Job Description

BACKGROUND

Farm Africa drives agricultural and environmental change to improve lives. We are a specialist development NGO working with pastoralist and agro – pastoralist, smallholder farmers, forest communities, local government and private sectors across East Africa for the last 30 years. With community engagement underpinning our approach, we design and implement sustainable solution to rural poverty based on evidence and best practices. In 2016 we reached approximately 1.9 million pastoralists, agro-pastoralists, farmers and forest dwellers in Ethiopia, Kenya, Uganda and Tanzania.

 

Farm Africa has worked in Ethiopia for over 28 years, throughout Oromia, SNNPR, Benishangul, Tigray and Afar regions. With funding from a range of institutional donors and foundations including DFID, EU, Irish Aid, Royal Norwegian Embassy, Comic Relief, Barr Foundation, and Ashden Charitable Trust, we have implemented a large portfolio of projects primarily focusing on three areas: agriculture (crop and livestock production), natural resource management, and market engagement. We implement projects directly with communities and these three approaches are further enhanced with integration of cross cutting issues such as climate change, gender and capacity building.

Farm Africa will be implementing a project titled ‘Livelihood Promotion and Resilience Building of host and refugee communities in the Dollo Ado and Bokolmanyo area of the Somali Region” which is funded by WFP.

The overall goal of the project is to increase self-reliance, job opportunities and resilience to climate change for refugee and host communities for improved food and nutrition security in the Dollo Ado and Bokolmanyo area of the Somali Region

PURPOSE OF THE ROLE

The Community Development Facilitator (CDF) will be based in Liban Zone; Dollo Ado and Bokolmayo Woreda and work under the direction and guidance of the field team, mainly the livelihood Officer and Project Coordinator. The Community Development Facilitator will be responsible for implementing the overall implementation of the project components that include

The Community Development Facilitator (CDF) will be based in Liban Zone; Dollo Ado and Bokolmayo Woreda and work under the direction and guidance of the field team, mainly the livelihood Officer and Project Coordinator. The Community Development Facilitator will be responsible for implementing the overall implementation of the project components that include:

Integrated crop-livestock production through suitable irrigation scheme development and
Natural resources management related to participatory rangeland management for environmental resilience.
The CDF is responsible for the overall implementation of project activities at community level. Specifically, the CDF forms the link between the project field team and the communities and local government representatives and engage in community/institutional capacity building activities

KEY TASKS AND RESPONISBILITES

Key areas of responsibilities are:

1.      Implement project activities at community level

Work with the project team based at Dollo Ado and Bokolmayo wereda and government counterparts to achieve the project outputs/outcomes at his/her specific Woreda.
Support the field team/Dollo sub office in identifying training needs, prepare training materials, and deliver training, business plan development and other services to CBOs and unions
Ensure adequate consultation and participation of Woreda and village/community level stakeholders ensuring active participation of women
With support of the CDOs, provide expertise and advice for community institutions on gender mainstreaming in the project scheme
Facilitate community meetings, among others, discuss modalities within CBOs
Conduct other duties as may be assigned by the project field team/livelihood officer
2.      Support and facilitate community/institutional capacity building activities

Facilitate periodical capacity assessment of CBOs by collecting data
Ensure implementation of these capacity building plans (including, among others, technical support) in close collaboration with the livelihood officer and other field team and kebele offices.
3.      Play an active role as a member of the Farm Africa Project team

Act as an active member of the project team by identifying and exploring opportunities to improve project implementation and guarantee it’s sustainability
Contribute to the implementation of Farm Africa’s strategy
Participate in broader Farm Africa meetings with other project staff members, as requested by livelihood officer.

PERSON SPECIFICATION

Education, qualifications & other knowledge

Essential

Bsc qualification or equivalent in either of the following fields: agri-economics, agriculture, business, agricultural business, international development, rural development, or any other relevant discipline.
Knowledge of community development through the assets based approach
Good understanding and firm belief in gender equality and issues in rural communities
Experience

Essential

Five year work experience out of which three years work experience in non-governmental organisations
Experience in the area of organizational capacity building of community based institutions
Experience with grassroots NGOs and/or communities in Ethiopia
Demonstrable experience of participatory development approach/Experience with participatory rural appraisal (PRA) tools
Desirable

Work experience in the Dollo Ado refugee setting
Skills & abilities

Essential

Skills & abilities

Very good English language skills (written and spoken)
Fluent in local languages of the region
Good skills of data analysis and good report writing
Motor cycle driving licence
Willingness to work and travel in hardship areas
Ability to identify problems and solve complex issues
Network and excellent relationship with government partners and other stakeholders
Strong sense of integrity and personal commitment to the goals and values of Farm Africa
Good community level facilitation and coordination skills
