About NIEC  

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties.

Purpose of the Job

This position is responsible for facilitation and monitoring the delivery of an effective and efficient election operation service within the Jowhar – Hirshabelle.

Main responsibilities of the Job

  • Develop and oversee the implementation of regional strategies, work plans and budgets while ensuring the alignment of these activities to the overall commission strategy
  • Facilitate and monitor the delivery of effective and efficient national election operation services including voter registration, voter education, electoral cycle execution, warehouse and logistics systems activities
  • Develop accountability measurements, monitor the performance indicators at the regional and constituency levels and ensure the timely preparation of periodic reports
  • Coordinate the voter registration, voter education and election operation processes at regional and constituency levels through ensuring the timely availability of the requisite resources.
  • Liaise with regional administrative and security official to facilitate all election activities
  • Maintain a good public image for the commission at the state regional and constituency levels
  • Liaise with commission secretariat to monitor regional political parties’ activities
  • Coordinate all surveys/researches at both the regional and constituency level in the state
  • Coordinate the human resources and administration function at both the regional and constituency level.
  • Coordinate and provide leadership to the constituency Election Coordinators in the state Lead and mentor directorate staff both at the regional and constituency

levels

Operational Responsibilities

  • Coordinate the provision of administrative support services at the regional and constituency levels including procurement, maintenance, transport management, protocols and ensuring the safe custody of the commission’s assets
  • Collate evidence related to the elections cases and coordinate conflict prevention and dispute resolution activities
  • Provide logistics for voter registration for constituency levels and consolidate data for Headquarter for uploading Monitor voter registration programmes
  • Conduct stakeholders’ meetings at state level to monitor the electoral climate during electoral period
  • Monitor voter education both at regional and constituency levels and feedback to the voter education and partnership directorate
  • Maintain and secure election materials and equipment and carry out stock take on monthly commission assets
  • Distribute election materials to constituency on need basis and in accordance to the electoral calendar
  • Arrange for security for election materials, premises and warehouses in the region
  • Provide administrative and logistical support services during the electoral period

Academic Qualification

  • Bachelor degree in Law, Public Administration, Management, Economics from recognised academic institution

Work experience

5 years’ experience in the areas of Management, Project Planning, Monitoring and Evaluation

Purpose of the Job

Under the direct supervision of the NIEC State Head of Office, the NIEC Field Office Training and Public Outreach Officer will be based in Jowhar – Hirshabelle

Main responsibilities of the Job

Support to the implementation of NIEC training plans and public outreach programmes:

  • Assist NIEC with the recruitment of NIEC electoral training/public outreach staff;
  • Preparation and implementation of the necessary training plans and documentation in support of the electoral process;
  • Assist with the design and elaboration of training materials (manuals, guides, etc.);
  • Assist with the elaboration of a comprehensive training plan of action using of other capacity building documentation;
  • Promote representation of women political participation through electoral procedures and processes

Conduct training and coordinate with relevant actors

  • Overview and facilitate training sessions for temporary electoral staff and other electoral stakeholders;
  • Coordinate the preparations and the implementation of assessment activities;
  • Assist with the development of specific provisions for monitoring and evaluation of training and voter education activities in the state;
  • Coordinate plans with the relevant regional stakeholders on electoral training issues;
  • Coordinate, on training and capacity building issues, with the logistics and Electoral Operation Field Officers deployed in the regions.

Coordinate Training and Public Outreach Programmes:

  • Prepare and deliver training program to Civil Society Organizations (CSO) willing to increase public awareness of electoral processes;
  • Coordinate the set-up of the procedures and other mechanisms for providing overall logistic and administrative support to training sessions and outreach programmes;
  • Coordinate public outreach programmes with accredited CSOs in the state;
  • Facilitate regular briefings for journalists of local media outlets on the electoral preparation process;
  • Ensure the implementation of the sensitization campaigns aimed at informing and mobilizing the electorate for an active participation in the various stages of the electoral process;
  • Develop plans and disseminate materials for the NIEC’s outreach, information and voter education campaign/s;
  • Develop and manage relations with CSOs and public institutions in the area of women’s empowerment in the region to facilitate their participation in electoral processes, including supporting the establishment of consultation mechanisms with these groups;
  • Identify and develop inclusive specific provisions for traditionally marginalized groups including people with disabilities, internally displaced people, nomad population and youth.
  • Advise on any identified risks that may affect the implementation of training, public outreach and other electoral activities and suggest mitigation measures;
  • Liaise closely with the NIEC in charge of Training, and Outreach and all other local partners and actors involved in the electoral process;
  • Conduct Focus Group Discussions with specific target groups prior, during and after Voter Education/Information campaigns;
  • Draft regular reports on Outreach and Training activities for the Head of Field Office and related NIEC sections when relevant;
  • Perform any other related assignment as requested by the Training/Public Outreach Officer.

Academic Qualification

  • Bachelor degree in Education, Social Science, Public Administration, Management, Economics from recognised academic institution

Purpose of the Job

Under the supervision of the NIEC State Head of Field Office, the NIEC Field Office Logistics-Operations Officer will be based in Jowhar – Hirshabelle.

Operationalization and maintenance of NIEC state premises:

  • In coordination with the Head of Field Office, identify, establish and furbish NIEC field office premises, including offices and warehouses;
  • Oversee and ensure the upkeep and running of NIEC premises and infrastructures, including repairs, power supply and repairs of offices, warehouses and operational sites including voter registration sites and polling centers and offices;
  • In coordination with the Head of Field Office, plan, supervise, manage and implement effective procurement of local equipment, materials and services for the Field Office and electoral operations in accordance with NIEC procurement rules and procedures when required;

Planning, coordination, implementation and reporting:

  • Provide logistic and operational support to the NIEC voter registration center mapping, voter registration and polling center teams involved in electoral operations;
  • Provide logistic and operational inputs and support for state electoral security plan;
  • Plan, coordinate, implement, support and monitor and report on the various local logistics plans (mapping of electoral site, voter registration, candidate

registration, elections day voting, deployment and retrieval) including deployment and retrieval of electoral personnel, equipment and materials;

  • Liaise and coordinate logistic and operations plans with national, state and international partners;
  • Draft regular reports on operations and logistics for the Head of the Field Office and NIEC sections when relevant.

Procurement:

  • Ensure the liaison between State NIEC and HQ NIEC logistics and procurement units to ensure a seamless receipt and further delivery of electoral equipment, materials and support contracts;
  • Provide regular logistics and operations reports to the Head of Field Office;

Assets & warehouse Management:

  • Plan, coordinate, manage and maintain operational NIEC Field Office transport fleet;
  • Manage state NIEC warehouses and stocks including equipment, materials and office supplies;
  • Train, supervise, and manage NIEC Assets and Warehouse staff on NIEC logistics procedures, standard operating procedures and guidelines, including the implementation of the Asset Tracking System (ATS) database adopted by the NIEC;
  • Ensure that the State NIEC’s Logistics – Operations Asset Management and Warehouse Units adopts all Government of Somalia’s Public Procurement, Concessions and Disposal (PPCD) rules and procedures in the accurate delivery and receipt of goods, asset management reporting, internal control systems, storage of all assets dependent on value, issuing of assets and disposal of assets;
  • Maintain, regularly update and report on NIEC FO inventory of assets;
  • Plan and conduct State regular physical and random warehouse inventory checks;
  • Train relevant temporary NIEC staff on the warehouse management and handling of electoral materials (generic and sensitive) throughout the cycle.
  • Ensure adherence to the distribution, inventory, retrieval and management of supplies and equipment;

Academic Qualification

  • Bachelor degree in Business Administration, Supply and Procurement, Logistics, Management, Economics from recognised academic institution

Work experience

4 years’ experience in the areas of field operations, Planning, Coordination, logistics and procurement
