FEASIBILITY ASSESSMENT FOR CONSTRUCTION OF EARTH DAM
FEASIBILITY ASSESSMENT FOR CONSTRUCTION OF EARTH DAM – Somalia
Norwegian Refugee Council
Rights Respected, People Protected
Founded in 1946, today the Norwegian Refugee Council (NRC) works in both new and protracted crises across 31 countries. Our 6,000 employees provide life-saving and long-term assistance to millions of people every year. NRC specialises in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene. NRC is a determined advocate for displaced people. We promote and defend their rights and dignity in local communities, with national governments and in the international arena.
NRC’s expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. NORCAP experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.
NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.
NRC in Somalia
NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across seven countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda and Tanzania). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination. Since 2013 NRC has become one of the leading actors in Implementing resilience programs in Somalia and Somaliland.
In Baidoa, NRC is implementing resilience projects funded by The Department for International Development (DFID) through Building Resilient Communities in Somalia (BRCiS) Consortium. The resilience program is intended to contribute to resilience of the target communities to shocks of drought, flood, conflict and diseases.
Participatory Community Action Planning process has been undertaken in Bonkai village, Baidoa District, Bay Region. Analysis of priority actions to be undertaken in the village identified construction of medium earth dam for rainwater harvesting as key intervention capable of supporting the community’s agricultural livelihood. The earth dam is planned to serve approximately 30 acres of farmland.
In order to identify a suitable site with optimal catchment area, NRC is seeking the services of a qualified, experienced and competent surveyor/engineer to undertake topographical mapping and to develop a design and a lay-out plan indicating the most appropriate position for the earth dam with its ancillary structures and the water distribution infrastructure.
- OBJECTIVE OF THE CONSULTANCY SERVICE
- The main objective of the consultancy is to design and develop lay-out plan as well as detailed bill of quantities for construction of a medium sized dam in Bonkai Village, Baidoa District in Bay Region. The earth dam is intended to provide adequate water productive activities mainly farming and livestock watering.
This study will be conducted specifically at the following areas and their surrounding:
- Bonkai village, Baidoa district, coordinates: (3° 8’53.43″N, 43°38’1.93″E)
3 Consultancy Specific Tasks
3.1 Detailed Feasibility Assessment including preliminary EIA
To carry out preliminary and detailed feasibility assessments including topographical profiling/contouring to determine the catchment area and identify the most suitable site for construction
Deadline for application: 27/08/2019
Advertiser: Norwegian Refugee Council
Ref. nr.: 4117793359 Part time
Number of positions: 1
Job location: Baidoa Somalia, 00252

of the earth dam within the target location,
To determine, indicate the positions and dimensions for construction of the ancillary structures including inlet, silt trap and the spill way. The spillway is the most important outlet and has to be designed to accommodate the anticipated peak flood. It has to be a permanent structure that will not erode and is located at a level that allows for the required water depth and freeboard ascertained at the site selection and investigations stage.
To assess the environmental impacts related to the planned interventions, at catchment level (Upstream, point and downstream) and provide recommendations for measures to mitigate any negative impact that may arise from the intervention.
3.2 Preparation of the design and bill of quantities for the earth dam as well as a lay-out plan for the entire water supply system
To prepare design / technical drawings and specifications for the earth dam and ancillary structures to be constructed;
To prepare lay-out plan for the dam and the entire water distribution infrastructure in the target location; To prepare detailed Bill of Quantities;
4 Approach / Methodology
It is anticipated that the consultant will carry out an office review of existing data. Field work will be organized to collect actual on-site data through observation and actual measurements using various equipment relevant to topographical profiling (e.g Theodolite, GPS machine, Real Time Kinematic, etc). The relevant drawings will be prepared thereafter using engineering software and reporting using appropriate software. The Environmental Impact assessment should be conducted through public consultation with wider range of stakeholders including but not limited to: Community resilience Committees in Bonkai village, leaders and of downstream villages, South West State government officials (Mayor/DC, Ministry of Agriculture, Ministry of Water Resources) among others.
The consultant is not restricted to the suggested approach and should respond to this ToR giving his / her understanding of the assignment, and proposing an approach and methodology to be followed in undertaking the task.
5 Expected Outputs
The expected output of this assignment shall be a Technical Report providing the following information:
Contour map for the area indicating the position of the dam and all its ancillary structures, Lay-out plan for the entire water supply system indicating positions of the water distribution infrastructure including the tanks and main distribution pipe network
A design / technical drawings and specifications for the earth dam and ancillary structures Detailed Bill of Quantities for works
A report on the Environmental Impact Assessment indicating possible impacts and mitigation measures to be incorporated in the design
The duration of the consultancy will be approximately 21 days from the date of signing agreement. A proposed work and travel plan will be developed during the initial consultation meeting.
The consultant shall report administratively to the Area Manager, South and Central Somalia and technically to the WASH and Shelter Manager. The WASH CC will provide technical backstopping.
The consultant will be responsible for their own security; insurance while in the field and NRC will not be responsible for any injuries or damages incurred during the assignment. The costs submitted must be inclusive of all anticipated expenses.
