TITLE:  FINANCE COORDINATOR – BRCiS& ECHO – BUDGETING AND DONOR REPORTING
TEAM/PROGRAMME: Finance LOCATION: MOGADISHU
GRADE:3 CONTRACT LENGTH:12 months with possible extension
CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The post holder will support the Project Director (BRCiS& ECHO) in the preparation of financial reports to donors, budget amendments, forecasting spend, production of project BvAs, and coordinating any project specific budgeting for management decision.

Dimension of Role:

Save the Children operates across all zones in Somalia/Somaliland and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget turnover, more than 70 active awards at any time and over 650 staff.

KEY AREAS OF ACCOUNTABILITY:

·         Support in preparation of high quality, compliant and timely donor financial reports and proposal budgets for the area office to ensure full cost recovery is achieved.

·         Support KPIs on donor financial report submission and quality are met consistently.

·         Review the transaction list on monthly basis, address any miscoding and prepare draft financial report during soft close

·         Work with field staff to ensure that financial transactions are recorded in an accurate and consistent manner and in accordance with agreed timelines.

·         Monitor coding of expenditures and ensure timely adjustments when activation of new awards with relevant audit trail.

·         Support the review and compilation of realistic and accurate phased budgets in line with the project implementation plans and share the final phased budget with the finance manager for final review.

·         Work with partners in the compilation and review of realistic and accurate phased budgets inline with project implementation plans

·         Support the Budget holders in donor compliance and budget amendments, including realistic and accurate budget forecasting

·         Support the Budget holders to develop realistic and accurate phased budgets, in line with the project implementation plans and monitor this monthly to ensure the relevant KPIs are met.

·         Support in preparation of the monthly BvAsfor BRCiS and ECHO programmes and have one to one discussions with BHs and Area Operations leadership for any action points.

·         Participation in internal and external audit exercises and subsequent implementation of the auditors’ recommendations.

·         Participate in periodic field visits in order to support and build capacities of the field teams in the area office and/or finance staff of local implementing partners.

·         Support with the finance reconciliations for award closeouts.

·         Review and provision of accurate and timely partner financial Reports on Monthly bases.

·         Maintain updated electronic copies of project budgets and work with project managers and project teams in the monthly budget monitoring and variance analysis meetings

·         Ensuring donor and the organization requirements are adhered to, internal monitoring systems of grants are in place, and there is timely production of information.

QUALIFICATIONS AND EXPERIENCE

Essential

·         Degree in Accounting and/or Professional qualifications

·         At least 3 year’s INGOs experience especially in complex budget setting, monitoring and financial accounting.

·         Proven experience to help facilitate a smooth audit process and work efficiently with external auditors

·         Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.

·         Strong computer skills, especially in computerised accounting packages such as AGRESSO

·         Ability and willingness to work under pressure as part of a professional team.

·         Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.

·         Willingness to travel to field offices regularly

·         Experience of working in a busy INGO environment preferably outside of own country
