Tusmo Research and Consulting is looking for South Central Program Director with 10+ years of experience in conducting qualitative and quantative research in Somalia specially in south Central.

About Tusmo research and Consulting: Tusmo is a Somali research and consulting agency established in 2013. The firm has regional offices in Hargeisa, Garowe, and Mogadishu. Tusmo prides itself to offer the services of experienced and highly trained national consultants with an in-depth understanding of the local social, political and cultural dynamics. Tusmo has partnered with Altai Consulting, an international consultancy firm specialized in transitional environments and emerging markets. Tusmo maintains a network of 75+ Somali research consultants and 250+ enumerators, with experience implementing complex quantitative and qualitative data collection methods.

Key areas of operational expertise for Tusmo are third party monitoring and evaluation, political economy analysis, and representative surveys. Both Altai and Tusmo have developed a unique capacity to access hard to reach areas, combining ground truth with international expertise. Since its establishment, Tusmo has implemented over 100 projects in the Somali region, collecting data for clients such as the World Bank, DFID, IOM, UNHCR, and many NGOs. Through these projects Tusmo often works together with local and national governments to collect data, contributing directly to local ownership and capacity enhancement of government counterparts.

Tusmo abides by ISO 9001 and 14001 principles, building on years of progressive formalization of its management capacity along the lines defined with international organizations such as the UN.

About the position:

Research Officer:

Responsibilities:

The research officer will work closely with the government sector to support in understanding of organisational capacity. This will include extensive qualitative interviews with individuals across government institutions, predominantly in Mogadishu, with a field visit to one other location. He/she will oversee an institutional survey. He/she will be the main point of contact in country.

Minimum requirements:

  • Somali national (requirement)
  • Extensive experience conducting qualitative research (requirement)
  • Excellent spoken and written English (requirement)
  • Experience in liaising with senior leadership of International Community/Government agencies (requirement)
  • Experience working within government institutions (preferred)
  • Experience training, mentoring or in an advisory role (preferred)
  • Completed MA University degree (preferred)
  • Part time between January – March (22 days total) (requirement)

IT/Database Expert:

Responsibilities:

The IT and Data Officer will support the Research Officer in performing interviews. He/she will focus on technical IT and data orientated elements of the research. This will include researching what IT systems

are being used and what others may be needed, as well was how data is being collected and recorded. He/she will provide support in the development of any IT products, if required. He/she will be a secondary point of contact in country.

  • Excellent spoken and written English (requirement)
  • Experience liaising with senior leadership of International Community/Government agencies (requirement)
  • Experience training, mentoring or in an advisory role (requirement)
  • Experience working with government institutions (preferred)
  • Completed MA University degree (preferred)
  • Part time between January – March (22 days total) (requirement)

Recruiting Process:

The recruiting process for both positions will consist of an oral interview in English, an Excel test and a Word test. A candidate is eligible if they score a minimum overall score of 70% on all tests, and candidates with the highest test scores and the best oral interview will be selected.

Terms of Employment:

Expected Gross Salary: competitive salary based on experience

Duration of employment: 22 work days to be completed between January and March

Location: Mogadishu, with potential travel to one district capital, location to be confirmed
