TERMS OF REFERENCE FOR PERSONNEL UNDER INDIVIDUAL SERVICE AGREEMENT (ISA)

Title: National Technical Advisor
Main Duty Station and Location: Beledweyne, Somalia

ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and work towards improving living conditions in the world’s poorest countries by drawing on its combined global resources and expertise. The position is located in the Agro-Industries Technology Unit (PTC/AGR/AIT), which is part of the Agribusiness Development Branch (PTC/AGR). The Unit is responsible for technology aspects of agro-based industries in textile, leather, wood and agricultural mechanization.

PROJECT CONTEXT

UNIDO’s Community-based recovery and reconciliation to stabilise Hirshabelle and counter violent extremism amongst vulnerable youth (CRS Beledweyne) project builds on UNIDO’s multi-phase livelihood support programme that was introduced into Somaliland in early 2011 and expanded its reach into South Central Somalia. Under CRS Beledweyne, UNIDO places a special emphasis on building capacity of training providers and delivering marketable skills for youth through technical training and technology transfer to under-employed youth and young women operating in the informal market. The project also has an integrated conflict minimization component to counterbalance radicalization and disenfranchisement of youth. The life and conflict minimization skills also equip youth with the ability to engage commercially in a community divided by clans.

 

Under the general supervision of the Project Chief Technical Advisor (CTA), the National Technical Advisor is required to perform the following duties:

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education:

Advanced university degree in civil, agricultural or industrial engineering.

Technical and Functional Experience

At least 5 years of relevant professional experience in construction engineering, agricultural engineering and / or water resource management in Beledweyne, Somalia. Experience with international NGOs or UN organizations an asset.

Experience with construction skills training an asset.

Ability to write in a clear and concise manner e.g. preparation of reports and assessments to determine programing.

Resident of Beledweyne essential with knowledge of other regions of Hirshabelle.

Languages:

Fluency in English and Somali is required.
