Welthungerhilfe is a non-profit organization headquartered in Germany that aims to reduce hunger and poverty. It has its ETH/SOM Regional Office in Addis and a Programme Office in Hargeisa, Somaliland. Welthungerhilfe has been implementing development projects in Somaliland since 2001. Multi-sectoral projects have been implemented in the Awdal, Marodijeh, Togdheer&Sanaag Regions for the past 18 years. Presently, Welthungerhilfe has implementing projects in Awdal and Marodijeh Regions focusing on Wash, environmental and agriculture projects. The projects are funded by The Federal Ministry for Economic Cooperation and Development of the German Government (BMZ), GIZ and WFP.

Job Summary

Under the direction and guidance of the Regional MELA Coordinator, the Monitoring and Evaluation Expert will have the responsibility of leading and coordinating M&E functions of WHH Somaliland programme. The M&E Expert will also be responsible for establishing, operationalizing and managing a robust monitoring, research and evaluation system with well-defined results, milestones and targets for the implementation of donor-funded programmes and projects in line with WHH M&E Guidelines and manuals.  He/she will ensure that there is consistency between the objectives and success indicators of Programmes/Projects and will spearhead the preparation and timely delivery of relevant reports against the set results/outputs.

Duties and Responsibilities

• Coordinates the application of WHH program Monitoring, Evaluation, Learning and Accountability

(MELA) framework in all WHH running projects

• Supports and checks inclusion of WHH comprehensive MELA system and donor requirements in

the future programs and projects

• Leads the undertaking of baseline surveys, midterm & final evaluations and other need based

assessments or reviews / evaluation of ongoing and future emergency and development

programs / projects

• Establishes standard planning and reporting system and templates for WHH Somaliland office

• Assists the program in preparing monthly, quarterly, annual and other need based internal and

donor standard reports

• Documents good practices with particular emphasis on food and nutrition security components

for an internal knowledge management or for external advocacy purposes

• Assists the capacity building efforts through different opportunities and means for WHH and

partner staffs on M&E

• Ensures all beneficiaries are aware of the key elements of WHH Projects/Program and the

expectations and standards;

• Builds up progress on minimum accountability standards and mechanisms, leads the development

of a plan to meet WHH global accountability commitments in WHH Somaliland interventions;

• Supports the program staff to apply HAP (Humanitarian Accountability Principles) and standards

to their work in the design, implementation, monitoring and evaluation of WHH projects;

• Performs his/her job in strong communication with regional MELA coordinator sitting in Addis

Ababa

• Assists to ensure compliance of activities with project communication strategy by following donor

and WHH guidelines

• Establishes WHH Somaliland communication and PR framework in accordance with WHH and

donor needs

• Develops key promotional messages in consultation with WHH program team

• Participates in the review of feasibility, efficiency & quality of Information Education and

Communication (IEC) materials

• Supports organizing key WHH workshops and assembly events

• Leads in organizing and conducting awareness raising campaigns, information dissemination

events etc. for target groups

• Collects important and sufficient PR materials from WHH intervention areas

• Organizes the program of and participates in donor visits to project areas

• Takes the lead in dissemination of communication materials to relevant stakeholders

• Develops minimum standards and requirements for WHH and donor visibility and gives a follow

up the application in all WHH projects

• Maintains documentation management system and establishes a common folder requirement

in terms of a hard/soft copies and in WHH O365 network

 Minimum Requirement

• Second degree in economics, statistics, program development, rural development or other

related fields

• Seven years of experience in the planning, monitoring and evaluation of food and nutrition

security programs and emergency interventions

• Knowledge in core humanitarian standard commitments

• Professional qualifications in monitoring and evaluation and Project Cycle Management

• Strong technical expertise in Monitoring & Evaluation, Project Cycle Management and result

based reporting

• Ability to work and deliver expectations with limited/little supervision

• Excellent and demonstrated analytical, presentation, communication and reporting skills;

• Strong negotiation, persuasiveness and problem resolving skills

• Excellent in English in both orally and in writing

• Strong interpersonal skills and team spirit orientation

• Ability to build effective working relations with community, partners and other stakeholders
