1. About NIEC:

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties.

  1. Purpose of the Job:

The Monitoring, Evaluation & Reporting Adviser, under the supervision of NIEC’s Secretary General, will work with all Directories to monitor and evaluate NIEC Strategic Plan activities and enhance timely reporting of the institution.

  • Main responsibilities of the Job:
  • Establishing the framework for the development of performance indicators and targets for NIEC, the Medium-Term Development Strategy, the Medium-Term Expenditure Framework policy and related departmental plans;
  • Providing support in the alignment of existing planning and budgetary indicators and targets to ensure that they are appropriately presented and adequately linked to the achievement of strategic objectives;
  • Establishing a comprehensive framework for whole of NIEC performance review through the establishment of a single performance review and reporting system;
  • Identifying data provision and gaps to adequately set strategic indicators across the board for this work, and to offer recommendations to address any challenges;
  • Propose a system to use for performance monitoring to determine its fit as a central reporting and review system;
  • Training and mentoring staff in M&E principles and techniques;
  • Undertaking workshops in the development of performance indicators and targets;
  • Developing an operational plan, procedures and toolkits for the core M&E function;
  • Providing leadership in generating the first comprehensive M&E performance report.
  • Participate in the design of assessment protocols, questionnaires and other monitoring and evaluation tools in collaboration with the Directors;
  • Ensure that NIEC delivers on all internal and external reports in a timely manner;
  • Strengthen the M&E systems and processes to assure achievement and progress towards NIEC objectives and outcomes;
  • Ensure that all activities are designed and implemented in accordance with the election standards;
  • Develop outcome and learning indicators at departmental level;
  • Ensure that monthly progress report is shared with the board of the commission;
  • Assist in the compilation and preparation of annual departmental work and the review of plans to ensure that Monitoring and Evaluations indicators are clear and accurately incorporated;
  • Other duties as they arise;
  1. Academic Qualification:
  • Master degree in Social sciences or Business Administration.

Certification in Monitoring and Evaluation or an equivalent from a recognized institution

  1. Work experience:
  • Seven years’ experience in Public Management, Policy or Monitoring & Evaluation;
  • Knowledge of FGS policies, regulations, rules, procedures and practices;
  • Specialized training in M&E, Project Cycle Management, Public Sector Reform, Strategic Planning and Policy Formulation would be assets;
  • Demonstrable experience in delivering a monitoring and evaluation framework and supporting systems in a developing country;
  • Excellent oral and written communication;
  • Good knowledge of best practices in M& E in the Public Service environment;
  • Good presentation, coordination and organizational;
  • Experience in previous post-conflict elections is an asset;
  • Experience working in Somalia is an asset
  • Familiarity with working with an international organization is an asset
  • Preferred skills:
  • Ability to work collaboratively in a team environment, be diplomatic and partner with stakeholders and international teams;
  • Effective interpersonal and communication skills, and a passion for his/her work;
  • Self-motivated and driven individual with a proven ability to work independently, achieve goals with ambiguity, prioritize work, implementing structure and clarity to a process/program;
  • Computer literacy and ability to effectively use office technology equipment, IT tools
  • Written and spoken fluency in Somali and English;
  • Research, analytical and problem solving;
