The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, nutrition and food assistance for assets creation through provision of in-kind and cash-based transfers.
This position is open to qualified Somali candidates with good knowledge of the local area. Female candidates in particular, are encouraged to apply.
Duties and Responsibilities:
Under the direct supervision of the Programme Policy Officer and overall supervision of the Head of Galkayo Sub-Office, the incumbent will be responsible for the following duties:
Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines;
Act as the focal point for Food for livelihoods;
Conduct assessments on potential livelihoods projects, assess and review project proposals from Cooperating Partners (CPs); Conduct technical surveys and design of vouchers (Food for Assets and Food for Assets projects);
Assist CPs in preparing project proposals and budgets;
Ensure timely delivery of food and non-food items to project beneficiaries;
Undertake field visits to conduct needs assessments, market surveys, monitor and verify food distribution and adherence to WFP targeting criteria and SOPs;
Conduct impact assessments and evaluation for completed projects;
Monitor pre-screening on the project site and sensitize the beneficiaries on entitlements, beneficiary selection criteria and WFP’s objectives;
Assist in the implementation of plans of action, review achievements, constraints and provide feedback accordingly;
Assist implementing partners in encouraging women’s access to economic skills development and sensitizing public opinions on gender issues and gender focused activities;
Within the specific area of responsibility, compile data and support analysis and prepare reports to support operational decision-making;
Assist in conducting training of field staff and CPs in commodity management as required; Maintain accurate records, within the area of work;
Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis;
Perform other related duties as required.
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: At least four years of progressively responsible support experience in a field related to programme functions including two years’ experience in implementing livelihood programmes.
Knowledge and skills:
Fluency in both oral and written communication in English and Somali is a requirement.
Ability to facilitate implementation of food assistance programmes using basic understanding of principles and good practices of programme design, implementation and monitoring.
Demonstrates ability to facilitate, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
Understands basic technical concepts and data and their relevance to food assistance programmes. Experience in working with technical teams (livelihoods, etc.)
