Invitation of Expression of Interest to TVET (Technical Vocational Education Training) Service providers based in Burao City

INTRODUCTION

World Vision International is a child focused, community based, relief and development organization, with presence in over 100 countries worldwide and has worked with the children of Somalia, their families and communities for the last 30 years, bringing hope to a nation devastated by prolonged conflict.

Since 1993, World Vision has been working in areas of Somalia/Somaliland with the highest levels of child poverty. Our goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons, and communities using a development approach that increases participation, understanding and unity among people of different cultures while promoting the rights and interests of Somali children.

OBJECTIVE

Provision of vocational skills to unemployed youth beneficiaries selected from IDPs in Burao and villages under Odweyne, with relevant Technical Vocational skills that have viable opportunities according to the market labour assessment conducted by World Vision in the target areas.

Therefore, World Vision now invites Service Providers to submit a Request of Proposal for the following Services:

  • Provision of TVET (Technical and Vocational Education Training) to unemployed youth selected from IDP Camps of Burao City and Odweyne district under EU-SDSC project and DFAT Project respectively.

 

SCOPE OF WORK

The training will undertake in Burao City and will be facilitated by selected TVET Institution with agreed calendar days. The preferred skills requested by target youth beneficiaries include:

  • Beatification
  • Consumer Electronics Servicing.
  • Garment making and Tailoring.
  • Plumbing and Pipe fitting.

ELIGIBILITY OF TVET SERVICE PROVIDERS

  • The TVET Centre should be based/located and operating within Burao City.
  • The TVET Centre should be legally registered in Burao city local authority or relevant Togdheer regional authorities of Somaliland.
  •  The TVET Centre should have a good understanding and working relationships with the relevant line ministries, local authorities, local communities and other relevant stakeholders.
  • Expertise in organizing basic Technical vocational training to Somali unemployed youth preferably based on previous experience in providing trainings to vulnerable groups.
  • Experience working with an international NGO, or the UN would be an asset.

TOR APPLICATION SUBMISSION PROCEDURE

TVET Service Providers Advert Note – FINAL Draft 1st January, 2019(1)

  1. All applications should be sent electronically with attachments in pdf to: abdiwahab_hassan@wvi.org and ibrahim_muse@wvi.orgnot later onWednesday 9thJanuary 2019, at 2:00pm and a Subject line:Technical and Financial Proposal forTVET (Technical and Vocational Education Training) to unemployed youth selected from IDP Camps of Burao City and Odweyne district under EU-SDSC Project and DFAT Project respectively’’
  2. The original copies of the Technical Proposal shall be placed in a sealed envelope clearly marked “TECHNICAL PROPOSAL.” Similarly, the original Financial Proposal shall be placed in a sealed envelope clearly marked “FINANCIAL PROPOSAL” andboth envelopes shall be placed into an outer envelope and sealed.  The outer envelope shall be stamped, labeled with the submission address, reference number and title of the required Service and the name of the TVET Service Provider. By then should bring to WV Burao Office before the deadline of submission.
  • Late bids shall be rejected.

NB:

  • The Proposal that complies with all of the requirements meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected.
  • Please be advised that World Vision Somaliland is not bound to accept any proposal, nor award a contract, nor be responsible for any costs associated with a Service Providers preparation and submission of the Proposal, regardless of the outcome or the manner of conducting the selection process.
  • Please note that World Vision Somaliland is not bound to accept any or all bids and may decide at its sole discretion to reject any or all bids without offering any explanation.
