Somalia and Somaliland experience some of the worst health and nutrition conditions in the world, including high levels of preventable maternal and child deaths, particularly in the newly formed states. The Somali health context remains fragile, with persistent pockets of conflict and insecurity that hinder service delivery reach and access. Despite this there is a tangible desire across all Somali states and Federal Government to improve things in the interest of all Somalis, providing a conducive environment for success.

DFID implements a large range of programmes in Somalia and Somaliland in the areas of governance, economic and private sector development, humanitarian and conflict response, health, nutrition and overall social development. The Somalia Health & Nutrition Programme SHINE Supply Component aims at providing access to basic health and nutrition services as defined by the Essential Package of Health Services (EPHS) to 2 million inhabitants of Somalia and Somaliland and strengthen the capacity of Somalia and Somaliland’s Health Authorities to oversee, coordinate, plan and manage the implementation of essential health service provision as defined in the EPHS framework

THET is a specialist global health organisation that educates, trains and supports health workers through partnerships, strengthening health systems and enabling people in low and middle income countries to access essential healthcare. THET has worked in Somaliland in conjunction with Kings Health Partners since 2000 and has built strong, successful, mutually beneficial relationships with partners in the health sector.

  1. Purpose of the position
  • General purpose of this position will be the Local National Technical Assistant will have the overall responsibility of coordination and planning of the SHINE project and activities in the field.
  • S/he will be robustly involved in capacity building and training related activities
  • He will closely work with an international consultant through Federal MOHs of Somalia, and Galgudud State MoH .
  1. Main responsibilities and tasks

In collaboration with the International consultant

1.1 Close work with the MoH in the process of District Health Management Team Training
1.2 Review the core management, planning and decision making roles and responsibilities
assigned to Regional and to District Health Management Team
1.3 Update ToRs for RHMTs and DHMTs to ensure clear separation of responsibilities of the
regional and district health management teams
1.4 Determine the extent to which parts of and/or modules of a generic DHMT training package
have already been tailored and utilized in Somalia / Somaliland to prepare DHMT staff
members for their roles and responsibilities
1.5 Determine the number of already trained facilitators in Somalia and Somaliland
1.6 On the basis of the findings of the above, tailor all or the remaining DHMT training modules to
the Somali context
1.7 Coordinate and conduct facilitator training sessions
1.8 Develop the training plan for the newly established DHMTs in the SHINE Supply supported
1.9 Ensure that at all times contact with beneficiaries, target groups and representatives of
authorities is conducted in a sensitive and respectful manner
1.10 Prepare regular activity based report for THET.
1.11 Represent THET in external coordination meetings with UN/ NGOs, donors, partners
and government in Mogadishu & in the field.
1.12 Monitor the progress programm activities and indicators
4. Consultancy Requirement
Education ·  Qualified doctor or nurse with a postgraduate qualification in
community/public  health  with  management  skills  (human
resources, planning and coordination skills
·  Master degree or equivalent in Public Health
Professional ·  At least 5 years’ experience in the development of training
experience materials targeting DHMTs or similar entities at decentralised
·  A minimum of 5 years in-depth knowledge and experience of the
Somalia health System Strengthening
Professional · Proven  knowledge  of  broader  health  system  strengthening
requirements approaches.
· Project  Management  skills,  including  financial  planning  and
· Good  interpersonal  skills  to  work  effective  with  different
stakeholders including different communities in the target areas,
local and national authorities;
·   Previous working experience in Somalia will be an asset
· Desirable competencies and qualifications – Previous experience
in the Somali context or in remote field
· Proved qualification in Health sector trainings
· Dynamic and flexible
Languages ü English language skills required (fluent),
ü Somali language skills required  ( fluent)
Personal ü Strong collaborator with effective inter-personal and analytic skills
requirements ü Training and guidance skills
ü Able to work effectively under pressure and handle workload.
