About NIEC

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties

  1. Purpose of the Job
This position is responsible for the management and coordination of programs and initiatives in the Federal Member States of the National Independent Electoral Commission (NIEC) to effectively support the implementation of the commission’s mandate for organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties established by the Provisional Federal Constitution


  1. Main responsibilities of the Job

Managerial Responsibilities

·         Coordinate regional electoral activities for the commission through follow up and holding regional meetings in order to ensure optimization of resources within the state, regional. districts.

·         Oversee and ensure all state office requirements are met to ensure effectiveness and efficiency of state office services and provide recommendations for improvement

·         Monitor work performance of the state offices and develop reports to further facilitate their outputs through target field visits to carry out reviews

·         Manage work performance reports for all regions through standard reporting process as outlined by the commission’s reporting standards

·         Allocate tasks and supervise staff within the unit inclusive of follow up on staff development and appraisals to effectively utilize the available human capital



Operational Responsibilities

·         Follow up on all activities rolled out in the field including liaison with respective offices to maintain high delivery service standards as required of the commission

·         Monitor elections, projects and all field related NIEC programs to provide technical intervention and consultation and sound guidance on these exercises

·         Coordinate targeted field visits to address emerging issues in liaison with respective directorates to ensure office requirements are met

·         Convene regional meetings to identify regional office challenges and brainstorm alternative solutions for implementation

·         Coordinate research and oversee data sampling and compilation, tracking of statistics on regional programs in liaison with all relevant directorates within the commission

·         Develop standard tools for reporting and coordinate preparation of regional reports on monthly, quarterly and yearly basis.

·         Oversee the maintenance of a staff database across regional offices to keep track of staffing responsibilities, duty allocations, appraisals sue, work output and deliverables

  1. Academic Qualification

ü  Bachelor degree in Public Administration, Management, Economics

  1. Work experience

4 years’ experience in the areas of Management, Project Planning, Monitoring and Evaluation

  1. Knowledge and skills

ü  Computer literacy

ü  Knowledge of relevant legislations

ü  Information management

ü  Electoral Matters

ü  Organization skills

ü  Excellent oral and written in communication in Somali and English
