Parliamentary Support Officer

Chemonics International seeks a short-term Parliamentary Support Officer to be based in Mogadishu for The Somalia Supporting Public Accountability in Parliament (Damal) project. The Damal project is a twenty-month, United States Agency for International Development (USAID)-funded program that seeks to strengthen the federal Parliament of Somalia’s ability to fulfill its legislative and oversight responsibilities particularly regarding financial governance and oversight, as well as increase public participation in the public financial management (PFM) process.

We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide support for all activities related to parliamentary strengthening
  • Ensure that parliamentary strengthening activities emphasize and integrate gender concerns

and women’s empowerment in line with USAID’s global and Somalia-specific gender policies

  • Identify ways to bring stakeholders together to promote transparency and openness
  • Identify and work with parliamentary leaders to improve government functions
  • Analyze assessment results, determine priorities, and develop a long-term action plan
  • Develop and implement capacity building and training programs for parliamentary staff
  • Develop and implement leadership seminars and orientations for new members of parliament
  • Ensure compliance with USAID’s rules and regulations and Chemonics’ policies and systems
  • Represent the project to key stakeholders, beneficiaries, and international donors

 

Qualifications:

  • Bachelor’s degree in a relevant field required
  • Minimum 3 years of experience promoting public participation, civil society concerns, or working to improve the capacity of government institutions
  • Experience working with the legislative processes, policymakers, and civil

servants at the national level in transitional, nascent, or weak government institutions preferred

  • Excellent written and oral communication skills
  • Interest in working with an international team in a dynamic, fast-paced environment
  • Fluent Somali and English
  • Demonstrated leadership, versatility, and integrity
