Somalia constitutes a country of origin, destination, transit, and return for large movements of people across the Horn of Africa. Movement is driven by the intersecting challenges of protracted and persistent conflict, weak systems of governance, and limited employment and livelihood opportunities. Somalia is today home to one of the largest populations of displaced persons in the world. More than 2.1 million Somalis live in protracted displacement, with 1.1 million internally displaced persons (IDPs) and an additional 1 million Somalis hosted as refugees in countries in the immediate region.
This already complex picture is further complicated by the gender dynamics at play within the displaced populations in Somalia. As many as 70-80 per cent of IDP households in the country are headed by women, with significant numbers of victims of sexual and gender-based violence hailing from IDP communities. Further, youth migration (“Tahriib”) primarily to Europe using the Central Mediterranean Route or the East African Route is another significant migration issue in Somalia. As the Somali government strengthens its institutions and takes steps towards stability, it must address the refugee and IDP crisis. The increased capacity of Somali authorities to deliver a robust response is critical to protecting the diverse and changing needs of these populations.
The International Development Law Organization (IDLO) is implementing a project that is supporting the Somali federal government and federal member states in the formulation, revision, finalization, and implementation of critically needed rights-based laws, policies and strategies on mixed migration. These include the Refugee and asylum law, the Returnee policy and an IDP policy. To ensure the effective implementation of these new laws and policies, it is vital that all the relevant institutions at the federal and state level have the capacity and resources to implement the new laws and policies in a manner that complies with international standards, ensures the most effective results, and respects the rights of the populations involved—refugees, IDPs, asylees, returnees and migrants, paying particular attention to women and children.
IDLO is seeking to recruit an Institutional Capacity Assessment Expert to undertake an assessment of the capacity of the core federal and state level institutions that have a role in the implementation of the new laws and policies. The objective of the institutional capacity assessment is to identify each institution’s existing capacity assets, gaps and needs (including office equipment) that must be met to ensure that these institutions are ready to implement the new laws and policies on migration management.
SCOPE OF WORK
Under the overall supervision of the IDLO Somalia Country Director, the Institutional Capacity Assessment Expert will:
§ Design, methodology and detailed work plan;
§ Undertake capacity assessments of the core federal institutions in Mogadishu (list of institutions to be provided to consultant) to assess their existing capacities to implement the proposed laws and policies in order to identify capacity assets, gaps and needs including office equipment that must be met to ensure that these state institutions can implement the new laws and policies once enacted;
§ Travel to the regions/federal member states to undertake capacity assessments of the core state institutions dealing with migration management (list of institutions to be provided to consultant) in Garowe, Baidoa, Beletweyn, Adado and Kismayo to assess their existing capacities to implement the proposed laws and policies in order to identify capacity assets, gaps and needs including office equipment that must be met to ensure that these state institutions can implement the new laws and policies once enacted; and
§ Produce a capacity strategy and action plan for each institution. The capacity strategy and action plan for each institution assessed must also include a detailed list of the office equipment required by each institution.
A work plan for the Expert will be developed prior to the commencement of the consultancy.
EXPECTED FINAL PRODUCTS/ DELIVERABLES
§ A detailed document outlining approach and methodology for institutional capacity assessments. The document should not be longer than 5 pages;
§ An interim and final capacity assessment and development strategy and action plan for all core Federal institutions assessed in Mogadishu;
§ An interim and final capacity assessment and development strategy and action plan for all the core state institutions assessed in Garowe, Adado, Baidoa, Beletweyn and Kismayo; and
§ Detailed list of the office equipment required by each institution assessed.
IDEAL CANDIDATE PROFILE
§ Advanced university degree (Master’s degree or equivalent) in Public Administration, Public Policy, Development Studies, or related field.
§ Minimum 8-10 years of professional experience in a relevant field such as governance, training, research, public administration or related areas;
§ Proven experience in undertaking capacity needs assessments and in developing capacity development strategies and action plans;
§ Experience of at least two assignments of a similar nature;
§ Good understanding of Somali political and cultural dynamics; and
§ Experience working in a field related to Migration, Rule of Law and Security is desirable but not a requirement.
§ Fluency in English & Somali required.
