POSITION ANNOUNCEMENT

Position:             HEAD OF OPERATIONS

Norwegian Church Aid seeks to recruit an experienced Head of Operations to oversee effective and efficient administrative, human resources, logistics/procurement, transport and safety support in Somalia.

Reports to: Regional    Representative   for    NCA    Kenya/Somalia

Duty Station: Programmes.

Start date: Mogadishu, Somalia

Duration: Immediately

Travel: 12 months, renewable upon availability of funding.

The position will require travels within the region. and Eastern Africa Regional

NCA Somalia 2020-2024 strategy will contribute to supporting people in need during emergencies and recovery, advocate for their rights and to build their resilience through the following programmes: Climate Resilience WASH, Gender Based Violence, Peacebuilding, Climate Smart Economic Empowerment and Education for Peace and Sustainable Development. NCA will also support strengthening of civil society and advocacy efforts. In addition, NCA responds to emergency humanitarian needs The target geographical areas in Somalia are: Gedo region- Jubbaland State, Lower Shabelle- Southwest State, Banadir Region- Mogadishu, and Puntland State. NCA implements projects directly and through partners.

MAIN TASKS

Internal and external engagements

  • Develop relationships, lead engagements and coordination with the Federal Government in Somalia at Mogadishu and state levels.
  • Create networks with various stakeholders in Somalia; Donors, INGOs, local NGOs, communities and partners.
  • Proactively attend, lobby and participate in meetings that will enhance NCA’s work in Somalia and as directed by the Regional Representative. Eg government, donors, cluster and any other meetings.
  • Ensure full compliance and adherence to local national legislations; taxation and registrations.
  • Ensure full compliance with federal and state policies, rules and regulations; relating to all matters but not limited to staffing, recruitments, programme work coordination and procurements.
  • Actively participate and contribute to NCA’s 2020 – 2024 global strategy on fundraising initiatives, budgeting, implementation plans and reporting.
  • Facilitate capacity building and skills training of all staff and partners on matters pertaining Operations Department.

Human resource management.

  • Oversee NCA HR systems to ensure they are effective and efficient and in compliance with Somalia legislation.
  • Ensure personnel policies are in place that are in accordance with NCA Head Office Routines and Guidelines and Somalia Labour Law.
  • Oversee recruitment of national staff in Somalia.
  • Supervise procurement officer based in Nairobi and staff in Mogadishu office as per NCA structure.
  • Co-ordinate all the administrative support functions to the programme for field offices inside Somalia.
  • Keep an updated record of the programme properties/assets and resources inside Somalia.
  • Ensure provision of safe and habitable accommodation for NCA housed staff and visitors.
  • Ensure staff have conducive safe working environment, proper and equipped office facilities in Somalia.
  • Ensure timely booking of all commercial and WFP/UNHAS flights for programme staff and visitors. Obtain visas and work permits as required by Somali government.
  • Provide safe and proper transport facilities for staff and visitors when required.
  • Ensure appropriate filing systems and safekeeping of data and documents.
  • Manage the IT department and monitor the ICT maintenance system, including all field sites.
  • Ensure that ICT procedures are implemented and respected.

Logistics /Procurement

  • In charge of all procurement processes in Somalia.
  • Ensuring all procurement processes are in accordance with NCA HO/global policies.
  • Provide quality control for all Somalia program procurement procedures and documentation. Ensure that all relevant laws in relation to procurement required by Somalia government are adhered to
  • Liaise closely with the tender committee to effectively and efficiently run this docket.

Finance

  • Liaise closely with the finance department to ensure that operational funds are timely disbursed and are within agreed budgets.
  • In close collaboration with the finance department, ensure appropriate finance systems are in place within the units that make up the Operations Department in Somalia.

Qualifications

Master’s degree in Business Administration, or equivalent degree/s in social sciences, development studies, finance, accounting, commerce, or closely related field.

Experience

  • A minimum of 5-10 years in relief and development work.
  • Previous work experience in Kenya and/or Somalia is an added advantage.
  • Proven ability to manage and monitor a diverse staff in multiple locations.
  • Demonstrate good knowledge of Somalia local and cultural context.
  • Ability to work under pressure and demanding environment.

Other competencies and attributes

  • Demonstrates well developed interpersonal skills, excellent communication skills both verbal and written as well as negotiation skills
  • Is able to work independently with minimum supervision
  • Adherence to deadlines
  • Proficiency in the use of word, Excel and Power Point

Language: Excellent spoken and written English.
