CALL FOR PROPOSAL TO DELIVER FIRST AID TRAINING TO FIRST RESPONDERS IN ASSISTING AND PROTECTING VULNERABLE MIGRANTS IN SOMALILAND – HARGEISA AND BURAO
In Somaliland, Better Migration Management (BMM) objective is to strengthen government structures in pursuing a whole of government approach to migration and border governance with the aim to effectively address trafficking in persons and smuggling of migrants. Therefore, implementing partners support the strengthening of capacities of all institutions and agencies responsible for migration and border management and improvement of the identification, assistance and protection of vulnerable migrants including victims of trafficking (VoT), especially women and children. The BMM program is funded by the European Union Emergency Trust Fund and the German Federal Ministry for Economic Cooperation and Development (BMZ). The project is coordinated by GIZ in partnership with other International and European Organisations (British Council, CIVIPOL, Expertise France, IOM, Italian Department of Public Safety and the United Nations Office on Drugs and Crime [UNODC]).
Persons on the move in Somaliland are exposed to different levels of vulnerability before, during and after the migration process, particularly those who enter the country irregularly, are often subject to abuse andviolations of human rights, including violence (such as GBV) by smugglers and traffickers, labour andsexual exploitation, detention and denial of access to justice. It is important to note that most personsfleeing persecution are confronted with life‐threatening situations of violence, which rarely give them theopportunity to gather the requisite documentation to be granted access into a country through legalchannels and hence most asylum‐seekers or refugees often find themselves forced to resorting tosmuggling or trafficking networks in a desperate attempt to reach protection. Persons on the move in Somaliland include migrant workers (both regular and irregular), refugees, asylum seekers, smuggled migrants, transnationally trafficked persons (including presumed and potential trafficked person), unaccompanied (or separated) children, environmental migrants, and stranded migrants, victims of exploitation and abuse and family members seeking to reunite with their families.
In order to equip First Responders with the essential skills to undertake primary emergency response, GIZ is looking for a consultant/Institution to conduct 2First Aid trainings and to provideFirst Aid kits as annex 1. to relevant first respondersin Hargeisa and Burao. The training will be part of the general training on Somaliland Referral flow-chart to be conducted both in Hargeisa and Borao
The overall objective of the consultancy is to enhance the capacity of first responders indelivery of First Aid services to identified vulnerable migrants.
- Train 60first responders in total in basic first aid in trainings in in Hargeisa and Burao
- Provide training hand out and certificate at the completion of the course to all participants.
- Deliver 60 First Aid kits as annex 1. to 60 first responders
- Deliver two 1-day trainings to first responders, one in Hargeisa and one in Burao respectively.
- Providetraining /handouts for the trainings
- Provide First Aid certificates (recognized by reputable institutions) to the trainees
- Provide 60 First Aid kits to 60 participants
Qualifications & Experience:
- Extensive proven experience in delivering first aid training
- Existing training curriculum and material on first aid training
- Fluent Somali and English language skills.
Submission of Expression of Interest:
Consultants/institutions who meet the requirements are invited to submit their expression of interest, which should include the following:
- Concept Note detailing the consultant’s/institutions suitability for the assignment and current contact information.
- CVs of the team members, including detailed work experience, education; please clearly identify the overall lead consultant.
- Appropriate training methodology and detailed relevant training content that best suit to training objectives.
- Budget for the consultancy fee including logistics – travel and accommodations in Burao
