1. About NIEC:

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties

The Electoral Operations Specialist, under the supervision of NIEC’s Secretary General, will work with NIEC’s Director of Voter Registration and Electoral Operations to build and strengthen the capacity of election managers to develop and implement election operational plans. The aim is to assist NIEC to hold credible and legitimate elections in accordance with internationally recognized standards; and to help in building, a sustainable institutional capacity to organize democratic elections that are genuine and periodic; and have the full confidence of the electorate. The Specialist is expected to foster the creation of a strong, professional and independent EMB (and related public institutions) and enhance the independence and credibility of NIEC.

  1. Main responsibilities of the Job:
  • Designs, develops, coordinates, and facilitates the execution of specified Election projects and initiatives for a major, multifaceted operating entity of the NIEC;
  • Develop operational plan that indicates priorities and schedules, in line with NIEC strategic plan;
  • Recommend policies, controls and procedures of voter registration, candidate registration, electoral complains and disputes.
  • Monitor and evaluate interim results and develops contingency plans if objectives are off track;
  • Demonstrate mastery in a field of specialization, with comprehensive knowledge of professional best practices;
  • Use global/ industry outlook to determine impact on NIEC’ strategy and apply thought leadership and innovations to work approaches.
  • Identify risk factors with potential to disrupt achievement of operational goals;
  • Consult with internal and external stakeholders to identify, propose and build consensus around best solutions;
  • Develop and provide advice on training programs to strengthen the NIEC’s capacity;
  • Provide best practice methodologies for all aspects of electoral operations, including voter registration, candidate registration, voting operations, electoral results management;
  • Actively seek the integration of the elections component with other components of the program related to good governance, decentralization and peace-building;
  • Develop data-driven solutions focused on improving both operational efficiencies and employee experience, identifying both short and long term opportunities;
  • To undertake a mapping of the election mechanism and procedure adopted by NIEC;
  • To suggest refinement and improvements in the present procedure and mechanism for promoting free and fair elections;
  • To take feedback from the different stakeholders for improving election procedure and mechanism;
  • To develop protocols for smoothing the voter registration and election process at different stages;
  • To vet and refine the training material prepared for the training of election staff;
  • To undertake formal and informal training sessions for the project staff;
  • Any other assignment related to the election operations given by the management;
  1. Academic Qualification:
  • Master’s level education in strategic management, international relations, social/political science, business/public administration or equivalent experience.
  1. Work experience:
  • Ten years’ experience in administering or analyzing electoral processes;
  • Experience in providing support to senior government officials on electoral administration matters, including voter registration and election operations;
  • Knowledge of FGS policies, regulations, rules, procedures and practices;
  • Experience in previous post-conflict elections is an asset;
  • Experience working in Somalia is an asset;
  • Familiarity with working with an international organization is an asset;
  • Preferred skills:
  • Experience in project/program management with experience influencing leadership and stakeholder management;
  • Ability to work collaboratively in a team environment, be diplomatic and partner with stakeholders and international teams;
  • Effective interpersonal and communication skills, and a passion for his/her work;
  • Self-motivated and driven individual with a proven ability to work independently, achieve goals with ambiguity, prioritize work, implementing structure and clarity to a process/program;
  • Computer literacy and ability to effectively use office technology equipment, IT tools;
  • Written and spoken fluency in Somali and English;
