Terms of Reference (TOR)

BACKGROUND

Lifeline Gedo (LLG) is national non-governmental humanitarian organization dedicated towards ensuring that local communities in Somalia are resilient and able to cope with perennial shocks that threaten their livelihoods year in year out. LLG engages in long-term development work, responds to emergency situations, and seeks to address the root causes of poverty.

2.       ORGANIZATIONAL CONTEXT AND SCOPE
Under the overall guidance of the Programmes Manager and under the direct supervision of the Field Coordinatorthe incumbent will be accountable and responsible for the management and oversight of the implementation of health and nutrition activities of the BRCiS programme activities as within Lifeline Gedo’s Programme areas.
3.       RESPONSIBILITIES AND ACCOUNTABILITIES
Specific duties will include the following:

·         Lead and manage the team of nurses implementing the health and nutrition activities for BRCiS project

·         Provide technical oversight in health and nutrition activities within the BRCiS programmes

·         Supervise the data timely and accurate collection and submission for the MoH on the DHiSplatform and to BRCiS’ ONA database

·         Manage and ensure the quality of the mobile health provision services to include the provision of  the agreed services are being provided to the targeted communities

·         Develop the capacity of nurses in overseeing CHWS undertaking community mobilization and behavior change messaging at community level as per BRCiS requirements

·         Supervise the compilation of reports and activities from CHWs and ensure timely submission

·         Oversee compliance will health and nutrition treatment protocols by mobile health service teams

·         Provide mentorship and on the job training for nursing staff as required

·         Supervise the compilation of reports and activities from CHWs and ensure timely submission

·         Represent LLG at health and nutrition clusters meetings

·         Liaise with other health service providers are necessary to avoid duplication of services

·          Ensure accurate stock records for medicines and other supplies are maintained and communicate with the Health and Nutrition Programme Manage in Concern in relation to in a timely manner in relation to supply demands and issues.

·         Participate in nutrition assessments, surveys, surveillance, program reviews and other monitoring activities as required.

·         Contribute to the preparation and collection of case studies to demonstrate programme impact, if requested

·         Liaise with the IYCF Officer at Concern in relation to forming mother to mother support groups at community level and curriculum development for behavior change messaging

·         Lead on specific activitiesfor national campaign awareness days at community level

·         Facilitate and participate in the training of Community Health Workers in IYCF and CMAM and other training as necessary.

·         Establish and maintain regular contacts with target community groups, committees and overall programme beneficiaries

·         Undertake any other duty as may be assigned from time to time

5.       EDUCATION AND EXPERIENCE
·         Degree in nursing/public health or medicine

·         Additional training on treatment of severe acute malnutrition, health/hygiene promotion, IYCF and/or communicable disease management is desirable.

·         At least three years’ experience of health & nutrition-related humanitarian/development programme implementation

·          Experience in training and supervision of health workers.

·          Knowledge of the Ministry of Health’s policies and   protocols

·          Experience of working in complex, insecure environment

·         Experience in on the job mentorship and training

·         Computer Skills including Excel, Word, PowerPoint

·         At least 1-yearexperience managing a team in field environments implementing humanitarian activities

·         Required LLG functional competencies: team player, effective communicator, successful negotiator, creative and analytical thinker, active learner, able to work in a multi-cultural environment.

·         Ability to function effectively under stressful conditions such as heavy workloads, extensive travel and deadlines.

6.       LANGUAGE
·         Proficiency in Somali and high level of written and spoken English language required
