Type of contract: Full time employee /fixed-term until the end of 2019, with the option to continue depending on performance

The International Solidarity Foundation (ISF) is a Finnish non-governmental organisation established in 1970 in Finland. ISF’s mission is to support development that strengthens democracy, equality and human rights. ISF’s most important values are solidarity, equality, equity and participation. Currently, ISF supports development projects in Somaliland, Kenya and Nicaragua through its local NGO partners. In Somaliland, ISF works to increase livelihood opportunities for women and fight against Gender Based Violence, especially Female Genital Mutilation. ISF has been supporting NGOs in Somaliland since 2001.

The primary responsibility of the Programme Coordinator is to manage and coordinate the ISF country programme in Somaliland. A key aspect of the function is to act as a representative of ISF in the country and to promote ISF strategic priorities. The Programme Coordinator plays an important role in maintaining harmonious and effective relationships with key stakeholders, such as local authorities and other development actors. The incumbent identifies strategic networking, funding and partnership opportunities. The role of Programme Coordinator requires travel to project areas and East Africa. The Programme Coordinator reports to the ISF Regional Director.

The specific functions of the position are:

Programme management & coordination

  • Promote ISF strategic goals and objectives in the country and monitor overall progress towards achieving them
  • Report on programme progress
  • Participate in programme planning and development at country level
  • Coordinate and manage the work flow of the country team
  • Support project planning, monitoring and evaluation
  • Coordinate financial and administrative management and reporting of the country programme
  • Follow and report on major political, social and security developments in the country
  • Ensure that the country operation complies with staff security guidelines
  • Analyse needs for capacity development of local partners and ensure appropriate response
  • Any other duties as required or assigned by the Regional Director

Acting as ISF representative & responsibility for stakeholder relations and programme development:

  • Develop and implement a local networking strategy
  • Maintain professional relationships with partners
  • Represent ISF in fora such as NGO/UN coordination meetings, meetings with local authorities and ministries, international and national development actors, donors and UN agencies
  • Lead and participate in preparing funding applications
  • Any other duties as required or assigned by the Regional Director

Required skills and Qualifications are:

  • University degree, preferably at Masters level in relevant field
  • Minimum eight years of relevant job experience in development work, of which at least half at the managerial level
  • Minimum four years of job experience in an international and/or large national development organization
  • Excellent knowledge of local development policies and actors, including local authorities and international development actors in Somaliland
  • Solid understanding of the themes of ISF’s programme
  • Proven track record of successful administrative management, budgeting and financial reporting
  • Excellent ability for initiative taking and independent work
  • Excellent computer skills and competent in knowledge management
  • Excellent communication, negotiation and presentation skills
  • Excellent knowledge of English and Somali (written and oral)
