Under the overall supervision of the Senior Programme Coordinator (PRD) and the direct
supervision of the Programme Manager Shelter/NFI (Non-Food Items) , the successful
candidate will be responsible for coordinating the implementation of Cash-Based Interventions.
S/he will also be responsible for the administrative management of the Shelter and NFI Pipeline
in Somalia, in coordination with IOM field teams and other Shelter-NFI partners/stakeholders.

1. Coordinate and carry out Shelter and NFI needs assessments, in coordination with relevant
stakeholders on the ground, and draft assessment reports, including analysis and
2. Coordinate IOM Shelter and NFI response in the field, including targeting, registration,
verification, distribution, and follow up, in coordination with relevant stakeholders.
3. Draft distribution and PDM reports, including analysis, recommendations and carry out
post-distribution monitoring (PDM) exercises.
4. Implement innovative cash-based interventions as a mechanism to deliver Shelter and NFI in
Somalia. Work with identified cash-based programming models to ensure efficiency and
effectiveness of the interventions.
5. Undertake regular field/site visits to areas of operation to provide information and support with
respect to Cash-Based Interventions and the administrative management of the Shelter and
6. Provide inputs to the Shelter and NFI Cluster Coordinator on sectorial matters such as
technical designs, programme, strategy, modalities and planning.
7. Support Shelter and NFI funding processes, including contributing to the development and
reviewing of proposals as required.
8. Act as a focal point of the Shelter and NFI contingency stock administratively managed by
IOM and programmatically coordinated by the Shelter and NFI Cluster.
9. Monitor the stock levels of Shelter and NFI pipeline and provide recommendations to the
Shelter/NFI Coordinator about replenishments, items about to expire, and items with high and
10. Coordinate the release of items to the requesting agencies from IOM warehouses after
receiving endorsement by the cluster coordination teams from Shelter/NFI.
11. Maintain a distribution register of agencies who are recipients of the pipeline items; ensuring
that dates of collection, number and type of items, locations where the items will be utilized, and
targeted beneficiary numbers are properly accounted.
12. Liaise with Logistics Colleagues to coordinate and assist the warehousing of the pipeline
13. Support pipeline partners in various locations to help them fulfil supporting documentation
related to the allocation of pipeline supplies in line with cluster standards.
14. Participate in the planning, design and implementation of appropriate and innovative
warehousing systems and databases to maximize the efficiency of the storage of pipeline items.
15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Management, Supply Chain Management, Business Administration,
Engineering, International Economics, Development or a related field from an accredited

academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Experience in humanitarian response, operations or a related field;
• Previous experience in emergency, project implementation and management, including project
monitoring and reporting is an advantage;
• Experience in working in logistics operations in large warehouses and complex supply chains.
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali,
French and/or Spanish is an advantage.
