GRADE: 4 POST TYPE: Somali National
CHILD SAFEGUARDING: Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:

As a member of the Save the Children South Central – She/he will work with emergency Health and nutrition projects by coordinating all IYCF activities under the nutrition coordinator/emergency team leader and field manager.

Key Area of  accountability:

Primary Purpose:

To support and manage the IYCF-E Counselors in the IYCF-E program and assisting the IYCF-E functionality on a day-to-day basis.

To ensure that the all components of the program are functioning properly, providing quality care to all beneficiaries while respecting guidelines and principles of good practice e.g. the Operational Guidance on IYCF-E, the International Code of Marketing of Breastmilk Substitutes and subsequent relevant resolutions, and SPHERE 2011).

Day-to-day Project Activities:

  • Manage project site activities and staff (such as IYCF-E activities in Child Friendly Spaces, Mother baby-tents, IYCF corners, etc., the IYCF-E staff, Breastfeeding Counsellors and volunteers);
  • Provide IYCF-E technical support to Save The Children (STC) staff (CMAM, Health, Child Protection and others as necessary), Ministry of Health (MoH) and other humanitarian actors, as necessary, to promote consistent good practice;
  • Ensure that all staff understand and implement program guidelines when assessing the mother-child pair, and advise the best feeding options and follow-up as appropriate;
  • Ensure appropriate and consistent education messaging to mothers  DURING EMERGENCIES and all programming contact points (e.g. Child Friendly Centre, clinics, distributions) and in the community

(Note: the key messages should be agreed by all stakeholders in an emergency to ensure consistency);

·         Facilitate father support and mother support group formation

  • Facilitate the development and scheduling of outreach activities (e.g. for IYCF-E Outreach Workers, volunteers);
  • Develop monthly work plans for the mother-baby areas (e.g. Child Friendly Spaces, corners at health centers, Baby Tents, etc.) with the IYCF-E Counsellors and appropriate staff;
  • Prepare field visit plans and supervision checklists in advance of trips;
  • Compile monthly activity reports and assist with stock consumption/distribution plans for outreach and each mother-baby area as required;
  • Facilitate cross-sectoral programming, particularly to promote excellent communication and referral between IYCF-E, CMAM, FSL and CP programming.
  • Mother 2 Mother and Father 2 Father support groups.
  • Facilitate training to Lead mothers on the formation and maintaining Support group sessions.
  • Upkeep relations with communities in area of intervention and identify relevant beneficiaries for services or referral;
  • Coordinate and conduct relevant, effective training, awareness-raising and counseling to mothers and care givers; Manage the capacity building of team members through regular training and supervision; Maintain beneficiary records and produce regular activity updates
  • Develop, implement and manage Monitoring, Evaluation and Accountability systems at field level including collating, compiling, analyzing program learning and reporting on all IYCF-E project activities
  • Support and manage the IYCF-E Counselors in the IYCF-E program and assist the IYCF-E Programme Manager on a day-to-day basis;
  • Ensure that the all components of the program are functioning properly, providing quality care to all beneficiaries while respecting guidelines and principles of good practice e.g. the Operational Guidance on IYCF-E, the International Code of Marketing of Breastmilk Substitutes and subsequent relevant resolutions, and SPHERE 2011).

Training and Capacity Building:

  • Conduct evaluation and appraisal of staff as required;
  • Conduct orientations and trainings to build the capacity of staff/volunteers, MoH staff and the community at large.

Advocacy and Communication:

  • At field sites, liaise with other humanitarian actors, local authorities, ministries and the military as appropriate, to maximize collaboration and ensure proper coordination of activities

(Note: a key group is the logistics cluster);

  • Under the guidance of the Program Manager undertake local level advocacy, targeting other humanitarian actors, local authorities, ministries and the military as appropriate, on assessment and appropriate response to support infant and young child feeding.
  • Continuously disseminate awareness against breast milk substitutes which are delivered during emergency

QUALIFICATIONS AND EXPERIENCE

Essential:

·         Bsc Degree of Midwifery, Community Health, Nutrition /Nursery

  • Demonstrable commitment to promoting and supporting optimal breastfeeding and complementary feeding;
  • Demonstrable management experience;
  • Experience of implementation programs (ideally nutrition related), including monitoring and evaluation;
  • Experience in conducting assessments and an understanding of nutritional data;
  • Proven capacity to supervise, train and coach staff;
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions;
  • Prepared to live and work in an uncertain security environment;
  • Ability and willingness to frequently travel and stay at the field;
  • Commitment to and understanding of Save the Children’s aims, values and principles;
  • Experience and ability to represent Save the Children’s nutrition work in external meetings;
  • Demonstrable ability at report writing and excellent communication skills;
  • Computer literate.

Desirable:

  • Qualified , nurse or midwife with primary health care/community health care experience;
  • Emergency programming experience
