The Somalia Joint Justice Programme (JJP), launched in August 2018, is a 30-month programme supporting the Somalia National Development Plan 2017-2019 goal to “Establish independent, accountable and efficient justice institutions capable of addressing the justice needs of the people of Somalia”.

Recognizing the challenges facing the Somalia justice sector, the programme aims to contribute to sustainable security, peace and development by strengthening the capacity of justice actors to increasingly deliver justice services to users in a human rights-compliant manner.

As part of the state building and federalization process, the programme focuses on establishing the foundation for a formal justice system that offers increasingly professional and standardized justice services.  This includes a clear legal framework, particularly on judicial organization, and the establishment of key justice institutions at federal and state levels. The programme seeks to Increase access to justice for the most vulnerable communities by providing legal aid services through non-governmental organizations and civil society groups, such as legal aid centres. Key focus areas of the Programme include:

Federalization of the justice sector and facilitating the process to agree on a federated judiciary model, including supporting the establishment of key institutions and reviewing the legal framework.
Expanding justice services to new areas, especially those outside of state capitals, adopting community orientated approaches to improving local access to justice, and ensure stabilization.
Strengthening the capacity of justice institutions & promoting oversight, accountability and inclusivity.
Nationalizing training capacities and standardizing training programmes for justice sector personnel.
Working closely with the government, judiciary and the UN agencies in Somalia, UNDP seeks to recruit a National legal aid Expert to assist in the overall support to expand the legal aid services in Somalia.

Under the direct supervision of Justice Technical Specialist and overall guidance of the Rule of Law Portfolio Manager, the National Legal Aid Expert will implement, manage and monitor activities in work-plans agreed with counterparts. The incumbent will support ongoing UNDP

Joint Justice Programme initiatives in Somalia and carry out activities aimed at developing and strengthening the justice system especially the legal aid support in Somalia. The incumbent will be working closely with Rule of Law Portfolio Staff, staff of sister UN agencies, staff of the UN Mission and staff in the different units and departments of the government and judiciary at the Federal Member States and Federal Government of Somalia based on the workplan of the programme.

He/she will also support national planning processes, national capacity building and formulation of the legal aid design for Somalia. The Incumbent will be expected to work with government, judiciary, civil society groups, Bar Associations to ensure issues relating to gender, juveniles, IDPs and vulnerable groups are mainstreamed into all programmes and support.


Duties and Responsibilities
Summary of Key Functions:

Management and implementation of the Legal Aid Component of the Joint Justice Programme
Provision of quality policy and technical advisory services to the Government and facilitation of knowledge building and management in the area of legal aid and access to justice
Facilitation of knowledge building and knowledge sharing.
Functions / Key Results Expected

Management and implementation of the Legal Aid Component of the Joint Justice Programme by focusing on the achievement of the following:

Manage the delivery of inputs and outputs in line with the programme’s approved annual work plan in the context of activities, ensuring proper monitoring and evaluation of the project;
Facilitating day-to-day management of the Legal Aid activities, covering all phases of the project and adhering to the Programme Document and annual work plans;
Ensure that mobile court, alternate dispute resolution centers and legal aid activities are expanded to all the Federal Member State capitals and select districts and undertake regular missions to these areas;
Ensure that the legal aid resources which are allocated in the Joint Justice Programme are used in a balanced way that confirms the application of the Human Rights based approach and contributes to peace building;
Facilitate Legal Aid meetings, support coordination meetings of the Global Focal Points and facilitate missions for UN, UNDP management, government and donors;
Work with government officials, NGOs and UNDP area-offices and serve as a liaison between them and the Project Management;
Engage with relevant and selected CSO’s and NGOs, for the implementation of legal aid, legal awareness and mobile court initiatives.
Ensure all stakeholders are equipped with knowledge and skills to fully adhere to the Gender Equality and Women’s Empowerment agenda of the government.
Provision of quality policy and technical advisory services to the Government and facilitation of knowledge building and management in the area of legal aid and access to justice, through the achievement of the following results:

Advise relevant state authorities in the formulation of policies regarding legal aid services, mobile court, alternate dispute resolution centers  and how the clients can receive free legal counsel, legal advice and legal aid
Establishment and support of legal aid centers and legal institutes in prioritized regions of Somalia;
Establish support to faculties of law and scholarship programmes for law professionals and develop strategies in partnership with justice stakeholders, to increase practical knowledge so that the students are able to take up opportunities for internship etc at justice institutions;
Coordinate with International Law Development Organization (IDLO), an implementing partner of the Joint Justice programme, to ensure that the activities on the Bar association and those of pro bono lawyering in project locations and the legal aid providers are coordinated in the overall national strategy for lawyers.
Coordinate with UNSOM, other UN agencies and IDLO involved in the implementation of the Joint Justice Programme for the implementation of training programmes aiming at improving legal aid for legal professionals including lawyers, paralegals, judiciary staff, staff of the Ministry of Justice, Custodial Corps and the Police;
Providing technical advice to increase access to justice through the legal aid services in the judiciary. Develop indicators for measuring improvements in access to justice in the judiciary for the clients in close coordination with the Rule of Law portfolio monitoring expert;
Oversee and support the development of the legal aid legislation and develop strategies to create public awareness on the legal aid policies.
Develop strategies for the integration of equity into the traditional justice mechanisms to improve access to justice for users of these mechanisms, by aligning them to international human rights standards and developing mechanisms for monitoring and enforcement.
Promote identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning;
Facilitation of knowledge building and knowledge sharing by focusing on achievement of the following results:

Organize training for Portfolio Staff and partners on Access to Justice and Legal Aid issues;
Synthesis of lessons learned and best practices in Legal Aid.
Prepare twitter updates and monthly news updates for website and newsletter
Ensure monthly update is undertaken and a database is updated with disaggregated data.
Document case studies on legal aid cases provided to Sexual and Gender Based Violence cases (SGBV).
Develop detailed documentation of land dispute cases where legal aid has been provided.

Required Skills and Experience

Master’s Degree or equivalent in law or related field with 1 year of relevant experience
A first level university degree with 3 years relevant experience will be accepted in lieu of the advanced university degree.

Proven knowledge of the Somalia Justice System, work experience with Ministry of Justice, Judiciary, Attorney General Office, or Non-Governmental Organizations focused on the provision of legal aid services;
Experience working in legal aid is an advantage;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is a requirement.
Experience with informal justice and alternative dispute resolution mechanisms is an asset;
Work experience within the UN or international organizations is an asset;

Fluency in oral and written English and Somali
