About NIEC

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties.

  1. Purpose of the Job

The Registrar is the official responsible for all the affairs of the political parties, as defined in the political party Law.

The functions of the Registrar shall be:

  • Registering, guiding, observing, supervising, and ascertaining whether the political parties are observing and implementing this Law;
  • Managing the parties’ Fund;
  • Ascertaining the dissemination of the audited annual fiscal budget of the parties;
  • Ensuring and publishing the registry of members of the party;
  • Keeping registry of parties and their respective symbols;
  • Ascertaining whether an individual is not a member of more than one party, should the reverse be true, the office of the registrar will report in writing to the concerned parties and request them to regularize the issue as per the Law within 15 days;
  • Ensuring whether an individual is registered by a political party or is being put forward as a candidate by a party without seeking the prior consent of the concerned person. Any party found practicing such an act will be punished;
  • Ensuring, ascertaining and supervising the process in which political parties nominate candidates from within their parties is in line with their respective regulations;
  • Investigate complaints submitted to the office of the registrar in a procedure, which is in line with this Law;
  • Fulfilling any other functions assigned to it by this Law or the other Laws of the country (and other regulations, policies and procedures as set out by the NIEC);
  1. Academic Qualification

Hold a Masters degree from a university recognized in Somalia or other recognized university internationally;

Has proven knowledge and experience in any of the following fields:

  • (i) Finance;
  • (ii) Management;
  • (iii) Political science;
  • (iv) Law;
  • (v) Governance; or
  • (vi) Public administration;
  1. Work experience
  • Has at least ten years post qualification experience in the relevant areas of expertise;
  • Is a person of high moral character and integrity and has also satisfied the requirements of Article 8 (NIEC Law);
  • A person shall not be qualified for appointment as a Registrar if the person has, at any time within the preceding five years, held office or stood for election as a member of Parliament or a county assembly or as a member of a governing body of a political party;
  • The Registrar and Assistant Registrars shall, before assuming office, take and subscribe the oath or affirmation prescribed in the Fourth Schedule (NIEC Law);
  • The Registrar shall serve for a non-renewable term of six years and shall not be eligible for re-appointment;
  • A person who serves as the Registrar shall not be eligible to contest for election as a member of Parliament or a county assembly, or as a member of a governing body of a political party within five years of the person ceasing to be Registrar;
  • The Registrar shall serve for a non-renewable term of six years and shall not be eligible for re-appointment;
