|Contract Details:||Two (2) years renewable|
|Job Purpose:||Under the guidance and supervision of the MEAL Coordinator and the Field Coordinator, the|
|M&E Officer will assist in the planning, implementation, monitoring and evaluation of|
|Durable Solutions (DS) projects in the South West State of Somalia. The M&E Officer is|
|responsible for maintaining an efficient and updated monitoring and evaluation system for|
|Concern DS projects, while also working closely Concern’s partner organization in Afgoye,|
|with the M&E unit and other project teams. The DS M&E system includes related processes,|
|mechanisms and forms required to measure project progress and impact, and to inspect|
|projects in the field for verification and updating purposes.|
|Main duties &||Main duties and responsibilities|
|Responsibilities:||Ensure baseline and end line assessments are conducted according to the indicators in|
|the logical framework.|
|Ensure that data collection tools and methods are adapted to the various DS contexts.|
|Prepare appropriate forms, formats and databases for data storage and analysis.|
|Support to ensure DS programme activities are progressing towards the agreed work|
|plan and provide regular, timely feedback to the Field Coordinator and Programme|
|Manager – as appropriate and requested.|
|Develop monitoring plans and conduct field visits for progress and process|
|Feed emerging M&E findings into ongoing programme reviews and adaptations, to|
|strengthen the DS programmes.|
|Facilitate training of field teams and partners on data collection tools and|
|methodologies and actively support on the same over time.|
|Accompany data collection teams to the field, support team members and ensure they|
|are working in line with assigned data collection approaches and tools.|
|Conduct data checks and cleaning, with technical guide from the MEAL Coordinator.|
|Implement agreed data quality measures, to ensure high data quality standards are|
|Coordinate M&E-related. field activities with Concern partners in SWS regions and|
|Use the M&E system to assess programme service delivery to maintain quality, as|
|per agreed design, standards and protocols.|
|Support programme staff to implement and respond to accountability mechanisms|
|including but not limited to the Complaints Response Mechanism (CRM).|
|Assist in the development of management systems and practices that integrate|
|planning, monitoring, evaluation and learning of and from DS activities.|
|Support teams to document lessons learnt, including the production of field stories|
|and case studies, and human interest/ success stories, over time.|
Support the Field Coordinator to prepare, compile and analyze all quantitative and qualitative data and information, ready to inform for the drafting of monthly, quarterly, semi-annual and annual progress reports in a timely manner, in the required format and degree of quality.
Support the development of indicators and country Results Frameworks, working closely with the M&E Coordinator as well as Programme teams.
Support the development of Terms of Reference (ToR) for programme planning, assessments and evaluations as necessary.
Work with and support external consultants that are engaged to help plan, design and evaluate programmes.
Ensure adherence to the CHS benchmarks. Support teams to apply the same.
Organize and maintain efficient M&E files, including scanned forms and other required supporting documentation.
Actively participate in meetings and learning events by providing context and programme updates relevant to DS programme activities in South West State, to help generate knowledge, facilitate lesson learning, lesson dissemination to others and programme adaptations.
Adhere fully to Concern’s security procedures and guidelines.
Lead consortium level M&E activities, including joint monitoring, studies, analyses and reports etc.
Any other duties as may be assigned by the Field Coordinator, Programme Manager or M&E Coordinator, that are consistent with this role.

|Person specification:||QUALIFICATIONS AND REQURIEMENTS|
|University degree in the Social Sciences, Monitoring and Evaluation, Statistics, Project|
|Management, Business Administration, Management Information Systems, or equivalent|
|professional work experience in the Monitoring and Evaluation field, combined with a|
|university degree in a relevant field.|
|Four years’ of M&E work experience, including at least two at relevant professional|
|levels in M&E, communications and/ or a related field.|
|Experience managing a database for development or humanitarian projects.|
|Experience conducting and leading M&E activities in field contexts, e.g. on community|
|mobilization, data collection, enumerator training and supervision, data analysis etc.|
|Experience with diverse data collection methods, e.g. HH interviews, Key Informant|
|Interviews (KII), Focus Group Discussions (FGD), implementing surveys etc.|
|Strong analytical and English language report writing skills.|
|Experience of data verification and cleaning.|
|Previous experience writing field stories and case studies.|
|Experience strengthening the capacity of teams in M&E.|
|Previous experience in Durable Solutions or Resilience projects is an asset.|
|Knowledge of the local working language of the duty station is required.|
|Excellent data management, oral and written communication and organizational skills|
|Knowledge of data analysis software and basic computer skills (word-processing,|
|spreadsheets, and databases) required.|
Professional training in development or humanitarian assessments, related practice and M&E an asset.
Familiarity with/ use of mobile data collection tools, i.e. ONA/ ODK, iForm Builder and KOBO platforms.
Proven ability to share ideas and concepts clearly and concisely in written and oral form. Skills in writing Briefing Papers and human interest articles/ stories for traditional and electronic media an asset.
Strong critical reflection and analysis skills.
Ability to draw out key findings and recommendations from M&E data and information.
Strong planning and organizing skills.
Excellent interpersonal and networking skills, including the ability to form effective professional relationships at different levels.
