Job Description

 

Field Manager –Bay and Bakool Regions (South-West Region)
TEAM/PROGRAMME: Operations, South CentralArea Office LOCATION:  Baidoa
GRADE: 2 POST TYPE: Somali National
Child Safeguarding:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

ROLE PURPOSE:

To assume responsibility for the overall management of the Bay and Bakool field office. 

This includes overseeing programme activities, including delegated grant management and reporting support functions such as finance, administration, HR, logistics and security, all field staff, security policy, and managerial representation of Save the Children.

Your management of an effective, productive, and safe field office in Baidoa will play a key role in the expansion of Save the Children programmes in South West Region to increase impact and enable positive change for children.

SCOPE OF ROLE:

 

Reports to: Area Representative Southern States (Jubaland, Hir-Shabelle, Gal-mudug, South-West) and Banadir and Central Somalia

 

Dimensions: Save the Children works in 4regions in Somalia with a current staff complement of approximately 450 staff and current expenditure of approximately GBP 30 million each year.

 

Staff directly reporting to this post: Directly line manages support staffs and programme staffs who will be recruited, with a potential for programme expansion, largely programmatic, HR, Finance, Logistics, Administrative, and Security staff.

 

KEY AREAS OF ACCOUNTABILITY:

 

Representation and Advocacy

Represent Save the Children at Baidoalevel, network with INGOs/NGOs, UN agencies and partners. Work closely with the Area Representativeand Country Operations Advisor on issues of advocacy and ensure a constant flow of information and updating on the situation in the region

·         Identify, establish and maintain close working relationship with key stakeholders with a view of promoting learning and sharing of experiences/information; creating synergy in program planning and implementation; ensuring the principles of ‘do no harm’ and creating a bigger voice on issues of common concern

·         Build a robust relationship with the local authorities and local communities by ensuring transparency and accountability to our beneficiaries and local communities. SCI programme in the area should gain excellent community acceptance.

·         Ensure that key stakeholders including partners  have clear understanding of Save the Children’s vision, mission, goals and guiding policies and strategies

·         Ensure the strict adherence of Bay and Bakool team to the basic humanitarian principles at all times: neutrality, impartiality and independence

 

Quality Program Development, Implementation, Management and Reporting

Overall responsible and accountable for SC’s programmes in Bay and Bakol Regionand for the planning, implementation and management of programs in accordance with SC’s strategies and policies. Working with technical advisers and quality teams where appropriate.

·         Contribute to  strategy and proposal development within the area and be responsible for the relevancy and coherence of the proposals

·         Responsibility for all aspects of programmes in Bay and Bakool Region from contribution to proposal development, appropriate delivery through to final reporting.

·         Ensure that the programmes are appropriately monitored reviewed and evaluated on a continuous basis across Bay and Bakool Region

 

Operational Management

overall responsible and accountable for SC’s programmes in Bay and Bakool Region and ensure the planning, implementation and management of programs in accordance with SC’s strategies and policies

·         Ensure standardized systems, policies and procedures are in place, well understood by all staff and in line with  the country programme system and are implemented in an appropriate manner

·         Develop and apply measures of ensuring effective implementation of programs Support the implementation of the Country Annual Plan and support the development of Thematic Programme Plans.

·         Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all programme planning, implementation and reporting and that staff receive regular, up to date training on same. Ensure transparency in targeting beneficiaries, delivery of services and participation of beneficiaries and partners in planning and monitoring of process is reflected in programme delivery.

·         Ensure all SCI Management Operating Standards are followed, implemented and maintained In Bay and Bakool Region

·         Ensure all contingency and Emergency preparedness plans are continually updated according to SC operational standards and implemented when appropriate.

 

Financial, Budget and Property Management

Responsible for all budgets (donors and SC’s own resources) provided to Bay and Bakool.

·         Contribute to monthly Budget versus Actual (BVA) variance meetings at appropriate levels with team, ensure timely report providing a variance analysis on each budget is submitted to Area Representative

·         Identify any budget challenges or issues such as over or underspends and propose solutions to line manager as soon as issues are identified. Ensure that these are identified through the monthly variance meetings and immediately addressed.

·         Oversee the general application and observance of financial procedures and guidelines set out in SC financial manual and donors’ requirements

·         Ensure the grants are managed as per Save the Children’s and donors’ requirement including the quality and timely submission of reports

·         Contribute to development of Bay and Bakool relevant fundraising plan and implementation

·         Prepare annual budgets for Bay and Bakoolprogram, assessing costs and budget/expenditures from projects and asset inventory.

·         Prepare, and submit for approval, program budgets and expenditure forecasts based on established financial goals.

·         Responsible for certifying and authorizing disbursements according to SC and donor guidelines.

 

Leadership, HR Management and Development

·         Maintain good inter team communications, engender good team dynamics and take suitable action when problem occurs

·         Ensure that clear HR policies and guidelines for international and national staff are in place and adhered to. Support all managers in recruitment, induction, placement, promotion, training/development and separation/termination

·         Promote a motivating working environment through teamwork approaches and appropriate motivational approaches

·         Confirm that all HR actions are consistent with the principles/policies of SC and laws/ regulations of the region or relevant administration

·         Performance management of staff: Ensure staff responsibilities are well-defined and understood; performance objectives are set and work plans produced. Regular reviews of job descriptions ensuring they reflect the actual roles. Agree annual performance objectives with staff lined managed, and make sure all managers develop objectives with their staff. Ensure six monthly performance reviews are documented for all staff and ongoing supervisions and support is provided in carrying out their tasks. Take timely and supportive action to respond to staff that do not meeting their performance objectives

·         Promote issues of diversity and inclusivity within SC’s actions and programs

 

Security management and Context Monitoring

·         In close collaboration with the Area Representative and the Area Safety and Security Manager/ Security Focal point proactively monitor the political, military and security situation at local level,actively participate in the analysis and in anticipating the a potential impact on SC’s activities

·         In close collaboration with the Area Representative and Area Safety and Security Manager, the Security focal point, ensure a clear security management plan is in place for all areas of operations in Bay and Bakool Regionsand that this is reviewed regularly.

·         In close collaboration with the Area Representative and Area Safety and Security Manager/the security focal point manage any significant security incident in Bay and Bakool Regions. If this involves a “critical incident” the Area Representative, Deputy Director – Operations and Country Director must be informed immediately.

 

Partnership management and Development

Working closely with the Area Representative and the Partnership Manager:

·         Identify within Bay and Bakool Regions appropriate partners through whom Save the Children can meet the needs of Children at scale.

·         Ensure effective process of developing a Partnership Strategy aimed at not only defining/clarifying SC’s relationship with partners but also contribute to our effort of developing strong partners that could speak out for and address the plight of children in a sustainable manner – building civil society.

·         Ensure that all partnerships in Bay and Bakool Regions are fully compliant with the required steps in partnership management. These include; the identification of partners and assessment of their capacity, strong and realistic capacity building work-plans, all organisationally required checks on staff and board members, signing of agreements in line  with standard templates and providing on-going monitoring and support

·         Ensure that SC’s relationship with partners is grounded on principles of transparency, trust, joint learning and development.

·         Oversee that local implementing partners are discharging their responsibilities, live up to stipulations stated in the partnership agreement and take appropriate action

·         Ensure that SC partnership approaches and practices comply with SC’s Chid Safeguarding Policy and where possible promotes effective child participation of children.

QUALIFICATIONS AND EXPERIENCE

·         Minimum 5years practical experience managing a large programme in a complex emergency context, with a particular focus on [health, nutrition, livelihoods/food security, child protection, education], in large international non-governmental organisation or other international relief/development body;

·         University degree in a relevant academic discipline;

·         Experience of managing the programme cycle, including assessments, project design, proposal and report writing, implementation, monitoring and evaluation;

·         Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities; hand-on experience of working with a local partners

·         Highly developed research, analytical, monitoring and evaluation, and report-writing abilities;

·         Sound financial management skills, particularly in budgeting and reporting;

·         Practical knowledge of current thematic issues and debates in developing countries, and of the major institutional donors such as DFID, ECHO;

  • Computer literacy, particularly in Word, Excel, and PowerPoint;

·         Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, values driven teams;

·         Willingness to work and travel in often difficult and insecure environments;
