Duration 12  months contract with possible extension depends on fund availability and performance

Job Summary

The Community Engagement and Accountability officer is a key resource person assigned to design appropriate or tailor-made beneficiary communication materials, engage communities in field level activities on the services provided, getting their feedback and ensure the voice of the beneficiaries heard, logged, analyzed to change the programme implementation approach to strengthen the concept of quality and accountability in the programme.

S/he is focal person in the areas of protection, gender and Social inclusion. This position is to facilitate gender and inclusion mainstreaming process throughout programming activities, and contribute to institutional accountability to vulnerable and excluded parts of the society. The role seeks to ensure that gender and diversity inclusive strategies are integrated throughout project activity  plans as cross cutting theme

Particularly, the position holder is expected to invest significant amount of time to support program manager in the following activities: planning, implementation, coordination, organizing, management of social inclusion and gender equity activities

A.      Community Engagement and Accountability

Support to plan and delivery of an active and successful beneficiary communications programme that utilizes both traditional and modern communication methods, e.g. TV, radio, print, verbal, Public Service Announcement (PSA) to pass needed message and to receive feedback

Engage target or potential beneficiaries to enable them to ask question, raise their voices against any irregularities and mistakes, voice their opinion and needs and use for better activity implementation strategy

Play a role of focal point for beneficiary communications and accountability within the district and ensure that beneficiary communitarian has balanced integration in all the aspect of programme cycle management.

Coordinate closely with the Programme Manager and team in the district and in the state to ensure that feedback is acted upon.

B.      Gender Equity and Social Inclusion

Assist the program manager and other program team to mainstream gender and diversity approaches throughout project activities /plans and operations including community assessments, program design, monitoring and evaluation.

Assist early Gender Equity and Social Inclusion assessment and planning, promoting well-targeted beneficiary criteria, quantitative sex and age disaggregated data, and supporting qualitative analysis that reflects the needs of women and socially excluded groups.

Support to generate advocacy positions and policies related to Gender, Social inclusion and Protection, within the context of decision process at the district and state level

Adopt and test new approaches and strategies of women and girls t in promoting women’s leadership

Challenge patriarchal practice wherever appropriate, in an accessible and engaging way, and plan for appropriate and innovative tools and measures to address the social exclusion

Develop partnerships with Local women’s organizations and other networks for constituency building

Compile, identify, prioritize the major issues on gender equity and social inclusion and coordinate with civil society groups  at district as well project  to prepare appropriate advocacy plan and its implementation

Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for social inclusion

Conduct training to project beneficiaries  on gender mainstreaming and sensitivity, according to the needs

Lobby and facilitate the process in group formation, service delivery and other program to ensure women participation as well as in the decision making positions.

Coordinate to mobilize like-minded organizations, academicians and other individuals to lobby and influence to increase voices of women

Organize sensitization program to the community to disseminate information on gender equity and social inclusion responsive services.

Ensure social inclusion and gender equity sensitivity and topics/course/ training contains in all types of capacity building program.

C.      Coordination

Coordinate with other organizations, DBG’s other projects in the district for resource leverage and synergy building

Coordinate with relevant institutes/forum to facilitate exchange of ideas; knowledge and experiences on social inclusion and gender equity and share/cross fertilize lessons learned and best practices through workshops/seminars, exchange visits.

Plan/organize trainings events, review and reflection meetings, discussion forums, orientation and other project activities

Maintain a strong working relationship with district government agencies and other stakeholders

D.      Monitoring, documentation and reporting

Conduct monitoring of the field program in line with social inclusion and gender equity priorities

Analyze the strengths, gaps and prepare action plan to address gaps in programming

Document the success and failure in approaches, processes and tools and its result

Prepare learning materials (flyers, brochures, leaflet) based on project based outcomes and approaches

Prepare monthly/quarterly/annual progress reports of project

Prepare case studies both positive and negative with special focus on lesson learning.

E.       Academic Qualification and Work Experience

Bachelor level in development studies/gender studies/ sociology or any other relevant field

At least three years working in gender sensitive programming, gender and social inclusion

Experience with capacity building of community, convening and facilitating trainings and workshops at district and higher level.

Experience working with International/local NGOs, line ministries and/or local authorities in post emergency response

Excellent communication, documentation skills, interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.

Good reporting skills and experience drafting reports and proposals.

Ability to develop capacity building frameworks, training manuals and work plans.

Proficiency in the use of Microsoft Office software (Word, Excel, PowerPoint)

Ability to go beyond established procedures and models, propose new approaches which expand the range of projects.

Builds strong relationships with all partner, focuses on impact and results and responds positively to critical feedback.

Proven networking, team building, organizational and communication skills

Fluency in both spoken and written in English language
