ROLE PURPOSE:

Save the Children is seeking a Project Coordinator for its proposed 12-month USAID/FFP and OFDA-funded programs in Somalia designed to deliver emergency food assistance, health, nutrition and water, sanitation and hygiene (WASH), child protection (CP) services and DRR to drought-affected communities in Puntland, Somaliland, and South Central regions of Somalia and Somaliland. Through these projects, SC will respond to food insecurity, reducing mortality and morbidity levels and increase wellbeing among drought and conflict-affected communities in Somalia through integrated, multi-sectoral programming. We are currently seeking a senior-level Project Director to lead these critical projects in Somalia.

 

The Project Coordinator’s base of operations is Baidoa, Qardo and Boramaof Southern states, Puntland, and Somaliland regions of Somalia respectively to work with Program Managers and FSL,health, nutrition, WASH and CP program teams to provide implementation and reporting and support monitoring and evaluation, and ensure quality of the project. He/she will also ensure effective implementation of the project. The Project Coordinator will represent the projects to other key stakeholders in each location in Somalia, ensuring participation in key technical working groups and sectors (including Cash).

 

SCOPE OF ROLE:

Reporting to:OFDA and FFP project teams(FSL, Health & Nutrition project officers, WASH project officers, CP project officers, MEAL project officers)

Budget Responsibilities:OFDA and FFP projects, according to Scheme of Delegation

KEY AREAS OF ACCOUNTABILITY:

Program Implementation

Working closely with the Field Program Managers and FSL, Health, Nutrition, WASH and CP program managers as well as local partner staff to:

  • Administer the development and successful implementation of work plans
  • Coordinate area project specific creation of reports and other deliverables to OFDA/FFPDirector and MEAL coordinator in a timely and accurate manner.
  • Oversee and support implementation, including the supervision of proper targeting, identification, registration, and monitoring of beneficiary lists to prevent overlap with other humanitarian programs in the intervention areas.
  • Coordinate closely with other humanitarian actors and UN agencies carrying out program activities for geographic mapping and to ensure program activities are in line with national and humanitarian technical priorities.
  • Ensure that efficient systems are in place to support all aspects of project activity, including financial and grant management, project monitoring and evaluation, and that they support the effective use of project resources in compliance with OFDA/FFPregulations.
  • Work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team (MEAL Advisor, MEAL Coordinators, and MEAL Officers) to develop appropriate monitoring and evaluation plans and to capture learning opportunities.
  • Oversee timely expenditure of approved budgets, avoiding both underspending and overspending on grant line items.
  • Ensure all administrative procedures are followed, such as those regarding vehicle use and procurement; ensure logistics/administrative staff provide sufficient and timely support to programs and programmatic staff, and that data collection processes are standardized and applied by field staff.
  • Ensure partner implementation of program activities is timely, appropriate, and compliant with program design and donor regulations.

Personnel and Administration

  • Supervise technical program management staff funded by the programs: conduct performance evaluations, identify staff skills development needs and assist the OFDA/FFP Program Director to meet these needs, provide management support to staff, and maintain office policy of respect and communication between supervisors and subordinates.
  • See that all project staff are aware of and understand SCI policies and procedures; take appropriate disciplinary measures as needed.
  • Promote accountability, communicating expectations and providing constructive feedback through regular performance reviews.
  • Responsible for the timely recruitment, orientation, and training of new staff as needed.

Representation and Leadership

  • The Project Coordinator will represent Save the Children in relevant coordination fora within the area as and when required.
  • Maintain good working relationships with officials and other humanitarian actors, particularly those within the relevant government agencies (local and national authorities including technical departments, INGOs, NGOs, UN agencies.)
  • Represent SC and maintain good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, and with visiting donor and third-party monitoring teams and other key contacts. Keep abreast of NGO, government, and donor initiatives relevant to SC’s work.
  • Represent SC and the multi-sector program in USAID donor meetings and with representatives from USAID/FFP and OFDA.
  • Maintain focus on SC program principles.
  • Encourage teamwork, openness, and honesty among OFDA/FFP project staff and between SC and its partners.

Monitoring and evaluation

 

·         Where security permits, the Project Coordinator will make regular visits to field sites, to monitor and oversee project implementation and offer advice.

·         Work with Monitoring, Evaluation and Research unit to develop tools and ideas to ensure that the program is monitored against measurable and appropriate indicators and maintain monthly updated IPTT and share it with OFDA/FFP MEAL coordinator

·         Support program assessments, evaluations and other reviews required in the program.

·         Contribute to situation/response analysis and any corresponding revision of program strategy documents and sector response plans ensuring integration with other sectors.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Minimum fiveyears of demonstrable professional experience in implementing multi sector programs and at least of twoyears’ experience in a leadership role in the implementation of projects relevant to FSL and either health, nutrition, WASH or child protection within a complex country program in an emergency response or fragile state

·         Master’s degree or equivalent experience in development, humanitarian response, technical sector, health, and nutrition or related field is required.

·         Prior experience designing and managing OFDA/FFP and/or USAID funded program is essential

·         Experience with remote management and cash programming

·         Prior experience living and working in conflict or emergency settings.

·         Flexibility and the ability to effectively adjust expectations to on-the ground realities, while adhering to humanitarian minimum standards.

·         Strength in inspiring and enabling others through teamwork, training, and capacity building to realize organizational objectives.

·         Fluent oral and written communication skills in English.

Desirable

·         Previous Project Coordinator experience

·         Prior experience in Somalia

·         Familiarity with the political, social, and cultural context of Somalia
