. 
  23. To provide timely and high qualified financial reports to Safer-world and other International agencies working with SOSCENSA, as per the agreed financial procedures and reporting schedules. 
  24. To ensure that SOSCENSA platform’s accounts are well documented and systematically stored or recorded. 
  25. To take on any other responsibilities related to the financial management of the platform and other work of the related agencies at the request of the concerned stakeholders. 
  26. To perform any other tasks as may be entrusted by the SOSCENSA platform from time to time.

  • Accredited university degree in accounting finance or Business administration related discipline with at least 5 years of relevant experience.  
  • Experience of bookkeeping and computerised accounting software and an aptitude for system improvements.  Knowledge of  QuickBooks and excel is useful 
  • Conversant with best practices concerning Finance, administration and human resources particularly within the public sector.

  • Computer and IT skills especially Microsoft office and quick book package.  
  • Be fluent in Somali and English (given the strong engagement with international partners which the role entails).
