Job Function

Responsible for determining and providing leadership in developing and executing

human resources strategy in support of the overall business plan and strategic

Position Purpose              direction of the organization, specifically in the areas of recruitment, talent management, change management, organizational and performance management, training and development, and compensation. Provide strategic leadership by articulating Human Resource needs and plans to the executive management team, shareholders and to the board of directors.

Main Duties and Responsibilities Key Performance Indicators (KPIs)
1. Plan, develop, organize, implement, supervise and evaluate the · Market share (%)
Somtel’s human resources function and performance; · Total revenues (LYD)
2. Participate in the development of the Somtel’s plans and programs
· EBIDTA margin (%)
as a strategic partner but particularly from the perspective of the
impact on people and translate the strategic and tactical business ·Budget/actual expenses of the
plans into HR strategic and operational plans;

5. Recommend progressive and proactive compensation and benefits · Validity of overall HR metrics,
programs to provide motivation, incentives and rewards for effective programs and policies
performance and to provide the programs which utilize an employee
and organization partnership for the short and long-range health and
welfare protection of employees;
6. Coordinate and present human resource planning models to identify
competency, knowledge and talent gaps and develop specific
programs for the filling of the gaps. Includes training and Number of direct reports: 3
development programs for preparing employees for more significant
responsibilities and general business development programs to
enhance employee knowledge and understanding of the business of
the Somtel and the telecommunication industry;
7. Underwrite and enforce appropriate policies and procedures of the



organization that will improve the overall operations and

effectiveness of Somtel;

  1. Supervise the budget and other financial measures of the HR department;
  2. Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries and markets;
  3. Create an effective HR function directing overall financial performance, with clear KPIs and documented processes.

Minimum Requirements

·Bachelor’s degree in business administration, Economics or other business-
Education: related field is required;
·MBA or master’s degree from a Business related field is preferred.
·12+ years of work experience required of which at least 5+ years at director level
Work experience: in telecommunication industry preferable;
·Experience in Somaliland and/or in the Eest Africa region required;
·Exposure to international business is a plus.
·Expert knowledge of HR practices, procedures and processes;
·Expert knowledge of Somaliland labor law and other regulatory requirements;
·Intermediate knowledge of the ICT/Telco business model (e.g. major industry
Knowledge & trends and implications for HR management);
·Advanced managerial skills with ability to plan, execute and report;
· Advanced negotiation skills;
·Advanced presentation skills and ability to make effective and persuasive
·Advanced conflict management skills;
· Fluency in Somali and English languages required.
