II. Background Information

About MIDA FINNSOM Health Phase IV Project.

The past decades have seen continued migration from various African countries, causing “brain drain” that has debilitated various public sector systems across the continent. Implemented by IOM, Migration for Development in Africa (MIDA) projects seek to utilize the skills and knowledge of Africans living in the diaspora to rehabilitate public sector systems in their countries of origin. Through Phase IV of the Institutionalizing Health Care Improvement through Temporary Returns of Somali Diaspora Health Professionals program (publicly known as MIDA FINNSOM Health), IOM and Somali diaspora health and support professionals will continue to support the rehabilitation and development of the public health sector in Puntland and Somaliland. MIDA FINNSOM Health is funded by the Ministry for Foreign Affairs of Finland.

About Somaliland

After the collapse of the central Somalia government in 1991, the government in Somaliland declared independence from the Federal Republic of Somalia. However, to this day, Somaliland’s self-proclaimed independence remains unrecognized by any other country or international organization. As such, the Government of Somaliland does not have direct access to entities like the World Bank or IMF, forcing it to independently develop its own infrastructure without the support of the major international and regional financial institutions. Somaliland is bordered by Ethiopia, Djibouti, Somalia, and the Gulf of Aden. The capital is Hargeisa

About Somaliland Ministry of Health and Development

Under guidance of the Ministry of Health in Somaliland, as a consultant will be responsible for Assisting MOHD, Somaliland on the development of a comprehensive, locally adopted National Mental Health Policy and its subsequent implementation in the whole country.

III. Duties & Responsibilities

Contextual information:

Somaliland Ministry of Health and Development with assistance from the IOM MIDA FINNSOM Health project, under guidance of the Ministry of Health and Development in Somaliland, as a consultant will be responsible for developing a detailed work plan for the Sanitation and Hygiene and will provide technical support in design, implementation and reporting for the sanitation and hygiene component.

As a consultant will work closely with the Department of Public Health in each of the targeted Regions, as well as support and will implement, monitoring and reporting of sanitation and hygiene activities, including the targeted communities in the rural areas and regional wise in Somaliland.

The consultant will intended to improve the public and private sector to restore the hygiene and sanitation and as general to access and promote the strategically and to manage the different media of waste components  and to safe guard the complexity of its risk and support communities to advocate for improved living conditions as well as build capacity of urban areas for community’s needs.

Scope of work and key tasks:

  • Develop detailed strategy for effective implementation of Hygiene and Sanitation under the policy act of National Health Policy. development of draft work plan and preparation of methodology; design strategically communication campaign awareness based sanitation and hygiene program using primary health care centers as focal points;
  • Review and provide inputs into surveys methods for baseline and monitoring assessments of hygiene and sanitation infrastructure at the regional wise.
  • Establish and develop a context appropriate biomedical waste management policy and guidelines for Somaliland covering all elements of health care waste.
  • Review and provide inputs to sanitation designs for public and private health centers;
  • Oversee quality assurance activities for the construction of latrines in the public health facilities;
  • Make recommendations for the sanitation standards and regulations on behalf of the Ministry of Health
  • Coordinate closely to the Ministry of health in order to collaborate with UN and International Organization, and other stakeholder agencies;
  • Work closely with and coordinate activities with other ministries such as Ministry of Water Resource, Ministry of Environment, Ministry Trade and Industry and Local Governments;

Capacity Building:

  • Conduct training and other capacity building activities related to sanitation marketing, urban sanitation approaches and hygiene promotion initiatives within targeted communities.

Monitoring, Evaluation and Learning:

  • With support from public health and private institutions with capacity building and  support implementation of systems for efficiently monitoring and reporting of sanitation and hygiene activities.
  • Undertake regular field monitoring of sanitation and hygiene activities to ascertain progress against benchmarks, utilization of resources and make timely recommendations for follow up by Ministry of Health

Specific Objectives:

  • Establish the status of hygiene and sanitation facilities in the slum areas (IDP Camps).
  • Assess community Knowledge, Attitudes and Practices in order to develop community perceptions in respect to sanitation services.
  • Determine the community’s maintenance level of sanitation service and deliverace

Comply with security regulations and protocols: The IOM Hargeisa International Program Officer will technically support this assignment from Hargeisa through interaction with the qualified Somali expatriate and beneficiary institution.

V: MIDA FINNSOM Health Requirements

Besides the specific outputs mentioned in section IV, MIDA FINNSOM Health is requiring the following steps/actions to be undertaken throughout the assignment. These are standard requirements for all assignments under this project:

1.      Transfer of skills: The main responsibility of the qualified Somali expatriate—which he/she will be measured against—will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.

2.      Work plan: A work plan must be developed with the Supervisor during the first week of assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the IOM Hargeisa National Program Officer. This work plan can be revised during the midterm review to reflect new developments or changes in strategy.

3.      Midterm Review: There will be a midterm review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.

4.      Quarterly and Final Reports: Quarterly progress reports will be submitted by the incumbent to the Supervisor and to the IOM Hargeisa National Program Officer. At the end of the assignment, the Participant must also provide a final report covering the duration of his/her assignment.

V: Qualifications

 

Level of Education:
  • Bachler of science (chemical engineering),
  • Bachler of environmental science and related field Microsoft system engineer, Microsoft system administrator.
Years of work experience in what area(s):
  • Ten to twenty five years of professional development experience for environmental behavior and project management experience
Languages needed: ·         Fluency languages English, Arabic, Somali
General Skills / Other Requirements:
  • Highly experienced with risk assessment of toxicology of elements.
  • Experience in implementing, designing, or coordinating hygiene and sanitation
  • Familiarity with community-based sanitation programs, and with a diversity of latrine designs for rural communities;
  • Ability to effectively coordinate with government, NGO, and local stakeholders essential; an understanding of sector coordination mechanisms an asset;
  • Ability to formulate policy recommendations and conduct advocacy at the policy level;
  • Analytical and conceptual ability; demonstrated understanding of survey design and social research methods to understand hygiene and sanitation behavior changes
  • Demonstrated understanding of project monitoring and evaluation
  • Experience in conducting capacity development in WASH at the local and sector levels;
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
  • Prior work experience in Biomedical waste management systems.
  • Must be a Somali Diaspora.

VI: Monthly Stipend

The monthly stipend amount will be determined by MIDA FINNSOM Health based on degree and years of relevant experience.

VII: Security and Insurance Modalities

Health insurance—including evacuation due to medical emergency—will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically fit and able to work in a hardship area in Africa.

Please note that IOM, according to the contract, will not be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.

Before leaving the country of residence or upon arrival in Nairobi or in Somaliland, the qualified Somali expatriate will receive a pre-service briefing including security advice and cultural background.
