The UNDP Somalia Rule of Law (ROL) Portfolio has a number of projects and programmes and works through a joint approach with the United Nations Assistance Mission in Somalia (UNSOM) and the UN Country Team to strengthen collaboration, focus and coherence in the implementation of the Somalia Rule of Law Programme Priorities. The programmes include – Justice, Police, Security Sector Governance, Human Rights, Preventing and countering violent extremism and a project which promotes Goal 16 Peace and Security monitoring and evaluation.

Under the overall guidance of the ROL Portfolio Manager and under the direct supervision of the Project Management Specialist, the Project Finance Officer is responsible for providing overall financial support and ensure effective financial management of all projects/ programmes within the Rule of Law portfolio. He/she will work in close collaboration with UNDP operations, programme and RoL project staff, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society, contributing to successful project implementation. The incumbent will promote a client-oriented approach consistent with UNDP rules and regulations. The Project Finance Officer promotes a collaborative, client-focused, quality and results-oriented approach in the Portfolio. Duties and Responsibilities
Summary of Key Functions:

Support to the financial resources management of the Rule of Law Portfolio finances
Support to implementation of resources mobilized for the portfolio
Ensures facilitation of knowledge building and knowledge sharing.
Ensures efficient financial resources management of RoL project finances, focusing on the achievement of the following results:

Prepare budgets and budget revisions as required and manage the project budgets on regular and timely basis;
Update and initiate processing of project financial entries in ATLAS; ensure transmission of project financial data for inclusion in ATLAS;
Implementation of control records such as commitments and expenditures.
Review of financial reports from partners and sub-contractors;
Preparation and or review and certification of non-PO vouchers in ATLAS.
Creation of requisition in ATLAS for project inputs, making budget checks on ATLAS for requisitions, POs and vouchers;
Timely corrected actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
Maintenance of internal expenditures control system which ensures that vouchers processed are matched and completed transactions are correctly recorded and posted in ATLAS;
Reconcile the records of payments with activities and recommends new disbursements;
Provision of researched information, reports for audit exercises;
Proper control of supporting documents for UNDP payments;
Monthly Budget Vs Expenditure analysis and expenditures tracking in accordance with UNDP rules and regulations;
Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed transactions are correctly recorded and posted in Atlas; travel claims and other entitlements are duly processed;
In charge of NEX reporting requirements, and advances;
Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management;
Full compliance with UN/UNDP rules, and policies of financial activities recording/reporting systems; follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

Organization of trainings for the government counter parts and project staff;
Synthesis of the lessons learnt and best practices in the project regarding financial management;
Sound contributions to knowledge networks and communities of practice.
Ensure facilitation of gender mainstreaming, and knowledge building and sharing;

Organization of trainings for Partners and project staff on Procurement;
Synthesis of lessons learnt and best practices in Procurement;
Sound contributions to knowledge networks and communities of practice.
Assesses the capacity of national counterparts, develop capacity building plans and implement them through mentoring, trainings and workshops.
Promote a knowledge sharing and learning culture in the Country Office.

The key results have an impact on the overall project and partner efficiency in finacial management and success in introduction and implementation of operational strategies. Strategic approach to financial management, accurate, thoroughly researched and documented information, timely and appropriate delivery of services, and overall timely delivery of project.

Required Skills and Experience

Master’s Degree or equivalent in Business Administration, Finance, Accounting or related field;
A first level university degree in Business Administration, Finance, Accounting or related field with 2 years of work experience in a related field may be accepted in lieu of the master’s degree.

A minimum of 2 years of relevant experience in similar position is required with a first level university degree.
Experience in the coordination, development and implementation of assistance programmes and projects in post-conflict contexts is desirable.
Experience in the facilitation of recognized capacity building training courses is desirable
Experience in the usage of computer software packages (MS Word, Excel, etc), and web-based management systems.
Experience with the UN or any other international development organization is an asset.
Knowledge of electoral processes and expertise in electoral support is an asset.
Language Requirements:

Fluency in English and Somali with good written and oral skills.

Terms of Service : This is a non-staff contract under the Service Contract modality of hiring of the UNDP. Individuals engaged under a Service Contract serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP.
