Monitoring and Evaluation is an essential tool of programme management. Adopting a monitoring and evaluation practice in an organization changes organizations’ thinking from what-it-is-doing to what-it wants-to-achieve by constantly tracking progress in the project using pre-determinedindicators.

M&E combined with accountability and learning compels managers to become more responsive to grant makers/beneficiaries/partners expectations.Demonstrating how program desired outcomes are being achieved among beneficiaries using grantors/partners’ investments is key in any humanitarian intervention. It also helps implementers to effectively document challenges and draw lessons from the project for timely sharing with stakeholders for decision making. Without prior planning and reasonable skills, results oriented programme management cannot be effective. SITCO is pleased to announce the first training in Planning, Monitoring, Evaluation, Accountability and Learning for those interested in managing for results.

Expected Course Outcomes:

By the end of this training participants should be able to effectively plan MEAL implementation in their case projects, and demonstrate clearly itsmanagement and reporting on indicator achievements to different stakeholders for building trust and increased funding prospects.


SITCO in collaboration withGoolee Institute have jointly designed this PMEAL training in order to drive in participants the required skills of planning MEAL in projects, implement, and provide accountability on proposed and agreed project results, how project resources have been utilized to achieve results, as well as document lessons learned from the project for current and future decision making.


This course targets a wide range of participants (M&E staff, researchers, project managers, project administrators/accountants, project officers, procurement/logistic officers, university lecturers. Initial M&E knowledge and project experience is an added advantage


  • Introduction to Monitoring & Evaluation
  • M&E Frames (Logic Model, Log Frame, Results Frame, Theory of Change)
  • Indicators (direct, proxy, classification, subjective indicators)
  • Planning M&E (designing PMP and resource requirements)
  • Stakeholder Analysis (identification, roles, interest and power)
  • Learning & Accountability (design, objectives, tools, management)
  • M&E Systems (components, ICT infrastructure, budget)
  • M&E Reporting and Communication


The course is 60% practical, involving instructor-led presentations, illustrations, individual/group assignments, QA sessions, case studies and breakouts among others.
