TEAM/PROGRAMME: Health  LOCATION:  Gardo
GRADE:  4 CONTRACT LENGTH: 12 months
CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

 

Under the general guidance of Family Planning and Post abortion care (FPPAC) project manager, the Community Mobilizer officer will take the overall responsibility of the day-to-day implementation of the community mobilization components in FPPAC programme activities in five districts of the Karkaar region – by leading coordination of CM activities with the MOH staffs at the health facilities and working closely with the district health management team. Organise community mobilization activities and assist in the management of CM information, in order to support the delivery of high quality, effective family planning and post abortion care (FPPAC).

 

SCOPE OF ROLE: HMIS Officer

Reports to: FPPAC  Project Manager

Dimensions: Save the Children works in 4 regions in Somalia/Land with a current staff complement of approximately 350 staff.

KEY AREAS OF ACCOUNTABILITY:

  • Manage all aspects of Community mobilization (CM)component of the FPPAC project in close liaison with the project manager
  • Establish and manage CM activities in the health facilities with strong community linkage
  • Manage the development and roll out of IEC and CM materials to be designed during the course of the project.
  • Create and deliver messages on basic preventive health care at community level with emphasis on reproductive health, and birth spacing (verbal, print, radio, mobile phone).
  • Organize and manage community mobilization trainings, on the job trainings and supportive supervision for the health facilities staff.
  • Contribute to any relevant training on reproductive health, maternal health, child health to Community Health Committees, CHWs, FPPAC champions, and MoH counterparts
  • Establish and manage community health strategy based on community heath structures, provide the necessary training and strengthen its functions including Community health committees (CHCs).
  • Ensure regular meeting with the community health committees and lead the development of community action plan, with follow up on its implementation
  • Enhance community participation on FPPAC services management and closer coordination between the health staffs and the community health committees
  • Prepare and submit timely and regular reports to Project Manager.
  • Conduct regular assessments and reviews of CM activities of the project.
  • Develop the training curriculum for the community volunteers, FPPAC Champions, community health committees in closer coordination with project manager and the project officers
  • Carry out community level assessment on the community prevention awareness, KAP, health and nutrition assessments and formulate practical BCC implementation design
  • Work closely with MoH at all levels to enhance collaboration

  • Work with programme teams to ensure that information relating to Save the Children and activities is shared widely within communities in which we are working and provide for their participation and feedback in line with relevant guidelines and frameworks.
  • Facilitate Community mobilization meetings, share community mobilization guidance and deliver training and capacity building in order to ensure that monitoring activities are conducted effectively and according to agreed guidelines and procedures.
  • Work with programme staff to ensure learning is shared across programme sectors and with head office and fed into the planning and programme design.

QUALIFICATIONS AND EXPERIENCE

Essential

  • University degree in Public health /Clinical medicine/Reproductive health /another relevant field, or equivalent experience.
  • Three or more years’ experience in working within the community social mobilization and BCC activities on reproductive health.
  • Training in Community mobilization/Behavioural change communication (BCC) /Communication for development (CD4).
  • 3 years’ Experience in community mobilization/BCC activities on birth spacing and reproductive health.
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Strong organisational and analytical skills and ability to work well under pressure and with minimal supervision.
  • Strong interpersonal and community mobilisation skills.
  • Highly motivated, and flexible.
  • Excellent computer skills particularly in MS word, excel and PowerPoint.
  • Willing and able to be based and travel regularly within remote areas, where services are limited.

Desirable

  • Demonstrated understanding of primary health care and BCC on FPPAC projects.
