Association of Local Government Authorities of Somaliland (ALGASL) is a non-profit making institution, and was established by the local government mayors on February 2006 in Hargeisa, with aim to provide support to the local authorities, co-ordinate activities that benefit the performance of the local government institutions and their employees, create awareness on local government issues, with share experiences and best practices and find solutions for common problems. The ALGASL focuses on developing and providing services delivery by municipalities through support to the capacity development, closer collaboration among municipalities and harmonious and efficient relations with Somaliland central government.
The vision of ALGASL is to be the leading organization in spearheading the development and implementation of democratic, devolved and participatory local government system in Somaliland. The mission of the ALGASL is as to be the representative voice of local authorities; to advocate and lobby for devolved and democratic local government system; to coordinate and harmonize development programs among all stakeholders in the local government sector; to network and develop local, regional and international strategic partnerships with organizations which have similar objectives as ALGASL; to build capacity of members for improved efficient and effective service delivery.
ALGASL Admin and Finance Officer
The ALGASL Finance Officer is responsible for all financial and administrative issue’s and ensuring smooth financial and administrative management, process of and adherence to financial procedures and provides support in those areas to ALGASL on programs, activities and missions.
Main responsibilities and duties
- Responsible for the management and maintain of all administrative and financial management policies, systems, structures and procedures;
- Responsible for providing overall financial over-sight of all projects including budget preparations, monitoring, ensuring compliance with donor requirements and donor reporting;
- Financial oversight of donor program, including coordinating with the other secretariat staff to ensure the ongoing smooth financial management of the program;
- Ensuring compliance with procurement and accounting policies and procedures, compliance with donor agreement and audit requirements;
- Responsibility for preparing monthly internal financial reports including review of bank reconciliation statements, review of all payable and receivable accounts, cash count, checking of coding and to make sure data entered into the system is correct;
- To coordinate with internal and external auditors and makes sure that financial records and backup documentation are ready for internal and external audits;
- Responsible for preparing monthly cash requirement projections and prepare request for funds to ensure smooth flow and availability of cash at all locations;
- Responsible for providing general administrative support;
- Provide support to procurement and logistical officer and Office secretary in daily tasks;
- Ensure that all payments are done in accordance with approval activity budget and terms of the agreements.
- Render periodic report (monthly/quarterly/yearly) in the form of donors
Qualification and Experiences
The candidate should possess the following:-
- Bachelor degree of accounting or finance/Masters degree is Plus
- Knowledge / understanding international financial reporting standards
- Cash management experience
- Good knowledge of bank reconciliation
- Strong analytical skills
- 4-2 years of accounting and Finance experiences
- Three references persons.
