UNDP in Somalia promotes development solutions which address root causes of recurrent humanitarian crises and conflict. We work in partnership with the Federal Government of Somalia and Federal Member States on the following key development areas: disaster reduction and resilience, peacebuilding and conflict resolution, people-centred governance and law, economic recovery and environmental protection, and protecting and empowering women. We operate through our Country Office based in Mogadishu, our area offices in Somaliland and Puntland, and our support office in Nairobi.

Somalia is a challenging operating environment as a country emerging from two decades of conflict. Communication in Somalia and in regional areas of Somalia requires complex messaging to ensure UNDP’s work is clearly understood and that our work is perceived as serving all Somalis. At the same time, communication must be aligned to the Country Office Programme to strengthen partnerships and support resource mobilization.

It is in this context that UNDP would like to recruit a Communications Officer based in Mogadishu to support communication and outreach work in Somalia. The incumbent will form a part of the core Country Office programme team. Under the direct supervision and technical guidance of the Communications Specialist and County Director, the Communications Officer will work in close collaboration with programme and project staff to support communication and outreach at Country Office and at regional level, with the aim of increasing the standing and awareness of UNDP with partners, the media, government partners, and the Somali public. The Communications Officer promotes a client-oriented approach in UNDP.

Duties and Responsibilities
Summary of Key Functions:

Support UNDP communication at Country Office level and in Area Offices;
Support the consolidation and packaging of information to better communicate the impact of UNDP’s work to partners, media and beneficiaries;
Support public information management, report launches and special public events, awareness and information campaigns, outreach for programmes and projects, the management of media relations, and website content development.;
Ensure facilitation of knowledge building and management.
Support UNDP communication at Country Office level and in Area Office, including:

Support increased awareness of UNDP’s mandate and goals through dissemination of information, organization of public events;
In coordination with the Communications Specialist, develop materials for marketing and awareness-raising including briefing materials, success stories, feature stories, press releases, photography and videography;
Contribute to and maintain an information database and a captioned photo library that can be accessed by programme and project staff to better communicate the work UNDP does through their projects.
Support the consolidation and packaging of information to better communicate the impact of UNDPs work to partners, media and beneficiaries:

Capture captioned photos of events and project work;
Assist in the production of short videos that clearly illustrate the work of UNDP in different project/thematic areas;
Assist in the production of feature stories and photo stories that show impact of UNDP’s work;
Advise field staff on communication aspects of their projects/programmes and guide them in developing the clear messages and identifying appropriate channels of communication;
Contribute to the regular consolidation of reports highlighting achievements, results and impact;
Support the creation, updating and dissemination of regionally-specific products such as leaflets and publications to the most appropriate recipients/audience;
Organize and support publicity, advocacy, knowledge-sharing and promotional opportunities in support of project activities/milestones in the region;
Support the Communications Specialist to conduct basic communication training for field staff
Support translation of communication products into Somali from English and vice versa.
Support public information management Including design and rollout of awareness and information campaigns, report launches and special public events, social media management, outreach for programmes and projects; management of media relations, and website content development:

Awareness and information campaigns, launches and events:

With support from the Communications Specialist, oversee the dissemination of corporate advocacy materials for launching flagship initiatives and publications. This includes media management before, during and after key supporting events, photo capture and video capture
Support local implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.), including logistical organization and media management;
Social Media Management:

Support the Communications Specialist in developing and posting content for the CO social media accounts, and building followers and engagement on those accounts
Outreach:

Support dissemination of public information materials (e.g. photography, donor bulletin, annual reports, information leaflets) to donors, stakeholders, partners and beneficiaries, where appropriate, to support projects/priority UNDP activities;
Develop plans to more effectively reach out to the Somali audience, in line with the CO’s priorities. This may include organizing radio debates, press briefings, book launches, round tables discussions;
Assist in the organization of information sessions with target audiences on specific topics to increase awareness of the work of UNDP. This may include screenings of videos produced.
Media management:

Support the Communications Specialist in the drafting of press releases and media advisories to support key launches, milestones and events;
Support management of media databases and contact lists
Support the Communications Specialist in managing media events;
Work with the Communications Specialist to ensure timely and effective responses to inquiries for public information on the work of UNDP in the region;
Play an active role in supporting UN Information Group media events, such as Media Days, briefings and press conferences in order to improve relationship between UN and local media.
Website content development:

Support the Communications Specialist to update the CO website with relevant stories, project information, video and photography content, press releases and articles.
Ensures facilitation of knowledge building and management:

Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities. Using this information, write success stories which can be used for the donor bulletins, UNDP Somalia website, key public information materials including the Annual Report, and be shared corporately;
Sound contributions to knowledge networks and communities of practice including corporate communications repositories and Teamworks;
Assisting the Communication Specialist with the organization and conduct of training and workshops on communications for development as appropriate.
Impact of Results

The key results have a significant impact on the reputation and standing of UNDP in the country. High quality information material and well-organized public events enhance UNDP’s position as a strong development partner, and therefore UNDP’s ability to provide the required recovery and development support.

Inversely, failure to communicate appropriate messages, promote results and impact in a timely fashion, and convincingly report to partners and stakeholders on UNDP’s achievements has the potential to negatively affect UNDP’s ability to mobilize resources, develop strong partnerships, and reach recovery and development goals.

Required Skills and Experience
Education:

Master’s Degree or equivalent in communications, journalism, public relations or related field, plus 1 years’ relevant work experience;
Bachelor’s degree in communications, journalism or public relations together with 3 years relevant experience in lieu of Master’s degree.
Experience:

Relevant experience in journalism, communications or public relations;
Experience in photography is required;
Experience in the use of computers and office software packages (MS Word, Excel, etc.) essential;
Experience in Indesign, Photoshop, Lightroom, Illustrator and Adobe Premier essential;
Experience of working for a development or humanitarian organization an asset;
Experience in working for a media organization an asset;
Experience of Somali media landscape an asset;
Experience in video production is desirable.
Language Requirements:

Fluency in the UN and national language of the duty station (English and Somali).
