Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The UN Joint Programme for Local Governance and Decentralised Service Delivery (JPLG) is a 5-year programme implemented by the ILO, UN-Habitat, UNICEF, UNDP and UNCDF. Established in 2008, the programme has commenced its 3rd phase (2018 – 2023), the objective of the programme is the achievement, within Somalia and Somaliland, of local government institutions that contribute to peace and stability by effectively and accountably responding to the needs and rights of all Somalis. This is to be achieved through three outcomes i) Policy, legal and regulatory frameworks on local governance finalized ii) Local governments’ have the capacity to deliver equitable and sustainable services, promote economic development and peace iii) Local governments demonstrate improved engagement of citizens, with an emphasis on women and marginalized groups. The programme is aligned to the United Nations Strategic Framework (UNSF) Outcome 2.3: Strengthened local governance through the provision of basic and public services will contribute to peace and stability, and the National Development Plan (NDP) Priority 2: Peace, Security and Rule of Law, and the Comprehensive Approach to Security (CAS). The Programme places a strong emphasis on gender and women in local governance, human rights and good governance principles of transparency, accountability and participation.
Within the JPLG, ILO supports the Federal State Ministries of Interior and Public Works, Municipality of Mogadishu as well as target districts through institutional and organizational reform. ILO provides technical assistance and material support to help local governments to improve their functions as service providers and increase public investment in basic services and participation in local governance and development (communities, civic society and private sector).
The ILO Country Office requires the services of a Driver to assist in the implementation of the project.
Under the overall responsibility of the Director of the Country Office – Addis Ababa, the Driver will work directly under the Project Manager of the Project. He/She will also work in close collaboration with the National Project Officer(NPO) in Hargeisa and the Sr. Administrative and Finance Assistant of the Project based in Mogadishu.
Description of Duties
Drive office vehicles for official purposes
Meet official personnel at the airport and facilitate immigration and customs formalities
Collect and deliver mail, pouch, documents, and other items
Responsible for the da-to-day maintenance of the assigned vehicle, check oil, water, battery, brakes, tires etc., perform minor repairs and arrange for other repairs, and ensure that the vehicle is kept clean
Keep records of use of the vehicle, daily mileage, gas consumption, oil changes, greasing and other services
Ensure that the steps required by rules and regulations are taken in case of involvement in accident
Perform miscellaneous office support functions such as messenger services and making photocopies
Provide logistical support with project workhsops, seminars or trainings when required.
Perform other duties as may be assigned by the supervisor and Director.
Primary education, valid driver’s license, knowledge of driving rules and regulations, and skills in minor vehicle repairs.
Two years’ work experience as a driver with a safe driving record.
Excellent command of English and good knowledge of Somali.
A high level of driving, vehicle repair, and maintenance skills. Proven ability to keep accurate records of the use of the vehicle. Proven ability to drive safely in local traffic conditions. Ability to follow instructions. Ability to undertake minor vehicle repair. Ability to lift heavy mail bags and boxes. Ability to work in a polite, courteous and cooperative manner.
