Health Poverty Action (HPA) formerly Known as Health Unlimited works with some of the poorest and most marginalized communities in Africa, Asia and Latin America, often in very difficult environments.  We work to enable these communities to achieve improvements to their health, promoting this as one of their fundamental human rights.

Spanning almost a quarter of a century, Health Poverty Action’s work has grown to include programmes in 14 countries across Africa, Asia and Latin America (with more currently in development).  We always prioritise the most poor and the most marginalised – those neglected by governments and almost everyone else.  This has led us to work in some very difficult environments, often providing the only external assistance.

HPA Somaliland seeks to recruit competent and dynamic professionals for the positions of Project Officer, Project Engineerand Project Logistics Assistant. The positions are based in HPA Berbera office with frequent travel to project sites within the Sahil region as detailed bellow;

  1. Position: Project Officer

Duration: 7 Months

Duty Station: Berbera with frequent field travel within Sahil region

Reporting to: Programme Manager

Job Purpose:

The position holder will contribute to the implementation of project performance through overseeing and supporting training/capacity-building activities, supervision, monitoring, evaluation, accountability and reporting systems. He/she will promote understanding of emergency community integrated health and nutrition outreach processes to HPA teams, partners, beneficiaries and donors. Working closely with the MoHD structures and project teams, the position holder will implement tools to ensure beneficiaries are informed of project goal, implementation methodologies, beneficiary selection criteria, project timeline and obligations. He/she will monitor adherence to HPA/donor compliance standards and requirements and will contribute to assessment and evaluation processes to promote quality delivery and to help measure impact and support institutional learning, monitoring and evaluation and related activities with particular emphasis to Integrated Health and Nutrition, SGBV and WASH programmes. He/she will also support the wider HPA Somaliland Programme.

Key Responsibilities will include but not limited to;

  • Provide technical and programmatic support to the Emergency programme, EPHS Sahil programme related to maternal, child health and nutrition.
  • Provide technical support to HPA supported health facilities in Sahil regions to strengthen the health service delivery systems.
  • Provide capacity building support to the project staff, MCH staff, RHO team and hospital staff supported by project through training, coaching and mentoring.
  • Support and improve health management information systems at MCHs, RHO and hospital level.
  • Support and improve quality of care, service delivery system and record keeping at MCHs and hospital level.
  • Support and improve health programme planning, management, monitoring and supervision and health system management at RHO and MCH level.
  • Support all community-based activities that encourage community participation in monitoring and demanding for quality health services including activities aimed at addressing SGBV.
  • Coordinate project related survey, assessment, baseline, evaluation, monitoring and reviews as per the plan.
  • Support and make improvement in M&E system to assess the impact of health promotion activities and contribute to the overall documentation of the project lessons learned and stories of change.
  • Ensure that country programme is producing results as per the plan and maintaining the quality of programme delivery as per HPA’s standard and inline with national policies and guidelines.
  • Perform any other tasks assigned by the Programme Manager

Job Requirements

Skills and Competence:    


  • Relevant qualification; diploma or BSc in Nursing & Midwifery; Clinical Medicine; Public/Community Health or related discipline
  • Proven ability & experience in programme monitoring and technical support supervision in integrated health and nutrition support supervision – Minimum 2 years
  • Strong analytical and strategic thinking skills;
  • Excellent English writing skills
  • Fluent in Somali and English languages
  • Commitment to overcome poverty and suffering
  • Proficiency in computer systems and email.


  • Experience of working effectively within a big international agency, in health and nutrition projects/programmes.
  • Prior experience in supporting Health Sector supervision in emergency settings, mentoring training/accompanying/learning in the field.
  • Experience leading strategy development and implementing collaborative monitoring Proven ability to synthesize and distil information from a variety of sources, to draw lessons from project documentation and to summarize complex  information accurately and concisely
  • Prior experience working on DFID funded projects
  1. Position: Project Civil Engineer

Duration: 7 Months

Duty Station: Berbera with frequent field travel within Sahil region

Reporting to: Programme Manager

Key Responsibilities will include but not limited to;

  • Designing construction projects by studying project concept, architectural drawings, and models.
  • Prepares engineering design by collecting and studying reports, maps, drawings, blueprints, aerial photographs and tests on soil composition, terrain, hydrological characteristics, and related topographical and geologic data.
  • Determines project costs by calculating labor, material, and related costs.
  • Prepares feasibility study by analyzing engineering design; conducting environmental impact studies; assembling data.
  • Prepares engineering documents by developing construction specifications, plans, BOQs and schedules.
  • Supervise constructions, repairs and workforce on sites as required
  • Ensure appropriate physical structural linkages with other engineering works such as Solar systems, water systems and generators including their maintenance and repairs
  • Confirms adherence to construction specifications and safety standards by monitoring project progress; inspecting construction site; verifying calculations and placements.
  • Fulfils project requirements by training and guiding operators.
  • Maintains operations by enforcing project and operational policies and procedures.
  • Provides engineering information by answering questions and requests.
  • Complies with national and local legal requirements by studying existing and new legislation; anticipating future legislation; enforcing adherence to requirements; advising management on needed actions.
  • Maintains project data base by writing computer programs; entering data; completing backups.
  • Contributes to team effort by accomplishing related results as needed.
  • Perform any other tasks assigned by the programme manager

Requirements Qualifications, Skills and Competences: 

  • MUST have a Bsc Degree in Civil Engineering from a recognised University
  • MUST have the required certification for Engineering practice in Somaliland
  • MUST be highly computer literate

  1. Position: Project Logistics Assistant

Duration: 7 Months

Duty Station: Berbera with frequent field travel within Sahil region

Reporting to: Programme Manager


Main Areas of Responsibilities and description of tasks:

General Liaison work, Support Drivers, Procurement, Logistics, Inventory & Stores Control, Asset, Documentation and filling systems, General Safety and Security.


Specific Functions of Post:

  • Support database and paper file management for administration, procurement, Stores, logistics and Guest house
  • Distribute commodities to authorised destinations on a regular basis
  • Ensure procurement procedures are carried out in line with HPA policy and the Minimum Standards.
  • Maintain procurement & stock control through a register
  • Ensure donor procurement policies, guidelines and specific requirements are strictly followed.
  • Drive HPA vehicles when needed and act as driver on regular occasions.
  • Responsible for routine transport management, ensure that fleet is managed in line with HPA fleet management guidelines.
  • Receive transport needs from various section heads and make transport plans accordingly and present Program Manager for approval.
  • Plan regular monthly repairs and maintenance of HPA vehicles and ambulances
  • Supervise the work of drivers and ensure that all drivers adhere to HPA policy and procedures for vehicle service and maintenance schedule;
  • Ensure that all rules and regulations governing contract services are followed when renting private vehicles including the bidding process and transparent selection criteria.
  • Produce Logistics reports as required by HPA management
  • Track all assets to ensure accurate record keeping of all HPA assets and exceptional items that require registration and movement tracking, in accordance with Asset Management policy
  • Support the management and maintenance of vehicle fleet, office/guesthouse facilities, and equipment, including power supply and coordinate drivers, supervise domestic staffs including cleaners, watchmen etc
  • Manage and maintain HPA stores, with rigorous tracking of all stock entry and releases
  • Ensure to document every assets equipment issued and sign by the users and introduce the fixed asset policy rules on the use, in responsibility for taking care equipment and recovery purpose
  • Ensure all assets and equipment are maintained, updated and checked physically and conditionally, monitor movement and records filed for audit purposes; ensuring that Equipment  Security systems are in place
  • Responsible for the maintenance of the office building, compound grounds, and guard areas, including repairs, renovations, additions, etc.
  • Carry out other tasks as requested by Program manager.

Requirements Qualifications, Skills and Competences: 

  • MUST possess a Post-Secondary School qualification with minimum of 3 years of related work experience
  • MUST have a clean Valid driving license with minimum 5 years of driving experience
  • MUST be computer literate, proficient in Exel, Word and email systems
  • Planning & Organisation:Be an effective planner with ability to properly coordinate work and all relevant stakeholders.
  • Problem solving:Being able to evaluate a problematic situation and being able to resolve it based on planning and reasoning.
  • Conflict management:Demonstrating the ability to manage conflict in a way which is sensible, fair and efficient.
  • Teamwork & collaboration:Demonstrating the ability to work as part of a multifunctional team to meet desired goals.
  • Relationship management:Show ability to leverage interpersonal skills to establish rapport and develop relationships with all key stakeholders
  • Aptitude for technology:The ability to apply in-depth specialized knowledge, skills, and judgment by assessing and translating information technology into responsive and effective logistics solutions.
  • Accountability/Responsibility: Taking ownership of your own work and assuming responsibility for either successfully accomplishing work objectives, or identifying where you have not.
