BACKGROUND

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The UN-Habitat Somalia Programme is seeking the support of a qualified Field Programme Officer to support and coordinate the implementation of a newly established EU funded Stabilization Programme. The Programme is jointly implemented by UN-Habitat and the International Organization for Migration (IOM) in target districts in Hirshabelle, Galmudug, Jubbaland and South West state.

The overarching objective of the project is to contribute to peace and stability in Somalia, particularly at local levels and in areas impacted by conflict, violent extremism, internal displacement and those at risk of backsliding into violence and conflict. The impact of the project on target groups will be in their capacity to co-exist peacefully, in safety and dignity and with renewed trust and confidence in their leadership, based on the theories of change outlined below.

Based on the overarching goal, to contribute to peace and stability in Somalia, the specific objectives are as follows:

  1. To strengthen government’s accountability and responsiveness to the needs of constituents.
  2. To address social exclusion and conflicts over unresolved clan disputes and land as principal drivers of instability.
  3. To support communities to drive their own recovery and development processes.
  4. To establish foundations for longer term Durable Solutions to displacement.

RESPONSIBILITIES

Under the overall coordination of the Officer in Charge and under the direct supervision of the EU Stabilization Project Manager, the National Programme Officer will perform the following duties:

  1. General Coordination and Implementation of the EU Stabilization Programme
  • Support implementation of the consultation, communication and engagement strategy for the EU-Stabilization project including organizing stakeholder and public consultation meetings and workshops
  • Co-ordinating with the local governments, district commissioners, community leaders and religious leaders
  • Assist with organizing and preparing reports, briefing materials, newsletters, technical reports, social media messaging, and website updates
  • Assist in the preparation and delivery of presentations to various groups within the government, community groups, and other public and private agencies
  • Prepare graphical analysis and designs such as maps, tables, charts, infographics, and displays to support planning projects
  • Monitor legislative and policy initiatives by the government including conducting research related to the, local official spatial and strategic plans, city-wide planning initiatives, and legislative initiatives
  • Work effectively with staff teams from the respective government departments, area municipalities/ local authorities and the organization (UN-Habitat)
  • Represent the organization on technical advisory teams and working groups in respective cities
  • Actively engage and offer critical inputs on issues of urban development at the regional shelter cluster group meeting
  • Review, collect and analyze spatial related information to update the organizations urban sector knowledge collection (urban profiles)

Other coordination and support functions to additional programmes

  • Participate in the creation and structuring of the UN-Habitat Hirshabelle Office in Jowhar.
  • Coordinate and conducts general administration tasks in support of the Hirshabelle office.
  • Supports and coordinates with colleagues working on the Midnimo, Youth Empowerment, and the Joint Programme on Local Governance when needed.

Work implies frequent interaction with the following: Counterparts, representatives and officials in national and local governments, officers and technical staff in the Somalia Programme, within UN-HABITAT, other UN agencies and UNSOM, non-governmental organizations and consultants.

Results Expected: Programmes/projects developed, managed, monitored and evaluated; effective management of teams; well-reasoned written contributions and innovated approaches for dealing with issues; and effective working relationships through internal and external communications, and strengthened partnerships with relevant parties.

QUALIFICATIONS

Education

University degree in Urban Planning/Engineering, Public Administration and Finance, or other relevant fields.

Advanced university degree (Master’s degree or equivalent) is an advantage.

Work Experience

4 years working experience (first level university degree) in development projects in a managerial position, with substantive experience in community mobilization, (local) governance, local economic development, financial management, urban planning and engineering, and working with local authorities.

2 years working experience (advanced university degree) in development projects in a managerial position, with substantive experience in community mobilization, (local) governance, local economic development, financial management, urban planning and engineering, and working with local authorities.

Language

Strong written and oral skills in both English and Somali are a requirement.

Other skill

Proven knowledge in project management, coordination and urban planning. Proactive, results oriented, independent, able to identify and carry out duties and responsibilities with minimum supervision. Mature, professional, supportive and cooperative in all matters within the work setting, problem-solving oriented. Maintain confidentiality with regards to all work-related issues
