FIM Project Officer
Concern Worldwide is an international non -governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.

|Job Purpose:||The Project Officer is responsible for the implementation of livelihood and|
|income generating activities under the EUTF-funded Somaliland Durable|
|Solutions Consortium primarily, Irish Aid’s SPHERES programme and the GIZ-|
|funded sustainable land use programme as needed. S/he will ensure the|
|projects are completed on schedule, with quality, and within budget, and|
|participate in monitoring and assessments as required.|
|Main duties &||Somaliland Durable Solutions Consortium:|
|Responsibilities:||Plan and implement, under the guidance of the Senior Project Officer,|
|Self Help Group and youth entrepreneurship activities in Hargeisa|
|District IDP campsthe target areas according to consortium curricula,|
|including mobilization and training of participants;|
|Supervise and monitor the implementation, under the guidance of the|
|Senior Project Officer, entrepreneurship course (L2E) components of|
|the SDSC consortium in collaboration with partner organizations. This|
|o L2E centre staff trainings;|
|o L2E centre curricula review;|
|o Provision of start-up kits for L2E graduates;|
|o Graduate job placements and internships;|
|Participate proactively in all assessments, evaluations, and other|
|monitoring activities for which Concern is responsible;|
|Collaborate with the SDSC M&E Focal Point and other implementing|
|partners to reach best results;|
|Contribute to progress and financial reports as needed;|
|Other activities under the SDSC outputs as indicated by the Area|
IAPF and GIZ
Implement, under the guidance of the Senior Project Officer and in collaboration with the Project Officer, SHG activities in Maroodi Jeex (Gabiley) and Awdal Regions, including mobilization and training of participants (business, visioning, and basic literacy and numeracy skills);
Build the capacity of SHG record keepers;
Monitor regularly the project’s implementation and progress;
Collaborate with the Project Officer to enhance the capability of women groups to undertake micro finance and micro enterprise activities.
Responsible for target area and beneficiary assessment, implementation and monitoring, as led by the Project Officer;
Identify new and potential income generating activities and provide advice and support for their implementation;
Produce a monthly project report;
Ensure that beneficiaries participate actively in all processes (decision-making) of the project;
Monitor NFE centers including teacher performance assessments, student commitment, and syllabus follow-up;
Any other additional duties as may be assigned that are consistent with the nature of the job and its level of responsibility.
Support Concern and programme participants to develop networks and linkages with other development and institutional actors.
Develop and deliver programme work plans and contribute to budget preparation and management.
Support delivery of Concern’s integrated programme through shared planning, implementation and monitoring.
Support the development of new approaches and programmes to grow Concern’s reputation and funding in Somaliland.
|Actively contribute to Concern’s organisational commitment to equality,|

|Undertake any other duties assigned by Concern’s senior management|
|that are consistent with the nature and responsibilities of the position,|
|especially also in case of possible new projects|
|Emergency Response||Concern is committed to responding to emergencies efficiently and effectively|

|maintain their dignity. To this end, when emergencies strike and Concern|
|Somalia/Somaliland decides to respond, all staff are required to actively|

|efforts aimed at achieving the humanitarian objective of the organisation.|
|A University degree preferably in the field of socioeconomic development,|
|business management, rural development or agriculture.|
At least 3 year of employment experience related to sustainable livelihoods and microfinance, including practical experience in supporting saving groups, microenterprise development, community-based microfinance services, livelihood activities (income generation, market linkages) and institution building.
Proven experience in implementing and monitoring livelihoods programmes.
|Excellent report writing and presentation skills.|
|Fluency in both written and spoken English.|
|Good computer skills including Microsoft Office and Outlook.|
|Excellent interpersonal skills and sensitivity to ethnic, cultural and gender|
|Flexibility to work extensively within Concern’s operational area.|
