  1. Background

The Federal Government of Somalia (the Government) is currently implementing one World Bank

  • funded project in the energy sector. The Government has secured a grant from the World Bank to implement the Somali Electricity Access Project (SEAP). The project development objective is to expand access to electricity in targeted urban, peri-urban, and rural communities. The Ministry of Energy and Water Resources (the Ministry) will establish a Project Implementation Unit (PIU) to carry out the day to day activities of project planning, coordination and implementation of the Somali Electricity Access Project (SEAP). The Ministry intends to engage a consultant to work as Financial Management Specialist of World Bank – financed energy sector projects within the PIU.

The project comprises of the following four components: (i) Electrification of households and small businesses through standalone solar home systems; (ii) Analytic work for enabling electrification through Solar Powered / Hybrid Mini-grids; and (iii) Technical Assistance, Capacity Building and Project Management.

The Ministry of Energy and Water Resources (MoEWR) intends to apply part of the proceeds of the Grant to hire a Financial Management Specialist as part of the Project Implementation Unit.

  1. Scope of Work and Responsibilities:

The scope of work for the assignment include but not limited to the following tasks:

  • Observe, understand and implement all the project documents consistent with the Financing agreement; (ii) Provide support to the Ministry of Energy and Water Resources for the maintenance of efficient and effective financial management policies, systems for the SEAP project in order to ensure that all project resources and finances are properly managed and controlled. These include budgeting, funds flow, accounting, internal control, financial reporting

and audit ;(iii) Assist in the maintenance of a sound financial and accounting system in accordance with Federal Government of Somalia procedures and support the Ministry of Energy and Water Resources to annually prepare the projects accounts in accordance with International Public Sector

Accounting Standards to meet the Project’s reporting obligations; (iv) Monitor disbursements of the grant and preparation of withdrawal applications, including required supporting documentation; (v) Assist the implementing agencies to prepare projected cash flows and reports, budgets, and other financial reports on the project required for effective control of the budget and all other specific tasks detailed in in the Terms of Reference (TOR) for the assignment that can be found at the following website:  www.moewr.gov.so or can be provided upon submission of application in person or by e-mail provided below.

  1. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

University Degree from an accredited University in a relevant field (Finance, Economics, Business Administration or related field) and at least part qualification in CIPFA, CPA or ACCA; Minimum of 7 years of relevant working experience in financial and administration management with minimum of 3 years’ experience in Public Sector Financial Management or International

Development Organization; Good knowledge of all concepts and principles of and approaches to international financial management systems; Knowledge and understanding of technical, commercial and legal aspects of financial management at all phases of Bank lending operations; and Exceptional degree of integrity, judgment and tact in handling the most sensitive, diverse and confidential material

  1. Duration:

The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.

  1. The Ministry of Energy and Water Resources now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
  1. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

  1. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

Financial Management Specialist

Somali Electricity Access Project (SEAP)

  1. Background

The Ministry of Energy and Water Resources (the Ministry) will establish a Project Implementation Unit (PIU) to carry out the day to day activities of project planning, coordination and implementation of the Somali Electricity Access Project (SEAP). The Ministry intends to engage a consultant to work as Financial Management Specialist within the PIU. These Terms of Reference define the scope of activities and responsibilities of the Financial Management Specialist.

  1. Project Overview

The Federal Government of Somalia has secured a grant from the World Bank to implement the Somali Electricity Access Project (SEAP). The project development objective of SEAP is to expand access to electricity in targeted urban, peri-urban, and rural communities. SEAP consists of three components:

Component 1: Electrification of households and small businesses through standalone solar home systems

This component aims to reduce market barriers for the private sector to provide modern energy access through solar home systems and targets (i) poorer households and small businesses in areas that cannot afford to connect to mini-grid services; (ii) households and businesses in these areas that are not sufficiently close to a mini-grid to be economically connected; (iii) isolated villages and smaller settlements where mini-grids do not make economic sense; and (iv) nomadic pastoralists whose livelihoods do not lend themselves to a fixed electricity connection. This component will fund a range of market-building supply- and demand-side interventions in response to these challenges. The proposed intervention includes: Seed and result based grants, consumer awareness and quality assurance.

Component 2: Analytic work for enabling electrification through Solar Powered / Hybrid Mini-grids

This component will support the mini-grid sector in Somalia. this component is expected to include the following activities: (i) Detailed geospatial mapping, (ii) Review of property rights and land issues pertaining to energy infrastructure investment, (iii) Pre-feasibility studies for hybridization,

  • Pre-feasibility studies for greenfield (new) sites identified in geospatial mapping, (v) Developing structuring options for the financing, operation, and ownership of new mini-grids; and
  • Defining legal, institutional and financing arrangements for developing mini-grids.

Component 3: Technical Assistance, Capacity Building and Project Management

This component will support a range of activities to strengthen the capacity of the Ministry and overall energy sector management, power and access planning, and provides support for project management/implementation, including staffing of the PIU.

  1. Scope of Work for the Financial Management Specialist 3.1. Objective of the Assignment

The objective of the consultancy is to provide advisory and technical assistance to the Ministry of Energy and Water Resources to increase efficiency in managing and maintaining a sound financial and accounting system for the achievement of value for money and delivering on the project development objective through:

  1. Assessing the adequacy and supporting financial management arrangements of project financial management arrangements for the project
  2. Monitoring compliance with the Bank’s and Government financial management fiduciary requirements
  3. Ensuring that WBG-financed project operations are carried out in accordance with applicable financial management policies, procedures, and instructions
  4. Supporting analytical work on financial management and public financial accountability
  5. Provision of direct and just-in-time technical financial support to the Ministry of Energy and Water Resources Project Accountant to enable it effectively to carry out project activities.

3.2. Responsibilities

Provide guidance and assistance in financial management and accounting procedures in compliance with the World Bank financial management regulations and accounting procedures for Borrowers and as appropriate with the Federal Government of Somalia financial management policies, regulations and procedures specifically:

  1. Observe, understand and implement all the project documents consistent with the Financing agreement
  2. Provide support to the Ministry of Energy and Water Resources for the maintenance of efficient and effective financial management policies, systems for the SEAP project in order to ensure that all project resources and finances are properly managed and controlled. These include budgeting, funds flow, accounting, internal control, financial reporting and audit.
  3. Assist in the maintenance of a sound financial and accounting system in accordance with Federal Government of Somalia procedures and support the Ministry of Energy and Water Resources to annually prepare the projects accounts in accordance with International Public

Sector Accounting Standards to meet the Project’s reporting obligations.

  1. Monitor disbursements of the grant and preparation of withdrawal applications, including required supporting documentation.
  2. Assist the implementing agencies to prepare projected cash flows and reports, budgets, and other financial reports on the project required for effective control of the budget.
  3. Ensure that all books and financial reports are prepared accurately and audited in a timely manner, help accommodate audit undertaken by the Office of the Auditor General (OAG) and advise on corrective action as well as future prevention of any accounting, procurement, and financial management mistakes, errors or shortcomings.
  4. Assist the Ministry of Energy and Water Resources to prepare monthly Government reporting returns, quarterly unaudited Interim Financial Reports (IFRs) and annual project financial and ensure that they are submitted within the stipulated deadlines
  5. Build financial management capacity in the Ministry of Energy and Water Resources through hands-on training to the Project Accountant(s).
  • Support the Ministry of Energy and Water Resources to handle technical, commercial and legal aspects of financial management at all stages of the project cycle;
  1. Provide operational advice to the Ministry of Energy and Water Resources on concepts, policies and procedures for a sound financial management system and control.
  2. Design and conduct workshops for project accountant(s) in the Ministry of Energy and Water Resources on the Bank’s financial management and accounting procedure systems;
  3. Any other duties as may be assigned by the Project Coordinator

The Financial Management Specialist will be required to submit reports as follows:

  1. One copy of monthly progress reports highlighting both challenges and achievements;
  2. One copy of quarterly progress on activities undertaken and solutions to challenges;
  3. One copy of annual progress reports; and
  4. One copy of project completion report after the completion of the Project.

3.3. Assignment Location

The Financial Specialist will be based at the PIU in Ministry of Energy and Water Resources Headquarters in Mogadishu and will be expected to regularly meet and support the procurement staff at the Ministry. The consultant may also be called upon to undertake any other duties as determined by the SEAP coordinator, including attending more program-wide meetings to discuss processes which are affected by (or will depend on) Financial processes.

3.4. Time frame and Reporting

The expected duration of the consultancy is one year, with possibility of contract extension subject to satisfactory performance. The assignment is expected to commence October 2019. The consultant will report to the SEAP Coordinator at the Ministry of Energy and Water Resources, and work closely with the World Bank Procurement Team for guidance and advice.

  1. Qualifications and Experience Requirements

 

  1. University Degree from an accredited University in a relevant field (Finance, Economics, Business Administration or related field) and at least part qualification in CIPFA, CPA or ACCA qualification.
  2. Minimum of 7 years of relevant working experience in financial and administration management with minimum of 3 years’ experience in Public Sector Financial Management or International Development Organization.
  • Good knowledge of all concepts and principles of and approaches to international financial management systems;
  1. Knowledge and understanding of technical, commercial and legal aspects of financial management at all phases of Bank lending operations;
  2. Demonstrated analytical clarity, problem-solving skills and negotiating skills with ability to balance project objectives and financial management requirements with client needs;
  3. Exceptional degree of integrity, judgment and tact in handling the most sensitive, diverse and confidential material.
  • Understanding of Bank business objectives, policies and practices related to project/sector and critical links to financial management will be an added advantage.
  • Familiarity with public sector financial management would be -a distinct advantage
  1. Inputs/facility provided by the Client

The client will provide office space with necessary furniture and other facilities such as printing facility etc. to enable the consultant to perform day-to-day work. The Client shall also provide soft and hard copies of any existing relevant Finance documents e.g. manuals if any on signing of the contract
