RE-ADVERT OF INVITATION TO BID FOR CONSULTANCY 

Save the Children International (SCI) Somaliland program hereby invites interested consultants to bid for the consultancy assignment detailed below:

1 Title of Consultancy Review YOVENCO’S Strategy plan 2014-2018 and develop new strategy plan 2019-2022.
2 SCI Contracting Office Save the Children Somalia/Somaliland

Hargeisa Office

3 Period of Consultancy 30 working day(excluding Fridays) which will be affective from the date both parties sing the agreement fully.
4 Consultant type required Individual or Firm
5 Responsibility for Logistics arrangements and Costs SCI will cover transport and accommodation cost outside Hargeisa during the Consultancy Period.

The consultant will take care of his/her food and other costs associated with consultancy services to SCI.

6 Taxation Provisions Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above
7 Travel requirements The consultant will Specifically work in Hargeisa and Berbera in Somaliland.

 

8 Security requirements Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to Air travel (if needed).
9 Qualification and Experience ·         A Masters degree in the area of plaaning, public administration, public poicy and organizational management.

·         A Postgraduate qualifications in relevant fields with minimum five years of proven record of experience is desirable.

·         A Competent and experienced consultant/consulting firm with profound experience in NGOs capacity development.

·         Knowledge and experience of using participatory approaches in child rights work in a developing country context.

·         Proven experience and tangible record of similar previously conducted consultancies.

·         Excellent documentation skills including analytical and report writing skills.

·         Experience of working in post conflict contexts and particulary the context of Somaliland.

·         Evidence of quality previous work with civil society and working with Children.

·         Demonstrate excellent interpersonal and professional skills in interacting with development partners.

·         Ability to work within the deadline and committed to respond as required by SCI

10 Evaluation Criteria The consultant must meet the required qualifications and experience defined above and completeness of application.

The applications should be submitted in PDF format as one document comprising Technical and Financial sections as below:

·         Cover letter: A short (maximum one page) letter detailing the experience of the applicant in relation to the required consultancy.

·         Technical Proposal: that comprises the capacity to undertake this task, brief explanation about the Consultant with particular emphasis on the previous experience in this kind of work; profile of the Consultant, understanding of the TOR, the task to be accomplished as well as an review process and plan.

·         A detailed work plan that clearly shows number of days and deadlines for each task-including anticipated time for commenting, accommodating comments and finalizing the draft.

·         A proposed layout of the Strategic Plan of 2019-2021. This wil be a snap shot of the consultant’s imagination the layout of the he required deliverables. This is mandatory and any application missing this layout will not be short-listed.

·         Financial Proposal: The financial proposal should provide cost for services  based on daily consultancy fees.

·         At least two copies of reports of similar work.

 Review YOVENCO’s Strategy Plan 2014-2018 and

 Develop 2019-2022 Strategy Plan for the Organizations Programs in Somaliland

  1. Background

For over 90 years, Save the Children International (SCI) has been working to make a difference in children’s lives in more than 120 countries. We are the world’s largest independent child rights organisation, underpinned by the vision of a world in which every child attains the right to survival, protection, development and participation. Our mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives.

SCI Somaliland has in the past 40 years focused on improving access to basic health care and education for the poorest and most vulnerable children and families, and securing their livelihoods with an overall aim of protecting and promoting their right to survival, development, protection and participation.

SCI is currently implementing a five-year Child Rights project (2017-2021) with YOVENCO; a local youth implementing partner based in Berbera with operational office in Hargeisa. The project is funded by the Ministry of Foreign Affairs of Finland (MFA). The overall objective is of the project to protect the most vulnerable and marginalized children, including children with disabilities, in Somaliland from multiple child protection risks and harms.

In Somaliland,  SCI supports strengthening capacity of civil society, particularly its local non-governmental organizations and community-based structures through direct or indirect approaches so that they have the knowledge and capacity to  work with the government in ensuring fulfillment of child rights  that  welcomes and engages with key influential local partners dealing with Child Protection issues.

Youth Volunteers for Development and Environment Conservation (YOVENCO) was founded on 10th march 2001. YOVENCO is non-governmental, non-profit making and non-political organization with headquarter in Berbera with operational offices in Hargeisa & Burao.

In 2014, YOVENCO (Youth Volunteers for Development and Environment Conservation) developed a five-year Strategic Plan (2014-2018) for its programs in Somaliland. The strategy is now in its final year of implementation and YOVENCO is planning to review the achievements made by the organization against the priorities set in its phasing out strategy. Furthermore, YOVENCO wants to develop a new Strategic Plan for Somaliland for the period of 2019-2021. SCI is supporting YOVENCO in the review of its current strategy and development of a new one for the next three years.

As part of the support to YOVENCO in their strategy review, SCI will hire an experienced consulting firm or individual consultants those can support the organization in the strategy review and development process in Somaliland.

  1. OBJECTIVE OF THE CONSULTANCY

 

The overall objective of this consultancy is to support review YOVENCO’s Strategic Plan of 2014-2018 and develop a new three-year strategic plan for the organizations’ programs in Somaliland.

  1. SCOPE OF WORK
  • Develop inception report including both tools to be used for the process of strategy review.
  • Produce a Strategic Review Report of the phasing out strategy including challenges faced the organization in realization of its strategic priorities and recommendations for future programming.
  • Closely collaborate with YOVENCO and Save the Children’s technical team during the consultancy.
  • Organize a validation workshop for YOVENCO’s Strategic Plan (2019-2021) and ensure participation of the senior management team, Board of Directors and partners, child rights clubs and members of the community where YOVENCO operates.
  • Support review of YOVENCO’s strategic plan for 2014-2018.
  • Support development of YOVENCO three-year Strategic Plan 2019-2021 for its programs in Somaliland.
  • Produce the agreed deliverables within agreed time frame and results.

  1. METHODOLOGY
  • Develop tools and plans for undertaking the assignment and share to SCI and YOVENCO for review and approval.
  • Refer organizational capacity assessments reports to draw key institutional capacities/ resources required to undertake the 2019-2021 Strategic Plan. A separate tool to be developed to collect relevant information and update from the senior management team.
  • Undertake stakeholder mapping and analysis to identify the key strategic partners YOVENCON may engage in realization of its 2019-2021 Strategic Plan.
  • Use observation, interviews and focus group discussion to gather the required information for review and development of the strategy. The consultant can also propose additional approaches for data collection.
  • Organize a workshop to validate the Strategic Review Report of 2014-2018 Strategic Plan.
  • Develop a results framework and implementation plans for the new Strategic Plan.
  • Organize a workshop to review and finalize 2019-2021 Strategic Plan.
  • Ensure that all inputs and comments from SCI, YOVENCO and other stakeholders are incorporated to the strategic plan.
  • Share the revised and final strategic plan to SCI and YOVENCO for approval.
  • Ensure that the process of strategy review and development should be participatory and closely collaborated with YOVENCO.

  1. KEY DELIEVERABLES
  • An inception report with relevant tools submitted to SCI in soft copy in Word format.
  • A Strategic Review Report of 2014-2018 Strategic Plan submitted to YOVENCO and SCI in soft copy in Word format.
  • A three-year Strategic Plan 2019-2021 submitted SCI and YOVENCO in soft copy in Word format along with results framework, three-year implementation plan and list of key stakeholders.

  1. CLARIFICATION OF RESPONSIBILITIES.

6.1 Core Reference Group

There will be core reference group for this consultancy that will include SCI’s Child Protection CP and CRG Programme Managers, YOVENCO Executive Director and Partnership Manager. The core reference group will be the point of reference for the consultancy and will provide support required by the consultancy in undertaking the assessment. They will oversee consultancy work and ensure that the consultant produce quality services within the agreed consultancy period.

  • Consultant

The consultant will take the lead in the review and develop of Strategic Plan by closely collaborating with the core reference group.

  1. CONSULTANCY TIME FRAME AND LOCATION

This consultancy will take place in Hargeisa with some travel days to Berbera. The duration of the assignment will be 30 working days including validation workshop and presentation of final draft to SCI and YOVENCO. This will be  affective from the date both parties sing the agreement fully. The consultant is required to come up with details plan on the time frame and deliverables.

  1. SUPPORT AVAILABE TO THE CONSULTANT

SCI and YOVENCO will

  • Coordinate meetings and workshops if desired by the consultant
  • Assign a core refence group to support the consultant.
  • Ensure prompt payment of professional fee and other costs arising from the contract
  • Provide logistical support (transport, accommodation, food, etc during the assignment)
  • Provide guidance and support during the exercise
  • Technical review of of the tools and the report.

  1. TERMS AND CONDITIONS

Logistics: SCI will cover transport and accommodation cost of the consultant during the consultancy period. The consultant will take care of his/her food and other costs associated with the consultancy services to SCI.  This cover is applicable only if the consultant is hired outside Somaliland.

Professional fee: The consultant will come up with his/her own rate as part of the financial proposal.  However, SCI will be guided by the daily rates as provided for under its finance and consultancy policy

Tax and insurance: SCI will deduct 5% of Tax income as per Somaliland Tax income Law. The consultant shall be responsible for his/her insurance during the assignment.

Code of conduct: Because SCI’s work is based on deeply held values and principles, it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff. SCI’s Code of Conduct sets out the standards, which all staff members must uphold. The consultant is bound by the principles and conditions of SCI’s Code of Conduct (This includes Child Safeguarding Policy, Fraud and Dishonesty Policy, Anti-Terrorism, Anti-Corruption
