Position:  Executive Director

  1. Profile:

Association of Local Government Authorities of Somaliland (ALGASL): is a non-profit making institution, and was established by the local government mayors on February 2006 in Hargeisa, with aim to provide support to the local authorities, co-ordinate activities that benefit the performance of the local government institutions and their employees, create awareness on local government issues and share experiences of best practices.The visionof ALGASL is to be the leading organization in the development and implementation of democratic, devolved and participatory local government system in Somaliland.The mission of the ALGASLis as to be the representative voice of local authorities; to advocate and lobby for devolved and democratic local government system; to coordinate and harmonize national and local policies; to build capacity of members for improved efficient and effective service delivery in all local governments of Somaliland.The functions of the ALGASL: are to create an enabling environment in which the members can operate effectively and efficiently; to coordinate and build the capacity of Local authorities to develop their training policies; to collect, analyse and disseminate information pertaining to the local governments for proper decision-making and planning; to sensitize and educate all members and other stakeholders about good governance and sustainable development goals SDG.

  1. Duties and Responsibilities of the Executive Director:

The executive director shall be the person immediately and administratively engaged association’sday to day activities and perform the following duties:Responsible associations over all activities & the proper functioning of the association’s financial regulation, procedures, and policies and by laws; Preparation associations strategic plan both short and long term with consultation with board and secretariat; Collaboration of the government, UN agencies and international organizations; Monitoring and evaluation associations’ activities; Submitting the board of directors’ sessions by laws, policies, procedures, annual reports, financial reports; Acting as an effective spokesperson and inspiring public representative for ALGASL.

  1. Requirements

Qualification: Master Degree or closely related to field

Operational &Program Planning and Management: Serving as the primary decision-maker on core operating activities including human resources, budgeting and financial management; Managing ALGASL staff in the successful execution of their duties, including organizing, fundraising, communications, administration and finance; Ensuring that operations meet expectations of ALGASL members, the Board, and donors; Overseeing the planning, implementation and evaluation of creative and effective advocacy campaigns and projects; Ensuring that ALGASL’s advocacy campaigns and projects contribute to ALGASL’s mission.

Human Resources Planning and Management: Overseeing the implementation of ALGASL’s human resources policies, procedures and practices; Supervising hiring, training, and management of staff and project teams.Maintaining a positive, healthy, safe and legally compliant work environment;

Financial Planning, Management and Development: Working with ALGASL’s staff and the finance teams; Working with fundraising staff; Administering ALGASL’s budget and ensuring proper bookkeeping and accounting procedures

Desired Experience, knowledge and skills: Significant work experience with a clear record of leadership; Experience managing multiple tasks and budgeting time and resources appropriately; degree in public administration, political science, law and/or related subjects; Strong preference for at least 3 years of relevant professional experience.

Management Experience and Excellent Interpersonal Skills: Experience in managing staff and attention to dynamics of international context,

Excellent Communication Skills: Strong writing skills to media or policy papers and ability to interpretcomplex topics into clear terms.
