Details:
Job Purpose: The MEAL Coordinator is responsible for development and implementation of M&E tools
and systems in Somalia and Somaliland Programmes, ensuring timeliness and quality of
implementation

Main duties & Responsibilities:

DUTIES & RESPONSIBILITIES:

Line management of 4 M&E officers, including setting and monitoring of objectives and workplans

Work with MEAL Manager to set up and implement appropriate (M&E) systems and tools in line with donor-approved logframes in Emergency, Durable Solutions and Resilience programming

Ensure that data collection tools and methodologies are adapted to various contexts Prepare appropriate forms, formats and databases for data storage and analysis

Support in providing trainings on M&E techniques to program and partner staff on a regular basis, particular on data collection and cleaning

Conduct regular visits to Concern offices and programme sites throughout Somalia and Somaliland; attend any relevant consortium-level meetings in Nairobi per invitation.

Ensure that analysed data is timely shared with Programme Managers/Coordinators, and in a clear accessible format drawing out key issues so as to inform programmatic adaptation, decision-making and learning

Support development of targeting strategies in line with the programme’s needs and regularly assess whether program has been able to reach the genuine target groups

Liaise with the MEAL Manager to ensure that baseline and endline evaluations are conducted and documented in line with donor requirements

Per request of MEAL Manager, assist in the development of management systems and practices that integrate planning, monitoring, evaluation and learning

Guided by MEAL Manager, support teams to document lessons learnt including compilation of field stories and case studies

Conduct qualitative field monitoring and quantitative process monitoring to support programmatic documentation and lesson learning

Support MEAL Manager in preparation of Internal M&E reports such as PDM reports etc.

       Support programme managers/coordinators development of program Results Frameworks and logframes

       Provide input on the development of Terms of Reference (ToRs) for planning, assessments and evaluation of programs; per need, collaborate with external consultants that are engaged in planning, designing and evaluating the program

       Produce recommended lessons learned documents and support MEAL Manager in measuring the changes made as a result of recommendations.

Adhere to and actively promote within MEAL team the application of Concern’s
Program Participant Protection Policy, Code of Conduct and associated policies, and the
Core Humanitarian Standard on Quality and Accountability (CHS)
Any other ad hoc duties as may be assigned by the MEAL Manager/PD that is
consistent with the nature of the job
Person QUALIFICATION AND EXPERIENCE:
specification: Bachelor Degree in M&E, statistics, , development studies, sociology or other relevant
field; Masters degree an added advantage
A minimum of 3years of work experience in relevant position in Somalia/Somaliland
and preferably with INGOs
Knowledge and understanding of Logical and Result Frameworks; and solid
demonstrable understanding of project cycle management principles and tools
Excellent skills for design and implementation of participatory assessments and
household survey tools, both quantitative and qualitative
Experience of staff capacity building, including planning and conducting trainings on
M&E tools, approaches and principles
Strong data cleaning and survey building skills using ODK/ONA, iForm Builder. And
excel,
Excellent analytical skills, particularly survey data analysis using SPSS
Excellent written and spoken English and Somali language
Understanding of M&E needs as relate to programming across Emergency, Durable
Solutions and Resilience
Ability to work both as part of team and independently with minimal supervision
Commitment to positive collaboration with MEAL and programme colleagues; results-
focused and problem-solving attitude
Willingness to travel to Concern programme offices and field sites per need
