Expanding Access to Justice Program Associate

Within the framework of the five-year Expanding Access to Justice (EAJ) program, the American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Program Associate to support legal aid organization engagement with communities in the development and implementation of a legal aid expansion strategy in Somaliland.

Duties and Responsibilities

Under the direct supervision of the Deputy Chief of Party/Senior Legal Advisor, the EAJ Program Associatewill collaborate with colleagues in the EAJ program, partners at the Ministry of Justice, Legal Aid organisation (LAO) representatives, and paralegals. As such, an ability to establish and sustain effective working relationships with colleagues and counterparts is essential. The Program Associate will:

  • Advise on strategic considerations relating to subject matter and geographic focus to inform community engagement with the goal of increasing access to justice in Somaliland
  • Contribute to the training, coaching and mentoring of LAO staffand partners on basic community engagement, customary practice, mediation and dispute resolution, and advocacy using appropriate adult-oriented training and coaching techniques
  • Monitor program implementation, support effective program documentation practices,and draft regular program reports
  • Contribute to the evaluation of program effectiveness and support the continued development of improved program approaches.

Required Skills and Experience

  • A degree in social sciences (Peace and Conflict Management, development Studies, Sociology and Social Work) or related field, with a minimum of 3 years relevant work experience in community coordination, engagement, and organizing
  • Experience in the design and implementation of training programmes for adults(traditional elders, women in the community and religious leaders), with an emphasis on training techniques for low-literacy populations, preferably in Somaliland
  • Demonstrated ability to work effectively with community leaders, justice sector representatives, and partner organizations
  • Knowledge and familiarity with informal justice and alternative dispute resolution mechanisms
  • Prior experience supporting community-based justice, community engagement, legal aid, and advocacy programs desirable
  • Specialised experience in topics such as land rights, accountability for SGBV and IDP rights desirable
  • Demonstrated understanding of the rule of law in preventing and protecting vulnerable members of the community

Language Requirements:

  • Excellent Somali and English skills

Computer skills

  • Fully proficient in Microsoft Office suite (Excel, Word, Powerpoint, etc.), with experience using online databases for research
