Case Management Systems Program Officer

Expanding Access to Justice (EAJ) is a five-year program funded by the United States Agency for International Development and implemented by Pact Inc. and the American Bar Association Rule of Law Initiative (ABA ROLI). ABA ROLI seeks a Case Management Systems(CMS) Program Officer toliaise with Legal Aid Organizations in Somaliland and to support the development, introduction, and use of improved case management systems.

The EAJ program seeks to achieve lasting improvements to access to justice and to improve mechanisms that address grievances in Somaliland through three interlinked objectives: 1) Improving the public’s access to legal information through research, analysis, outreach, and policy interventions, 2) Increasing the quality and reach of legal aid services and justice, and 3) Increasing the capacity and sustainability of access to justice actors.

Duties and Responsibilities

Under the supervision of EAJ program staff and working in close coordination with the CMS expert consultant, the CMSProgram Officerwill collaborate with colleagues in the EAJ program, partners at the Ministry of Justice (MoJ),representatives of Legal Aid organisations (LAOs), and community members. An ability to establish and sustain effective working relationships with colleagues and counterparts is essential. The CMSConsultant will:

  • Lead engagement with legal aid organizations and other stakeholders to ensure continued support for system developments and modifications and promote understanding of the utility of case data and information
  • Contribute to the assessment of existing case management systems utilized by program partners
  • Support and facilitate working groups and workshops with LAOs and MoJ representatives to foster collaboration and exchange leading to improved understanding of system requirements and ultimately the development of uniform practices, procedures and safeguards
  • Support development of CMS guidelines and toolkits, including the development of training materials for LAOs and paralegals and testing of pilot systems with partners
  • Contribute to training and mentoring of CMS users within LAOs, including lawyers, paralegals, and community based paralegals
  • Supervise, monitor, coach and mentor in the implementation of the CM system
  • Provide other support as required by CMS expert or EAJ staff

Required Qualifications and Experience

  • Degree in law, or relevant field
  • Minimum of 2 years relevant work experience supporting legal aid service provision in legal aid organizations
  • Prior experience with court case management, data entry, and supporting complex data collection systems in similar program contexts
  • Demonstrated experience successfully overseeing and training on the use of information and case management systems
  • Prior experience supporting justice sector information management preferred

Language Requirements:

  • Excellent Somali and English skills.

Computer skills:

Fully proficient computer skills and use of relevant software and other applications, including, word processing, spreadsheets, internet, etc.
